1 BLACK

Incident 1 - January 20, 2010

At approximately 12:50 a.m., 2nd District officers and Fire and Rescue personnel responded to 5300 block of Bradley Boulevard between Pembroke Road and Goldsboro Road in Bethesda for the report of a personal injury collision.

The preliminary investigation indicated that the 24-year-old male victim was traveling southbound on Bradley Boulevard driving a green 1998 Ford Escort with Maryland registration. For reasons still under investigation, the vehicle crossed into the westbound lane, left the roadway, and struck a utility pole on the westbound side of the road. The driver was transported to Suburban Hospital where he succumbed to his injuries. He was wearing his seatbelt.

Incident 2 - January 20, 2010

At approximately 10:49 p.m. on January 19, 5th District officers and Fire and Rescue personnel responded to the 13000 block of Whites Ferry Road (Route 107) between Morrow Road and Partnership Road in Poolesville for the report of a personal injury collision involving a motorcycle off the roadway.

The preliminary investigation indicated that the 46-year-old male victim was traveling eastbound on Whites Ferry Road on his orange 2009 Harley Davidson Road Glide with Iowa registration approaching Morrow Road. For unknown reasons the motorcycle left the roadway and struck a tree in the right shoulder area. The driver was pronounced dead on the scene.

Incident 3 - February 12, 2010

At approximately 8:01 p.m., Rockville City officers, 1st District officers, and Fire/Rescue personnel responded to the 1200 block of West Montgomery Avenue in Rockville, for the report of a personal injury collision involving two vehicles.

The preliminary investigation revealed that a white 2004 Chevrolet Silverado was turning left from east bound West Montgomery Avenue into the Best Western Hotel entrance when it was struck on the passenger side of the vehicle by a maroon 1995 Ford Explorer which was traveling west on West Montgomery Avenue.

The 62-year-old passenger of the Silverado, William Lee Mason, of the 6800 block of Riverdale Road in Riverdale, was gravely injured and succumbed to those injuries on the scene. The 67-year-old driver of the Silverado, William Arthur Thomas, Sr., of the 20400 block of Beallsville Road in Dickerson, was transported to Suburban Hospital with non-life threatening injuries.

Incident 4 - February 21, 2010

At approximately 11:23 p.m., 3rd District officers and Fire/Rescue personnel responded to 1500 block of Dilston Road in Silver Spring for the report of a personal injury collision.

The preliminary investigation indicated that Jose Ovidio Martinez Lopez, 25 years old, was traveling east on Dilston Road operating a white 1994 Volkswagen Jetta. A 26-year-old male from Silver Spring was a front seat passenger in the Jetta. For reasons still under investigation, the vehicle left the roadway as it approached Avenel Road and struck a tree on the right side of the roadway. The adult passenger was ejected from the vehicle and died at the scene. He was not wearing his seatbelt.

Incident 5 - March 7, 2010

On Saturday, March 6, at approximately 4:42 p.m., 6th District officers and Fire/Rescue personnel responded to Mid County Highway and Washington Grove Lane for the report of a personal injury collision involving three vehicles.

The preliminary investigation revealed that a black 1998 Dodge Durango was traveling east on Mid County Highway approaching Washington Grove Lane. For reasons still under investigation, the Durango struck a white 1996 Ford Ranger pick-up truck in the intersection. The Ranger was traveling south on Washington Grove Lane. After the Ranger was struck, it overturned and struck a black 2004 Toyota Corolla which was traveling north on Washington Grove Lane.

A passenger in the Ranger was gravely injured and succumbed to those injuries on the scene. He has been identified as 40-year-old Lenard Ostilio Pineda-Guardado, of the 8100 block of Pepperwood Lane in Gaithersburg. He had been seated in the passenger compartment’s rear jump seat.

Incident 6 - March 13, 2010

On Friday, March 12, at approximately 6:41 p.m., 2nd District officers and Fire/Rescue personnel responded to the 5300 block of River Road in Bethesda for the report of a personal injury collision.

