This meeting will be chaired by Councilmember Valerie Ervin. The meeting will focus on the Truancy Court Program with Gloria Danziger, Program Coordinator, University of Baltimore Law School, as the key speaker. Staff from the Montgomery County State Attorney’s office will also discuss this program. In addition, Melanie Shapiro, Chief Attorney, Juvenile Court Division, Maryland Office of Public Defender, will talk about Urban Child Trauma. The meeting will be held at the Long Branch Community Center, Community Lounge, 8700 Piney Branch Road, Silver Spring, MD. The Truancy court Program is a very successful program that I hope expands to more schools. You will find Ms. Shapiro's presentation very moving.

Takoma Park City Council Passes
Voting & Elections Charter Amendment

The City of Takoma Park Council, in a 6 to 1 vote, has adopted an amendment to the City Charter which significantly updates Takoma Park�s voting and election laws. The Charter Amendment Resolution, written in an effort to make City elections and voting more accessible for Takoma Park residents, contains several substantive revisions to the City Charter which include (but are not limited to):

Reducing the minimum voting age in Takoma Park municipal elections to 16 on the date of the election.
Reducing the residency requirements for voting from 30 days to 21 days before an election.
Allowing convicted felons on probation or parole to register and vote in City elections.
Establishing early voting for every City election.
Providing for same-day voter registration in City elections.

The amendment was passed during its second reading. A well attended initial public hearing was held on April 8. A week later, on April 15, a first reading occurred and was voted on by the Council.

The Charter Amendment, legally required for proposals put forth by the Takoma Park City Council, will become effective on July 2, 2013 unless petitioned to referendum by the voters. If a valid Petition for Referendum is submitted on or before the 40th day after adoption (June
22) then the Charter Amendment will go to referendum and a referendum election will be held.

Takoma Park stands to be the only municipality in the United States to allow youth voting at this time. This amendment, rooted in the idea that broad community participation in elections should be encouraged, builds upon Takoma Park�s already innovative election laws which include instant runoff voting and non-U.S. citizen voting. Non-U.S. citizen resident voting was approved in 1992 and instant runoff voting has been in place since 2006. Takoma Park elections are non-partisan.

Takoma Park City Manager

The City of Takoma Park Council has selected Brian Kenner, currently the Chief Operating Officer for the Deputy Mayor's Office of Planning and Economic Development for the District of Columbia, to fill the role of Takoma Park�s City Manager.

Mayor Bruce Williams and the Takoma Park City Council seek to leverage Mr. Kenner�s unique background to help push Takoma Park forward. �We believe that Mr. Kenner's strengths in the area of public-private partnerships, budget and finance, and economic development are well suited to provide the City with the leadership needed as we move into the future. Mr. Kenner brings a wealth of experience in the areas of strategic planning, staff relations, and collaboration as well. We believe that his addition will be beneficial for our community.�

Kenner�s work for the District of Columbia has included managing a team that completed the reuse plan for the Walter Reed Army Medical Center site, and similarly, leading a team that developed and implemented a planning/redevelopment framework for the St Elizabeth's East Campus. Kenner also served as the primary liaison for the DC Housing Strategy Task Force which created a five year plan for affordable housing strategy in the city.

Kenner has also worked as a Senior Fund Manager of the Community Investments Group at Fannie Mae; served as Vice President of the Public Institutions Group at Jones Lang LaSalle (specializing in public-private initiatives); as a Manager of the Government Real Estate Advisory Services Consulting Practice at Ernst & Young; and, as a Presidential Management Fellow for the federal government.

