This map shows significant pedestrian versus automobile incidents in Montgomery County

Incident 1 - January 5, 2008

At 8:45 pm on Saturday, January 5, 2008, a pedestrian was attempting to cross Veirs Mill Road at Ferrara Dr. There is a crosswalk at that location and Veirs Mill Road is separated by a grassy median. The pedestrian, (only identified as a Latino male in his early 20’s), was struck by a vehicle heading eastbound on Veirs Mill Road. The driver of the striking vehicle fled the scene towards Connecticut Avenue.

Incident 2 - January 24, 2008

On Thursday, January 24 at approximately 7:26 p.m., a pedestrian was attempting to cross southbound New Hampshire Avenue at Northampton Drive, when he was struck by a 1999 Volkswagon Passat driven by Sean O’Neill, age 50, of the 700 block of Sligo Creek Parkway in Takoma Park. O’Neill remained at the scene.

The pedestrian, William Estvardo Chacono-Vargas, age 19, of the 1800 block of Mt. Pisgah Lane in Silver Spring, was crossing from the grassy median separating New Hampshire Avenue. He was not in a crosswalk.

Incident 3 - February 5, 2008

At approximately 7:26am 5th District officers responded to the 12800 block of Great Seneca Highway at Cloppers Mill Drive for the report of a pedestrian struck. The preliminary investigation revealed that a 46-year-old female school bus driver for Montgomery County Public School was driving a school bus from eastbound Richter Farm Road and making a left turn onto Great Seneca Highway. The traffic signal was green. At the same time a 17-year-old male Northwest High School student from Germantown was crossing Great Seneca Highway from northbound Cloppers Mill Drive.

The student was in the crosswalk and it is believed that he had activated a manually-operated pedestrian signal, but he entered the roadway while the pedestrian symbol, a red hand, indicated that it was not safe to cross.

Incident 4 - March 6, 2008

On March 6 at approximately 9:36 p.m., 5th District officers responded to a report of a pedestrian struck on Route 355 just south of Blunt Road. Preliminary investigation revealed that the pedestrian, Jose Caleb Barahona, age 43 or no fixed address, was crossing in an easterly direction and successfully crossed the southbound lanes. While attempting to cross the northbound lanes he was struck by a 2007 Toyota Camry that was traveling north on Route 355. The pedestrian was not in a crosswalk. The driver of the Toyota remained at the scene.

Barahona was transported by ambulance to a local hospital where he was pronounced dead from his injuries.

Incident 5 - March 17, 2008

At 8:54 pm on Monday, March 17, 2008, a pedestrian was attempting to cross University Boulevard at E. Wayne Avenue; he was not in a crosswalk. There is a crosswalk at that location and New University Boulevard is separated by a grassy median. The pedestrian, (only identified as a white male), was struck by a vehicle heading Eastbound on University Boulevard, the driver of the striking vehicle did not remain on the scene.

Incident 6 - March 26, 2008

At approximately 5:56 p.m. in the parking lot of the Red Apple Market at 7645 New Hampshire Avenue. The preliminary investigation revealed that a 2004 Range Rover, driven by Kaddie Kallon, age 40, of the 9100 block of Edmonston Road in Greenbelt, went out of control for unknown reasons and struck a pedestrian and other vehicles in the area of the market. The Range Rover initially struck a Toyota Sequoia parked unoccupied in the lot. It continued to strike a pedestrian, a parked vehicle: a 2005 Scion, pushing it into another parked vehicle: a 2003 Isuzu Axiom. The Range Rover ultimately stopped after striking the market.

The pedestrian has been identified as Maria Martinez Fletcher, age 51, of the 13800 block of Carter House Way in Silver Spring. She was transported to the Washington Hospital Center, MedStar Unit, in critical condition. Ms. Fletcher succumbed to her injuries.

Incident 7 - April 1, 2008

At approximately 6:39 a.m., 4th District officers responded for the report of a pedestrian struck at the intersection of Bel Pre Road and Connecticut Avenue in Aspen Hill.

