For the Week ending July 12, 2010
Tips of the Week:
The Rockville City Police Department would like to provide residents with the following tips on what to do if you are involved in a vehicle collision. - Your safety is the first and most important thing. Be safe and watch for traffic.
- Do not stand in the road without safety features, including items such as road flares, traffic cones or someone wearing a traffic vest to direct traffic around the scene.
- Determine if there are any injuries. If so, do not move vehicles or anyone who is injured. Immediately notify 911 and be prepared give the following information:
- The exact location of the crash.
- Your name, address and phone number.
- Nature of injuries.
- If there are any utilities involved, i.e., power lines, fire hydrants, etc.
- You may provide first aid but unless absolutely needed, do not move an injured person, as that may cause greater injury.
- Try to keep all parties calm and in a central location, including witnesses.
- If a witness cannot wait for the police to arrive, you do not have the authority to detain them.
- If possible, have that person write down his/her name, address, home and work numbers. It would also help to ask him/her to write a brief statement of what he/she witnessed.
- Do not argue with the involved parties or witnesses about who is at fault or make any inflammatory statements.
- If there are no injuries and the cars are drivable, move them out of the road to a safe location such as a parking lot or a side street.

ILLEGAL DRUG ARRESTS- 06/30/10-(9:45 a.m.) Michael Todd Culler, M, age 42, of Rockville, was arrested for possession of CDS-paraphernalia following a complaint in the 800 block of Wade Avenue. Mr. Culler was issued a criminal citation and released.
- 07/02/10-(5:25 p.m.) Arthur Drake Martin, Jr., M, age 26, of Rockville, was arrested for possession of CDS-crack cocaine following a complaint in the 400 block of Lincoln Street. Mr. Martin was transported to the Central Processing Unit for processing.
- 07/05/10-(10:55 p.m. – 10:59 p.m.) Male juvenile, age 17, of Rockville, was arrested for possession of CDS-marijuana following a traffic stop at the intersection of Lincoln Avenue and North Horners Lane. The male juvenile was transported to the Rockville City Police Department for processing and released into the custody of his mother.
- 07/06/10-(2:36 p.m.) Male juvenile, age 17, of Rockville, was arrested for possession of CDS-marijuana and possession of CDS-paraphernalia following a complaint in the 600 block of Maryland Avenue. The male juvenile was transported to the Montgomery County Police Department’s 1st District Station for processing and was released into custody of his guardian.
- 07/09/10-(5:41 p.m.) Robert Carl Slay, M, age 58, of Rockville, was arrested for possession of CDS-paraphernalia following a traffic stop in the 1000 block of Rockville Pike. Mr. Slay was issued a criminal citation and released.
THEFT ARRESTS- 07/05/10-(7:19 p.m. – 7:40 p.m.) Tad Michael Kapneck, M, age 45, of Rockville, was arrested for theft following a complaint in the Unit block of North Orchard Way. Mr. Kapneck was transported to the Central Processing Unit for processing.
- 07/07/10-(4:45 p.m. – 5:15 p.m.) Ellen Mimi Jackson, F, age 18, of Rockville, was arrested for shoplifting following a complaint that occurred earlier on 07/6/10 in the 100 block of Gibbs Street. Ms. Jackson was issued a criminal citation and a trespass notice and released.
DUI ARRESTS- 07/03/10-(1:04 a.m.) Richard Alexis Kim, M, age 27, of Fairfax, was arrested for driving under the influence following a traffic stop in the unit block of Maryland Avenue. Mr. Kim was transported to the Rockville City Police Department for processing and released.
- 07/04/10-(4:05 a.m. – 4:09 a.m.) Petra Mao, M, age 21, of Olney, was arrested for driving under the influence following a traffic stop at the intersection of Baltimore Road and South Stonestreet Avenue. Mr. Mao was transported to the Montgomery County Police Department’s 1st District Station for processing and released.

BURGLARIES- 06/29/10-06/29/10-(10:00 a.m. – 11:15 p.m.) 1900 block of Lewis Avenue, Residential, unknown suspect(s) gained access through an unlocked window of a residence. Once inside the unknown suspect(s) removed a laptop, a camera, a necklace, a purse, a book bag, an Ipod and a CD.
- 07/03/10-(8:30 p.m. – 7:00 p.m.) 300 block of Deer Meadow Lane, Residential, unknown suspect(s) gained access by unknown means into a residence. Nothing taken.
- 07/03/10-(10:50 p.m. – 10:55 p.m.) 800 block of Rockville Pike, Commercial, unknown suspect(s) gained access by breaking the front glass door of a business. Nothing taken.
- 07/09/10-(11:00 a.m. – 6:00 p.m.) 500 block of Hungerford Drive, Residential, unknown suspect(s) attempted to gain access by unknown means into an apartment. No entry was made.
- 07/10/10-07/11/10-(3:30 p.m. – 10:15 a.m.) 500 block of North Stonestreet Avenue, unknown suspect(s) gained access by breaking a side basement door of a church. Nothing taken.