When asked about his new position, Kenner is ready to lead. �I am excited to become the City Manager for Takoma Park and to help lead this vibrant and diverse community. My background in city government and the private sector has taught me how important it is to ensure a high quality of living for residents, help businesses thrive, and prepare for a bright future. I look forward to working with community stakeholders and the citizens of Takoma Park.�

Looking ahead to Brian Kenner�s new job as City Manager, Mayor Bruce Williams is optimistic. �Mr. Kenner is an impressive speaker and writer; those who know him well describe him as approachable and patient. After the departure of previous Takoma Park City Manager, Barbara Matthews, in September, Takoma Park Deputy City Manager Suzanne Ludlow served as Acting City Manager. Under her leadership, Takoma Park has continued to thrive. Suzanne Ludlow has been instrumental in the success of many projects, including the budget process for fiscal year 2014. She will continue as Acting City Manager until Mr. Kenner's arrival in June.

Brian Kenner�s salary is set at $167,000 and includes a city car for business and commuting use with 2% match to deferred compensation ($3,340 maximum).

Anglers Primed for WSSC Family Fishing Derby

Veterans and first-timers encouraged
to enter contest for biggest fish

(Laurel, MD) � May 14, 2013: Anglers of all ages are getting ready for the Washington Suburban Sanitary Commission�s (WSSC) annual Family Fishing Derby, Saturday, May 18 at the Triadelphia Recreation Area, 2800 Triadelphia Lake Road, Brookeville. This catch-and-release event includes trophies, prizes and bragging rights.

The derby begins at 9 a.m. and the final weigh-in is at noon. Young fishermen will get the opportunity to participate in the casting contest at noon. Trophies will be awarded for heaviest fish and most fish caught by a fisherman who is 16 years old or younger and a plaque for both categories will be given to fishermen who are older than 16.

A Maryland fishing license is required for anyone 16 and older, but participants in the fishing contest are not required to get a WSSC watershed permit unless they continue to fish beyond 1 p.m. The watershed permit may be purchased at 2 Brighton Dam Road, Brookeville, or online at https://secure.wsscwater.com/home/jsp/login/login.faces.

Last month, a fisherman pulled in a 24-pound, 42-inch striped bass, while another fishermen landed a 2-pound, 11 �-ounce crappie. In the past, fishermen have caught largemouth bass, smallmouth bass, white perch, sun fish, blue gill and crappie. The recreation area will be available all day for picnicking and playground fun.

Farmers� Markets Statewide Starting June 1

ANNAPOLIS, MD (May 09, 2013) � Come June 1, Maryland wineries will be able to sell wine and offer samples at farmers� markets listed in the Maryland Department of Agriculture�s (MDA) Farmers Market Directory, which is available online at www.marylandsbest.net.

A new Off-Site Permit (which replaces the current Winery Special Event Permit) removes previous county-by-county restrictions and limits on the number of markets (or market days) a winery may attend. Importantly, the new process shifts the permitting burden off of the markets and on to the wineries. Market managers and property owners are no longer required to sign the paperwork for wineries to attend.

�Wineries and vineyards are a growing segment of our already diverse agriculture industry,� said Agriculture Secretary Buddy Hance. �This new permitting process is another way we are working to connect consumers with all Maryland producers.�

�This permit is a great example of the industry and state working together to promote local wines to customers already focused on buying other locally grown products,� said Kevin Atticks, executive director of the Maryland Wineries Association. �We hope to turn locavours into locapours via farmers� markets.�

While the new permit makes it much easier for wineries to sell their products at farmers� markets, it does not give them open access. Markets must invite a winery to participate in a market, and wineries may not sell wine by the glass. In addition, local regulations regarding the sale and sampling of wine prevails, even if they are more restrictive than what the new permit allows.

The Maryland Wineries Association is encouraging wineries to apply for the Off-Site Permit before June 1 so they will have it when it becomes effective. In addition, wineries must report to the Comptroller on the 20th of every month which markets they intend to attend the following month.

Farmers� markets have become increasingly popular as interest in purchasing fresh, local food and connecting directly with farmers who grow the food has risen. In 2008, there were only 88 markets in Maryland. This year, there will be 131. Foster Parents of the Year Honored by
Local Agencies, The Council of Governments

Washington, DC - The 2013 Foster parents of the Year for metropolitan Washington are being honored this month for their commitment to their foster sons and daughters as well as to the children�s birth families. These foster parents know how to combine their love for children with a sense of how to develop partnerships which include the child�s entire family.