Preliminary investigation revealed that the pedestrian, Amy Lyn Dawson, age 53, of the 14400 block of Banquo Terrace in Silver Spring, was crossing at the intersection of Bel Pre Road and Connecticut Avenue. She was struck by a green 2003 Nissan Altima, driven by Malcolm Francis Spicer, Jr., age 60, of the unit block of Aigburth Road in Towson, MD., who was traveling westbound on Bel Pre Road. The driver remained on the scene.

Dawson was pronounced dead at the scene.

Incident 8 - April 1, 2008

At approximately 8:20 p.m. on Tuesday, April 1, 4th District officers responded to the report of a pedestrian struck. The preliminary investigation revealed that Somoza was attempting to cross the southbound lanes of Layhill Road near the entrance to the Layhill Center Shopping Center. He was struck by a blue 1998 Mercedes ML3 driven by Philip Sardelis, age 35, of the 2100 block of Blue Knob Terrace in Silver Spring, which was traveling in a southbound direction.

The area where Somoza was crossing was not controlled by a traffic signal. The driver of the Mercedes was not injured and remained at the scene. The victim was transported to Suburban Hospital in critical but stable condition. On Thursday, April 3, he was transferred to Baltimore Shock Trauma, and there succumbed to his injuries.

Incident 9 - April 26, 2008

At approximately 11:01 p.m. on Saturday, April 26, 2nd District officers responded to the area of Rockville Pike and Flanders Avenue in Bethesda for the report of a pedestrian struck.

The preliminary investigation revealed that a Massachusetts’ man, Michael Robert McMahon, age 28, was crossing the northbound lanes of Rockville Pike and was struck by a silver 2005 Mercedes Sport Utility Vehicle, driven by Mary Abrebrese, age 60, of the 6900 block of Lamont Drive in Lanham. The driver remained on the scene. It was determined that Michael McMahon was not in a crosswalk at the time of the collision.

McMahon was transported to Suburban Hospital and is currently in critical, but stable condition. See the press release for details.

Incident 10 - April 29, 2008

At approximately 3:40 p.m. for the report of a pedestrian struck in the 23800 block of Stringtown Road in Clarksburg.

The preliminary investigation revealed that Montgomery County Police Officer Jason Cokinos, age 23, assigned to the 3rd District at 801 Sligo Avenue in Silver Spring, was off-duty and driving his marked 2005 Ford Crown Victoria cruiser westbound on Stringtown Road. His cruiser collided with 12-year-old Luis A. Jovel, from the 23800 block of Stringtown Road who was in the roadway for unknown reasons.

The victim was flown to Children’s Hospital in critical condition with possibly life-threatening injuries.

Incident 11 - May 8, 2008

At 8:55 p.m. on May 8, 2008, a pedestrian identified as Jerry Joseph Sandy, age 51, of the 16900 block of Briardale Road in Rockville, was attempting to cross Muddy Branch Rd at Killarney Lane in Gaithersburg. There is no crosswalk at that location and Muddy Branch Road is separated by a grassy median with a metal guardrail. Jerry Sandy was attempting to cross the roadway with a female companion when he was struck by a gold 1998 Toyota Camry heading westbound on Muddy Branch Road.

The driver, identified as Weina Zhang, age 47, of the 500 block of West Diamond Avenue in Gaithersburg, remained on the scene.

Incident 12 - May 16, 2008

At approximately 9:38 p.m., on MD Route 29 just north of Briggs Chaney Road and south of Greencastle Road in Burtonsville.

Matthew Felton , age 19, of the 5400 block of Ring Dove Lane in Columbia, Maryland, was driving a 2003 silver Volkswagon Passat with Maryland tags northbound on Route 29 when he collided with Victorino Alegria Angulo, age 63, of the 14600 block of Wexhall Terrace in Burtonsville. Mr. Angulo was standing in the northbound lanes of Route 29. Mr. Angulo was pronounced dead at the scene. Felton and his passenger, 18-year-old Jody Raml of the 13700 block of Batchelors Drive in Silver Spring, MD were transported Holy Cross Hospital with non-life-threatening injuries.