The preliminary investigation indicated that Santiago Carlos Sanday, 75 years old, of the 5100 block of River Road, was traveling west on River Road operating a gold 1994 Lexus ES300 4-door. For reasons still under investigation, the Lexus left the roadway as it approached Brookside Road. It grazed a utility pole, struck a power box, and traveled down an embankment where it came to rest. Sanday was transported to Sibley Hospital where he was pronounced dead.

Incident 7 - March 14, 2010

On Sunday, March 14, 2010, at approximately 4:18 a.m., 5th District officers and Fire/Rescue personnel responded to area of Route 28 and White’s Ferry Road (MD Route 107) for the report of a personal injury collision. Arriving officers found that two vehicles were involved.

The preliminary investigation revealed that a silver 2009 Infinity G30 S with Maryland tags was traveling north on Route 28 through the White’s Ferry Road intersection. For reasons still under investigation, the Infinity crossed the double yellow lines and collided with a white 1999 Isuzu box truck with Maryland tags that was southbound on Route 28.

The adult male driver of the Infinity died on the scene. His identity will be released after family members have been notified.

Incident 8 - April 4, 2010

At approximately 2:21 a.m., 4th District officers were responding to a large fight in progress. An officer who had arrived on the scene of the fight needed assistance and requested that additional officers respond. During the response to this call, an officer was involved in a single-vehicle collision.

The preliminary investigation revealed that a 4th District patrol officer was traveling on westbound Randolph Road approaching Denley Road. For reasons still under investigation, the officer’s 2003 Ford Crown Victoria left the roadway and struck a tree in the 3000 block of Randolph Road. Other officers responding to the fight call stopped to assist him and summonsed Fire/Rescue personnel. The officer was transported to Holy Cross Hospital where he succumbed to his injuries. The officer was a seven-year veteran and was assigned to the midnight shift.

Incident 9 - April 11, 2010

At approximately 11:59 a.m., 5th District officers and Fire and Rescue personnel responded to the 22600 block of Clarksburg Road in Clarksburg for the report of a personal injury collision involving a motorcycle.

The preliminary investigation indicated that the 22-year-old male victim was traveling eastbound on Clarksburg Road on a 2008 GSX/R750 Suzuki motorcycle with Maryland registration approaching Whelan Lane. As the motorcycle entered a right-hand curve in the road, it crossed over into the westbound lane, continued onto the shoulder, and struck the guardrail. The victim was pronounced dead on the scene. The circumstances surrounding the crash and the reasons for the motorcycle leaving the roadway remain under investigation.

Incident 10 - May 11, 2010

At approximately 5:25 p.m. in the 21500 block of Georgia Avenue between Gregg Road and New Hampshire Avenue.

The preliminary investigation revealed that a 2007 Cadillac Escalade was traveling south on Georgia Avenue from New Hampshire Avenue. For reasons still under investigation, the Escalade left the right side of the roadway and struck a tree.

The victim has been identified as Jose Roberto Rubi Argueta, 33 years old, of the 2600 block of Pine Log Way in Buford, Georgia. He was seated in the left-rear passenger seat of the Escalade. He was transported to Montgomery General Hospital where he succumbed to his injuries.

Incident 11 - May 16, 2010

At approximately 1:45 a.m., 5th District officers observed a motorcycle exiting the Germantown Commons Shopping Center at a high rate of speed. The motorcycle was last seen traveling south on Middlebrook Road. Although they lost sight of the motorcycle, officers drove in that direction in an attempt to initiate a traffic stop. A short distance away on Middlebrook Road, just south of the Germantown Road (Route 118) intersection, they came upon the vehicle which had been involved in a collision. Officers also found the operator of the motorcycle on the scene. He was unresponsive. Fire/Rescue personnel responded and the driver was pronounced dead on the scene.

Incident 12 - May 17, 2010

At approximately 8:33 p.m., 6th District officers and Fire/Rescue personnel responded to the intersection of Snouffer School Road and Ridge Heights Drive for the report of a serious personal injury collision.