Several of this year�s honorees are especially good foster parents for teenagers and have helped those teens navigate difficult times in their lives. That skill is important because although the number of younger children in foster care in the area is declining, the number of teenagers in foster care has remained steady. Many of those young people are in danger of leaving the system at 18 or 21 years of age without finding adoptive parents or forming a lifelong connection with an adult.

�We congratulate all of our Foster Parents of the Year and thank them for sharing their talents, love and dedication with foster children,� said Karen Young, Chairwoman of the Metropolitan Washington Council of Governments and an Alderman in the City of Frederick, MD. �Just as importantly, we honor them for sharing those talents with the entire region which benefits from their work.�

This year�s foster parents are from the District of Columbia, Frederick, Prince George�s and Montgomery Counties in Maryland, along with the City of Alexandria, Arlington, Fairfax, and Prince William Counties in Virginia. Brief descriptions of their work follow.

Montgomery County Foster Parent of the Year: Darlene Battle
Ms. Battle became a licensed foster and adoptive parent October 22, 1999, and has since had 32 children placed in her home. She has been known to accept children on an emergency basis. This has included several groups of siblings. She has shown expertise and compassion in caring for children of all ages. Ms. Battle is especially skilled at having necessary conversations with teens about the importance of education, developing positive relationships, and avoiding risky behaviors. It has been said that Ms. Battle can see the good in each and every child. This viewpoint has made Ms. Battle�s home a place where children are given second chances. This perseverance, patience and kindness is wanted and needed in a foster parent.

District of Columbia�s Foster Parent of the Year: Arvia Palmer
Arvia Palmer has been a foster parent with DC Child and Family Services Agency for five years. In that period of time, she has provided care to over 20 children. Ms. Palmer has a unique ability to connect with the teenage population, a group that is often seen as challenging to others. Ms. Palmer describes herself as �a foster parent who believes that kids are people too�. This mantra has allowed Ms. Palmer to develop relationships with the children that extends beyond their time in her care. In addition to Ms. Palmer�s ability to form relationships with the children she is often able to develop relationships with the birth families of the children placed in her home.

Prince George�s County Foster Family of the Year: James & Gail Craig
Mr. and Mrs. Craig have provided a safe and loving home for children in Prince George�s County for the past five years. They have gone above and beyond expectations in their efforts toward transforming fragile and traumatized children into confident and zealous youth. They are currently caring for two siblings, who are from a sibling group of 13. Mr. and Mrs. Craig understand the importance of maintaining family ties and often have the children�s siblings over to their home. In addition to caring for the children placed in their home, the Craig�s are active in the Foster Parents� Association of Prince George�s County with Mr. Craig currently serving in the role of vice president.

Arlington County Family of the Year: Mark & Rebecca Goodhart
Mr. and Mrs. Goodhart have been foster parents with Arlington County Department of Human Services since 2011. They are foster parents that go above and beyond their call of duty. Since becoming licensed they have provided care to several children. All of their placements have been teenagers with various needs and behaviors, including one child that was transitioning from a residential treatment facility and one young lady pregnant with her first child. The Goodharts ensure children placed in their home have a stable, loving, and supportive environment to thrive.

City of Alexandria Foster Family of the Year: Matt & Carole Keane
Mr. and Mrs. Keane are foster parents that embody the concept of �Bridging the Gap�. They are wonderful team players. The Keanes work with the team to help find solutions that are child-focused and respectful to birth families. Recently the Keanes fostered a three year old; the child was able to make a successful and smooth transition to a relative�s care. This was largely due to the Keanes� tremendous work in building a relationship with these relatives. They included the relatives in family activities such as the child�s soccer games and gymnastics lessons. They also often had the relatives over to their home for dinner. As a result of this �Bridging the Gap� work, the child was able to make a smooth transition to his relative�s care all the while being able to continuing have ties with the Keanes.