Mr. Angulo had been attempting to cross MD Route 29 which is an access controlled highway with a 55 mph speed limit. There is no crosswalk at that location.

Incident 13 - June 23, 2008

On June 23, 2008, at approximately 12:33 p.m., a pedestrian was struck in the 1000 block of University Blvd. Investigation revealed that the driver of the vehicle, a 60 year old male from Laurel, Maryland, failed to stop for the pedestrian in a crosswalk. The victim was transported to Medstar for non-life threatening injuries, treated and released.

Incident 14 - July 4, 2008

On July 4, 2008, at approximately 1:29 a.m., Takoma Park Police responded to the 6900 block of New Hampshire Avenue (southbound just past Devonshire Road) for reports of a female lying in the middle of the roadway.

Officers arrived and located the victim who was unresponsive. The victim was transported to Suburban Hospital where she is listed in critical condition.

Also located on the scene was a Dalmatian dog who was lying approximately 10-15 feet from the victim and unable to move. The dog did not survive and was transported by Montgomery County Animal Control Humane Society.

Incident 15 - July 27, 2008

On Sunday, July 27 at approximately 1:27 a.m., 3rd District officers responded to a report of a pedestrian struck in the 3000 block of Spencerville Road near Kruhm Road. Preliminary investigation revealed that the pedestrian was walking in the roadway along westbound Spencerville Road. During this time, the operator of a 2003 Toyota 4Runner, grey in color with Maryland tags, was also westbound on Spencerville Road. The Toyota struck the pedestrian and he was pronounced dead at the scene. The driver of the Toyota remained at the scene.

The pedestrian has been identified as 25-year-old Juan Camilo Martinez from Regal Park, NY who was in town visiting a friend. The driver of the Toyota has been identified as Edward Allan Cornett, 47-years-old of the 15000 block of Cliff Swallow Way in Rockville.

Incident 16 - August 15, 2008

On Friday, August 15 at approximately 7:46 a.m., 4th District officers and Montgomery County Fire/Rescue were dispatched to the 11200 block of Georgia Avenue at Reedie Drive in Wheaton, for a personal injury collision involving a pedestrian. The preliminary investigation indicates the adult male victim was crossing northbound Georgia Avenue when he was struck by a black 2003 Ford F450.

The driver of the striking vehicle Jonathan I. Cruz, of Wheaton remained at the scene, and was not injured in the collision. The victim was transported to Suburban Hospital where he succumbed to his injuries. The victim’s name will be released when his family is notified.

Incident 17 - August 22, 2008

On Friday, August 22 at approximately 5:21 a.m., 3rd District officers and Montgomery County Fire/Rescue were dispatched to the 7900 block of Georgia Avenue at Burlington Avenue for a personal injury collision involving a pedestrian. The preliminary investigation indicates the adult male victim was crossing Georgia Avenue when he was struck in the northbound lanes.

The driver of the striking vehicle remained at the scene and was not injured in the collision. The victim was transported to a local hospital where he succumbed to his injuries.

Incident 18 - September 8, 2008

On September 8 at approximately 7:46 a.m., 3rd District officers and Montgomery County Fire/Rescue were dispatched to the 1900 block of Fairland Road at Randolph Road in Silver Spring, for a personal injury collision involving a pedestrian. The preliminary investigation indicates the adult female victim was crossing northbound Fairland Road at the intersection when she was struck by a 2006 Lexus RX 330. There is no marked crosswalk there.

The pedestrian has been identified as 29-year-old Flavia D’Cunha of Silver Spring. The driver of the striking vehicle, Stanley Jerome Botts, of Silver Spring remained at the scene, and was not injured in the collision. The victim succumbed to her injuries and was pronounced dead at the scene.

