Police Investigate Suspicious Death
in the Briggs Chaney Area of Silver Spring

Updated Information

Detectives from Montgomery County Police Major Crimes Division – Homicide/ Sex Section are investigating the death of an unknown female who was found in a stairwell of an apartment building in the Briggs Chaney area of Silver Spring early this morning.

Beginning at approximately 1:30 a.m. today, police received two calls for suspicious activity in the 13900 block of Castle Boulevard. The caller stated that two male subjects appeared to be carrying a body into the apartment building. 3rd District officers and fire/rescue personnel responded and found an unresponsive female in the stairwell. She was pronounced dead at the scene.

The victim is described as a black female and is believed to be a young adult, 5’ 5” tall with a medium build and medium length black hair. She was wearing a gray T-shirt and blue jeans. The T-shirt has the word “Fender” stenciled across the front of the shirt.

The circumstances that led to her death are still under investigation. The cause and manner of death will be determined by the Medical Examiner’s office in Baltimore.

Detectives have not been able to contact the complainant who called police about this event and want to speak with him. They would also like to speak with the two occupants of a red Lexus that was reported to be in the area at the time of the call. Detectives are also asking anyone who can help identify the victim or provide information about this incident to call the Major Crimes Division at 240-773-5070. Callers may remain anonymous

Suspicious Death in Briggs Chaney Ruled a Homicide /
Police Seek Public’s Help to Identify Victim

Updated Information

Detectives from the Montgomery County Police Major Crimes Division – Homicide/ Sex Section continue to investigate the death of an unknown female who was found in a stairwell of an apartment building in the Briggs Chaney area of Silver Spring early this morning.

The preliminary results from the Medical Examiner’s Office have determined the cause of death to be homicide and the manner of death is attributed to multiple injuries.

Detectives have not yet been able to identify the victim and ask that anyone who has information about her identity and/or this incident call the Major Crimes Division at 240-773-5070. Callers may remain anonymous.

The victim is described as a black female and is believed to be a young adult, 5’ 4” tall, approximately 160 pounds, and short to medium-length black hair. She has a small dark mole on her face next to left earlobe. She has multiple piercings on both ears. She was wearing a tee shirt with a picture of a guitar and the word “Fender” on it and blue jeans. She was also wearing a silver-colored long necklace and two silver-colored rings (one with a purple center stone, and one with the outline of upside and downside hearts). Photographs of the tee shirt and jewelry are being e-mailed with this release.

At approximately 1:30 a.m. today, police received calls for suspicious activity in the 13900 block of Castle Boulevard. Third District officers and fire/rescue personnel responded and found an unresponsive female in the stairwell. She was pronounced dead at the scene. The circumstances that led to her death are still under investigation.

Detectives would like to speak with the male caller who originally contacted police to report this incident. They would also like to speak with the two occupants of a red Lexus that was reported to be in the area at the time of the 9-1-1 call.

Detectives from the Montgomery County Police Major Crimes Division – Homicide/ Sex Section continue to investigate the death of a female who was found in a stairwell of an apartment building in the Briggs Chaney area of Silver Spring early this morning. After this evening’s release of photographs of the victim’s tee shirt and jewelry, information about the identity of the victim was received by detectives. The confirmation of identity will not be completed until family members are reached, but there is no longer a need to request the public’s help in identifying this homicide victim. The identity of the victim will be released after notification of next of kin. Detectives would like to thank the media for their quick responsiveness in getting the descriptive information and photographs out to the public.

Police Release Identity of Victim in Briggs Chaney Homicide

Updated Information

Detectives from the Montgomery County Police Major Crimes Division – Homicide/ Sex Section continue to investigate the death of a female who was found in a stairwell of an apartment building in the Briggs Chaney area of Silver Spring early in the morning on November 18, 2008. The Medical Examiner’s Office determined the cause of death to be homicide and the manner of death was attributed to multiple injuries.

The victim was tentatively identified after the November 18 release of photographs of the victim’s tee shirt and jewelry. Family members were notified, but in an effort to find the suspect(s) responsible for her death, the victim’s identity was not publically released. At this stage of the investigation, detectives are no longer concerned that a release of the victim’s identity will negatively impact their investigation. The victim was identified as Davonn Denise Dupree, age 14, from Springfield, Virginia. She had been reported as a runaway to Fairfax County Police. The circumstances that led to her death and the individual(s) responsible for it are still under investigation.

Major Crimes Detectives Close November 2008
Homicide by Charging Suspect Today

Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section have been investigating the homicide of Davonn Dupree, 14 years old, from Springfield, Virginia. The investigation began on November 18, 2008, when her body was discovered at approximately 1:30 a.m. under a stairwell in an apartment building located in the 13900 block of Castle Boulevard in the Briggs Chaney community of Silver Spring.

In late November through the course of the investigation, Tracy Bailey, age 33, of the 13800 block of Castle Boulevard, was developed as a suspect and a warrant was obtained for him. Despite a lengthy search, detectives were unable to locate him. Today, he called and turned himself in to detectives at police headquarters. He was charged with first-degree murder and is being held without bond at the Montgomery County Detention Center.

When Ms. Dupree’s body was first discovered it was unknown where and how she was killed. The autopsy results attributed the cause of death to multiple injuries. The manner of death was determined to be homicide. As the investigation continued it was learned that Ms. Dupree was killed in Bailey’s apartment and then placed by him under the stairwell in an apartment building in the 13900 block of Castle Boulevard. The two were known to one another, and the motive for the murder was Bailey’s fear that Dupree would call police after he had struck her.

When the investigation began, detectives put out a request through the media to speak with the man who originally called 911 to report suspicious activity in the area. It has now been determined that it was Bailey, for unknown reasons, who called police that morning.