Fairfax County Foster Parent of the Year: Amy Zydel
Ms. Zydel is an excellent foster parent who is committed to providing support to birth families of children who are placed in her home. Ms. Zydel recently opened her home to a premature infant. The baby initially presented with special needs that were related to her premature birth. Ms. Zydel immediately began communicating with the infant�s biological mother who was in the hospital. She kept the birth parents informed of all the child�s medical appointments and progress documenting with many photographs along the way. She went out of her way to guarantee the biological parents develop and maintain loving bonds with their child. Ms. Zydel has become a strong support for the family. So much so that the child�s family has stated that they consider Ms. Zydel family.

Prince William County Foster Family of the Year: Keith & Jacqueline Mitchell
Mr. and Mrs. Mitchell took the initial step in becoming foster parents in 2010. They called the Department to share their interest in fostering children of all ages. The Mitchells were approved September 2010 and have been fostering none stop since. They have demonstrated an enormous amount of dedication, patience, commitment and endurance for the children that have been in their home. They have worked through challenging behaviors with some children and also have provided care for a special needs child that required weekly therapy and constant supervision.

Regardless of the issues they face, the couple treats the children as if they were their own. Whenever, the Mitchells go on vacation, they take their foster children. Whether they travel to Orlando, Florida or take a short trip to Williamsburg, Virginia the children are always with them.

Frederick County Foster Family of the Year: Byron & Sharon Copley
Mr. and Mrs. Copley have been licensed with Frederick County Department of Social Services for 10 years now and have provided loving care for two boys, who are part of a larger sibling group, for that entire duration. The Copleys have always understood the importance of family connections. Through the years, they have maintained consistent contact with the boys' siblings, parent, and extended family members to ensure that the children had the opportunity to maintain their family relationships. The Copley family and the boys' birth family have truly blended into a larger extended family for the children, sharing holidays, birthdays and special occasions together. The Copleys have certainly been through many ups and downs with the boys through the years, and their commitment and dedication have not gone unnoticed.

This past year has been especially trying for the family. Approximately 8 months ago, one of their foster youth was involved in a terrible accident, resulting in a serious brain injury. Through his months in the hospital, the Copleys never left his side, driving back and forth from Frederick to Baltimore on an almost daily basis. They learned how to care for him from the doctors and nurses, and they supported his birth mother and family members even while they, themselves, were trying to cope. The youth returned to the Copley's home approximately six months after his injury. The Board of Elections notes that Maryland House Bill HB1499, signed into Law by Maryland Governor Martin O�Malley on May 2, 2013, changes the candidate filing deadline in Gubernatorial Election years to the last Tuesday in February. Therefore, the filing deadline for candidates who wish to appear on the 2014 Gubernatorial Primary Election ballot is Tuesday, February 25, 2014, at 9 p.m.

Montgomery County individuals interested in running for County Executive, County Council, State�s Attorney, Clerk of the Circuit Court, Register of Wills, Sheriff, Board of Education (Districts 1, 3, 5, and At-Large), or Democratic and Republican Central Committees may file a Certificate of Candidacy with the Montgomery County Board of Elections at 18753 N. Frederick Avenue, Suite 210, in Gaithersburg. Candidates for all other offices on the 2014 Primary ballot should contact the Maryland State Board of Elections for filing locations.

Which Serves Residents, Preserves Waterways, Supports Growth

Washington, DC � At today�s Council of Governments Board of Directors meeting, top elected and appointed officials from the region�s four largest jurisdictions announced a landmark agreement to support the world�s largest advanced wastewater treatment plant, the Blue Plains plant in Washington, D.C.

The pact ensures service for 2 million area residents and 18 million annual visitors, cleaner rivers and a healthier Chesapeake Bay, and also supports regional growth and development for the next 40 years. The Council of Governments assisted in the development of the agreement and will support area leaders with its implementation.