The preliminary investigation revealed that a green 1999 Mercury Sable was attempting to make a left turn from Ridge Heights Drive onto northbound Snouffer School Road. For reasons still under investigation, a red 2008 Toyota Solara, traveling south on Snouffer School Road, collided with the Sable which contained four occupants.

Incident 13 - May 26, 2010

Detectives from the Montgomery County Police Collision Reconstruction Unit (CRU) are investigating a fatal collision involving a motorcyclist that occurred at approximately 4:00 p.m. near the intersection of Carmelita Drive and Hemswell Lane in Potomac.

Preliminary investigation revealed that a 17-year-old male from Potomac was riding an off-road motorcycle and traveling on Hemswell Lane. He was attempting to make a right-hand turn onto Carmelita Drive. For reasons still under investigation, the motorcycle struck a 1976 Ford Bronco, driven by a 50-year-old female from Potomac, which was traveling on Carmelita Drive.

Incident 14 - June 16, 2010

Detectives from the Montgomery County Police Collision Reconstruction Unit (CRU) are investigating a single-vehicle fatal collision that occurred today at approximately 1:08 p.m. near the intersection of Notley Road and Northwyn Drive in Colesville.

Through the course of the investigation it was learned that the driver, Mukul Ranjan Kundu, age 80, of the 14300 block of Notley Road in Colesville was traveling westbound on Notley Road towards Northwyn Drive. For unknown reasons the vehicle, a gray 1990 Honda Civic, crossed the double yellow lines, into the opposite lane, and left the roadway where it collided with a pole.

Incident 15 - June 17, 2010

Detectives from the Montgomery County Police Collision Reconstruction Unit (CRU) are investigating a single-vehicle motorcycle fatal collision that occurred this morning at approximately 6:37 a.m. at the 12200 block of Wilkins Avenue in Rockville.

Through the course of the investigation it was learned that the rider, Charles Arthur Holliday, age 30, of the 4500 block of Zana Court in Waynesboro, Pennsylvania, was traveling southbound on Wilkins Avenue. For unknown reasons the motorcycle, a black 1995 Kawasaki, went down onto the roadway. The rider separated from the motorcycle and struck a parking meter.

Incident 16 - June 24, 2010

At approximately 10:38 p.m., 4th District officers and Fire/Rescue personnel responded to Layhill Road, just north of Middlevale Lane for the report of a serious collision. Preliminary investigation revealed that a dark blue 2006 Nissan Sentra was traveling south on Layhill Road approaching Middlevale Road. For reasons still under investigation, the Nissan struck the right-side curb, left the roadway, and struck a utility pole. There were four occupants in the vehicle at the time of the crash.

The driver and front-seat passenger died on the scene. The driver has been identified as Idris Rafiq Muhammad, 20 years old. He was wearing his seatbelt. The front-seat passenger has been identified as Khalifah Muhammad, 18 years old. He was also wearing his seatbelt. The two decedents were brothers and resided in the 12800 block of Saddlebrook Drive in Silver Spring.

Incident 17 - June 26, 2010

At approximately 7:05 p.m., 5th District officers and Fire/Rescue personnel responded to the 22300 block of Ridge Road for a personal injury collision involving a bicyclist. Preliminary investigation revealed that a tan 2005 Chevrolet Tahoe with Maryland tags was traveling north on Ridge Road. For reasons still under investigation, the Tahoe left the travel lane and struck a bicyclist on the paved right shoulder. The bicyclist also had been traveling north.

The bicyclist was transported by ambulance to Suburban Hospital where he succumbed to his injuries. He has been identified as Stanton Sylvester Miller, Jr., 48 years old, of the 9600 block of Harvest Knolls Way in Gaithersburg.

Incident 18 - June 28, 2010

Detectives from the Montgomery County Police Collision Reconstruction Unit are continuing to investigate a serious personal injury collision that occurred in Darnestown last night.

At approximately 6:00 a.m., Justin Xavier Dorsey, age 17, of the unit block of Orchard Drive in Gaithersburg succumbed to his injuries at the Washington Hospital Center.