Incident 19 - September 13, 2008

On September 13 at approximately 6:14 a.m., 6th District officers and Montgomery County
Fire/Rescue were dispatched to the Shell gas station located at 501 Quince Orchard Road, Gaithersburg, for a personal injury collision involving a pedestrian.

The preliminary investigation indicates that the 80-year-old male victim was walking across the parking lot of the station when he was struck by a 2007 Ford F250 pickup truck. The victim was transported to Suburban Hospital, where he died of his injuries. The driver of the striking vehicle, Miguel A. Padron, of Germantown remained at the scene, and was not injured in the collision. The victim will be identified after family has been notified.

Incident 20 - October 9, 2008

At approximately 12:50 p.m., 5th District officers and Montgomery County Fire/Rescue were dispatched to the 19000 block of Germantown Road (Route 118) near the intersection of Germantown Road and Clopper Road in Germantown. The call was for a personal injury collision involving two pedestrians. The preliminary investigation indicates that the victims were walking south in a southbound travel lane of Germantown Road. The lane had been closed to through traffic to allow construction traffic access to an adjacent construction site. The victims were struck by a 1994 Ford F700 dump truck that was backing south in the closed lane. The driver of the dump truck remained on the scene and called 911 to summons assistance.

The 74-year old female, Yunshu Li, died at the scene. The 78-year-old male, Xiufeng Wang, was transported to Suburban Hospital where he remains in serious but stable condition. Both Wang and Li are from the 13000 block of Falcon Crest Road in Germantown. The driver of the striking vehicle, Jack L. Bowers, was uninjured. He is from the 5000 block of Rickell Road in Taneytown.

Incident 21 - November 2, 2008

On November 1, at approximately 11:35 p.m., Rockville City officers, 1st District officers, and Montgomery County Fire/Rescue were dispatched to the 1200 block of E. Gude Drive at Southlawn Lane for a personal injury collision involving a pedestrian. The preliminary investigation indicates the adult male victim was struck in the travel portion of the roadway on E. Gude Drive by a black 2007 Buick LaCrosse with Maryland tags. The pedestrian died at the scene. The victim has been identified as Bereket L. Mamo, 27-years-old, of the unit block of Federal Court in Gaithersburg. It was determined that he was not in the crosswalk.

The driver of the striking vehicle remained at the scene and was not injured in the collision. She has been identified as Paulette Knight of the 12000 block of Ardennes Avenue in Rockville.

Incident 22 - December 3, 2008

On December 3 at approximately 6:05 a.m., 6th District officers responded to a report of a pedestrian struck in the 400 block of Quince Orchard Road north of Firstfield Road. Preliminary investigation revealed that the pedestrian was crossing the southbound lanes of Quince Orchard Road. During this time, the driver of a silver 2007 Honda CR-V was also traveling southbound on Quince Orchard Road. The Honda struck the pedestrian who was pronounced dead at the scene. The driver of the Honda remained at the scene.

The pedestrian has been identified as 27-year-old Jaun De Dios Gomez of the 20000 block of Summer Sweet Terrace in Germantown. The driver of the Honda has been identified as Soraya Astrid Del Valle, 47-years of the 19000 block of Mills Choice Road in Montgomery Village

Incident 23 - December 16, 2008

On December 16, at approximately 4:09 p.m., 4th District officers and Montgomery County Fire/Rescue personnel were dispatched to Connecticut Avenue and Bel Pre Road for a personal injury collision involving two pedestrians. The preliminary investigation indicates that the two female victims, a mother and daughter, were walking north across Bel Pre Road on the east side of the intersection. As they were attempting to cross the westbound lanes of Bel Pre Road, they were struck in the travel portion of the roadway. The driver of the striking vehicle did not remain on the scene.

The first victim has been identified as Cristina Lopez Dodd, 49-years-old of the 14000 block of Whispering Pines Court in Silver Spring. She was transported to Suburban Hospital and is in critical condition. The second victim has been identified as Natalia Jallorina, 13-years-old of the 4000 block of Iris Place in Rockville. She was transported to Children’s Hospital and is in serious condition.