�I�m delighted to celebrate this great achievement,� District of Columbia Mayor Vincent Gray said. �This is so important to our efforts to clean up the Potomac and Anacostia Rivers as well as the Chesapeake Bay. That is all part of what we mean by our Sustainable DC program.�

Mayor Gray was joined in the announcement by Fairfax County Chairman Sharon Bulova, Montgomery County Executive Isiah Leggett, Montgomery County Chief Administrative Officer Timothy Firestine, and Bradford Seamon, Prince George�s County Chief Administrative Officer, representing County Executive Rushern Baker. The four jurisdictions are parties to the Blue Plains Intermunicipal Agreement (IMA) along with two utilities, DC Water and the Washington Suburban Sanitary Commission.

Chairman Bulova said the Blue Plains Agreement represents �regionalism at its best. We sometimes compete and disagree, but we�re really one big family in the Washington metropolitan area.� She noted that the Blue Plains plant serves Dulles Airport and the Tysons redevelopment in Fairfax County.

County Executive Isiah Leggett noted that the Blue Plains plant provides 70 percent of the wastewater capacity for the Montgomery County and called the agreement �a good sign that will help us move forward on regional cooperation� in other areas.

Bradford Seamon, the Chief Administrative Officer for Prince George�s County, said the IMA will play a fundamental role in the region�s economic development.

In addition to determining how participants will share the costs and allocate capacity for wastewater treatment for the region, the Blue Plains agreement supports improved water quality in the Potomac and Anacostia Rivers and the Chesapeake Bay. The facility is a major part of the infrastructure that ties the region together.

The Blue Plains plant provides 43 percent of the wastewater treatment capacity for the region. The IMA participants will share annual capital and operating costs totaling $822 million.

The Council of Governments has played a role in the development and expansion of the Blue Plains facility since the early 1970�s and COG�s involvement led to the first IMA in 1985.

Homelessness decreases 2.4 percent but lack of
affordable housing, sequestration cuts threaten progress

Washington, D.C. � According to a report by the Council of Governments, there are 11,547 homeless people living in metropolitan Washington this year�a 2.4 percent decrease from last year and a 4 percent decrease since 2009. The report, Homelessness in Metropolitan Washington, which includes the results of the 13th annual count of the region�s homeless population, was released during the COG Board of Directors meeting.

The report highlights three principal reasons for the decrease�a significant increase in the number of formerly homeless people in permanent supportive housing, shelter diversion and homeless prevention programs, and support from federal Rapid Re-Housing funds. For example, it notes that from 2009 to 2013, over 4,300 single individuals and family members are no longer considered homeless because they moved into permanent supportive housing.

According to this year�s report, the City of Alexandria and Fairfax County had the biggest percentage decreases in the region of single adult homeless individuals. The largest percent of the region�s homeless population continues to live in the District of Columbia.

At the meeting, several COG board members discussed initiatives in their local jurisdictions to bring the number of homeless persons to zero, but they expressed concerns over sequestration, the recently enacted automatic federal spending cuts. �Sequestration is putting local governments in a difficult position,� said Fairfax County Chairman Sharon Bulova. She said programs to help homeless families are being adversely affected, and she called on her colleagues at COG to strongly advocate against these cuts. The report also stresses �the greatest barrier to ending homelessness in our communities is a lack of fixed, affordable permanent housing opportunities for the lowest income households.�

The annual count is conducted by area governments and homeless service providers as part of an ongoing effort to monitor and report on the number of people found on the streets, in emergency shelters, in transitional and permanent supportive housing, or otherwise homeless and in need of a safe shelter.