Yesterday at approximately 5:49 p.m., 5th District officers and Fire/Rescue personnel responded to the area of River Road near Rileys Lock Road for the report of a personal injury collision. The preliminary investigation revealed that a gold 2002 Toyota Echo with Maryland tags was traveling westbound on River Road when, for reasons still under investigation, it crossed the center line into eastbound traffic. The Echo struck a red 2009 Mercedes C63 with Virginia tags.

Incident 19 - July 30, 2010

On July 29, 2010 at 9:00 p.m., a fatal car crash occurred on southbound Rt. 29 at Blackburn Road. Preliminary investigation revealed that a Toyota Pick-up and a Kia Sportage collided at the intersection. Each vehicle was being operated by an adult male.

Both drivers were flown to area hospitals where one driver succumbed to his injuries, and the other remains in serious condition. There were no passengers in either vehicle.

Incident 20 - August 7, 2010

At approximately 8:45 a.m., 2nd District officers and Fire/Rescue personnel responded to the intersection of Old Georgetown Road and the interchange with Interstate 495 for the report of a personal injury collision.

The preliminary investigation determined that a 1994 Buick Roadmaster station wagon was driving north on Old Georgetown Road. For reasons still under investigation, the Buick traveled past the beltway and left the northbound lanes. It then traveled into the southbound lanes of Old Georgetown Road, just north of the beltway, where it collided head-on with a 2005 Toyota Sienna mini-van.

As a result of the collision, the driver of the Buick Roadmaster, Donald Duvall, 64-years-old, of the 3400 block of Taylor Street in Chevy Chase, was pronounced deceased at the scene.

The driver of the Toyota Sienna, Nadia Nawaz, 37-years-old, of the unit block of Pebble Ridge Court in Rockville, was also pronounced deceased on the scene.

Incident 21 - September 10, 2010

At approximately 1:25 p.m., 3rd District officers and Fire/Rescue personnel responded to the intersection of Sandy Spring Road and Dino Drive for the report of a personal injury collision.

The preliminary investigation determined that a blue, 1997 Toyota Corolla was traveling north on Dino Road, and attempting to turn left on Sandy Spring Road. For reasons still under investigation, the Toyota collided with a silver, 2002 Mitsubishi Lancer which was traveling east on Route 198.

Incident 22 - September 29, 2010

A charter bus driver is dead and 12 people are being treated in area hospitals after a bus left the roadway and rolled down an embankment on I-270 in Montgomery County this afternoon.

The victim is identified as Joseph A. Clabaugh Jr., 66, of Hanover, PA. Clabaugh was identified as the driver of a 2006 Freightliner 29-passenger bus owned by Wolf’s Bus Lines, of York Springs, PA. Clabaugh was pronounced dead at the scene. His body has been transported to the Office of the Chief Medical Examiner in Baltimore for an autopsy.

Shortly after 4:00 p.m. today, Maryland State Police at the Rockville Barrack responded to 911 calls for a crash involving a bus on I-270, one-half mile north of Democracy Blvd., near Rockville. Troopers responded and assisted Montgomery County Fire Department personnel with removing injured persons from the bus.

Incident 23 - October 24, 2010

Detectives from the Montgomery County Police Collision Reconstruction Unit are continuing to investigate a serious collision that occurred on Veirs Mill Road in Rockville.

Just before midnight, the passenger of the scooter, 16-year-old Noel Hernandez Mendoza, of the 12800 block of Evanston Street in Rockville succumbed to his injuries and died.

On October 18, at approximately 12:13 a.m., 1st District officers and Fire/Rescue personnel responded for the report of a personal injury collision involving a motor scooter in the 12700 block of Veirs Mill Road.

The preliminary investigation revealed that a silver Mercedes was traveling east on Veirs Mill Road, when for reasons still under investigation, it struck a motor scooter in the travel lanes. The Mercedes briefly stopped before leaving the scene and was last seen traveling east on Veirs Mill Road.

Incident 24 - October 30, 2010

On October 29, 2010 at 10:00 p.m., a fatal single vehicle crash occurred in the 18000 block of Chandlee Mill Road in Sandy Spring. Preliminary investigation revealed that a Honda Accord was being operated north on Chandlee Mill Rd. when the driver lost control for reasons under investigation, skidded off the road, and collided with a tree. The adult male driver died on scene. Both passengers were transported to a local hospital. Names have not been released pending the notification of family members.

Incident 25 - November 14, 2010

At 1:45 a.m., a fatal crash occurred in the 4500 block of Jones Bridge Road in Bethesda.

Preliminary investigation revealed that a black four-door sedan was being operated east on Jones Bridge Road when the driver lost control for reasons under investigation, skidded into the westbound lanes, and collided with a four-door Honda. The adult male driver in the black four-door sedan died on scene. The driver of the Honda was transported to a local hospital.

Incident 26 - November 21, 2010

At approximately 3:07 p.m., 3rd District officers responded to a third-party report of a domestic dispute at the International House of Pancakes (IHOP) located at 12251 Tech Road. Upon arrival at approximately 3:10 p.m., they spoke with a woman who claimed she and her boyfriend were involved in an argument. During this conversation, the woman told the officers that her boyfriend, later identified as Edwin Samuel Barber, was taking their 11-month-old daughter from the area in the woman’s green 1999 Express Chevrolet van with Mississippi tags. She also told the officers that Barber did not have her permission to take her van.

The officers located the van traveling east on Cherry Hill Road and attempted to stop the vehicle. Barber refused to stop and continued east on Cherry Hill Road. As Barber neared the 11800 block of Cherry Hill Road, he came upon congested traffic and crossed the double yellow lines and continued traveling east in one of the westbound lanes.

The van struck a gray 2001 Chevrolet Tahoe that was traveling west in a westbound lane. The van left the roadway and struck a utility pole adjacent to the westbound lanes of Cherry Hill Road and came to rest on its side. The Tahoe came to rest straddled across both westbound lanes. Officers requested Fire/Rescue personnel and were able to remove the child from the van.

The Tahoe contained four occupants, one of whom died on the scene.

Incident 27 - November 21, 2010

At approximately 3:31 p.m., 5th District officers and Fire/Rescue personnel responded to Great Seneca Highway at Mateny Road for the report of a personal injury collision involving a motorcycle. First responders found a critically injured male on Mateny Road who witnesses identified as the operator. He was transported to Shady Grove Hospital where he succumbed to his injuries at 4:32 p.m.

Preliminary investigation revealed that the 2004 Suzuki motorcycle was westbound on Mateny Road. As the vehicle approached the Great Seneca Highway intersection, the operator lost control of the motorcycle and it went down. The operator and the motorcycle separated and the operator struck a vehicle parked on the right side of Mateny Road. The Suzuki was struck by two vehicles as it slid through the intersection and came to rest on the southbound shoulder of Great Seneca Highway.

Incident 28 - November 27, 2010

At approximately 2:11 a.m., 3rd District officers and Fire/Rescue personnel responded to the 4300 block of Dustin Road for the report of a personal injury collision.

The preliminary investigation determined that a 1998 black Honda Accord was traveling eastbound on Dustin Road from Columbia Pike. For reasons still under investigation, the Honda Accord left the roadway and struck a tree.

As a result of the collision, the front seat passenger who was wearing his seatbelt, Jayant Prasad Singh, age 25, of the 4300 block of Dustin Road, was pronounced deceased at the scene. An autopsy will be performed at the Office of the Chief Medical Examiner in Baltimore.

Incident 29 - December 12, 2010

On December 12, 2010, at approximately 10:01 a.m., 4th District officers and Fire/Rescue personnel responded to the intersection of New Hampshire Avenue and Brooke Road for the report of a personal injury collision.

The preliminary investigation determined that a silver 2001 Suzuki XL-7 (SUV) was traveling southbound on New Hampshire Avenue approaching Brooke Road. For reasons still under investigation, the Suzuki XL-7 left the roadway and struck a tree.

As a result of the collision, the driver of the Suzuki XL-7, Alexander Howard Popeck, age 17, of the 18700 block of Rolling Acres Way in Olney was transported to Medstar with critical injuries. He died as a result of those injuries on January 7.