The figures from the count and analyses for each jurisdiction are then compiled by COG�s Homeless Services Planning and Coordinating Committee. The final report also includes detailed statistics on:

Household composition (Individuals, homeless families, homeless children)
Homelessness and the Working Poor (employed but homeless adults)

Subpopulations (substance abuse, mental illness, domestic violence)

This year�s count occurred on January 30 and 31. The jurisdictions that participated in the count include the District of Columbia, Frederick County, Montgomery County, and Prince George�s County in Maryland, and the City of Alexandria, Arlington County, Fairfax County, Loudoun County, and Prince William County in Virginia. COG member Charles County provides its homelessness data to the Baltimore U.S. Housing and Urban Development Field Office.

(GLEN BURNIE, MD) May 07, 2013 � The Maryland Motor Vehicle Administration�s (MVA) has created a web based Online Vision Certification service that allows authorized vision providers to submit an individual's vision screening results electronically to the MVA. With electronic submissions, eligible customers can renew their driver's licenses through the MVA's website or self service kiosk. Walk-in customers who need a vision test as part of their transaction, can use the vision certification to eliminate the vision screening step in the renewal process.

All Maryland drivers' license holders must meet certain vision requirements when renewing their driver's licenses. Customers aged 40 & over must have their vision examined with each renewal while those under the age of 40 are required to have a vision exam every other renewal period. When it is time to renew, Maryland drivers are notified if they are qualified to renew their driver's licenses via the web or kiosk and information about using On Line Vision Certification Service.

The MVA worked with members of the Ophthalmology and Optometry community to gain insight on what would work best for vision providers. There is no cost to the providers to sign up for the service; all they need is a computer with internet access. Vision results are valid for 12 months from the date of exam for driver�s licensing purposes.

Vision providers who want to enroll in the program can simply log onto the MVA�s website at: https://egov.maryland.gov/mva/vision. They will be asked to complete a short application package to set up their account. Their licensing status will be verified with the Department of Health and Mental Hygiene. Once enrolled, they can login and the system will automatically check the status of their Maryland medical license each time they use the system. The instantaneous check confirms their authority to submit vision results to the MVA. Once the vision provider enters the results, the MVA customer should be able to renew a driver�s license the next business day.

A list of current participating vision providers is also available on MVA's website at: www.marylandmva.com and click on Online Vision Certification Service. Customers can also contact their providers directly. Authorized participating providers are also issued a decal for display in their office after successfully enrolling in the service.

Laurel, MD � May 3, 2013: The Washington Suburban Sanitary Commission (WSSC) issued a statement today advising its customers that it is not affiliated with, nor does it endorse any company advertising insurance for underground water main leaks on private property.

In the last few days, WSSC has received calls and emails from customers in Prince George�s and Montgomery counties who received advertisements in the mail for a service contract to provide coverage for breaks in external water lines on their property. These types of advertisements have become fairly regular occurrences over the last few years. In a letter to customers, the company mentions that WSSC does not pay for underground leaks on private property. While this is true, WSSC does not endorse any underground leak insurance program offered by any company.

Under WSSC policy, the homeowner is responsible for the water service (lateral) from their house to the property line, as well as all of the pipes within the house. If the leak is in the WSSC portion of the service pipe or on the main water pipe (in the street), WSSC will make repairs and restore the affected area to its original condition.

Maryland Recycles Pesticide Containers for 21st Year

ANNAPOLIS, MD (May 02, 2013) For 20 years, Maryland�s pesticide container recycling program, offered by the Maryland Department of Agriculture (MDA), has helped prevent pesticide residues from entering the soil and local waterways and has saved valuable landfill space by recycling more than 743,000 empty, plastic pesticide containers. The program will open its 21st year of operation in June. MDA asks farmers, pesticide applicators and others to properly rinse and recycle their empty pesticide containers. A total of 24 collection days are scheduled in June through September at six locations throughout the state. A schedule of collection dates and sites is available below.

�This beneficial pesticide recycling program is a win-win situation for everyone and protects the environment from possible contamination. We are very pleased with the response by farmers, commercial agricultural pesticide applicators and other pesticide users to this program,� said Agriculture Secretary Buddy Hance. �The program offers producers and others a free way to dispose of pesticide containers, protects the Chesapeake Bay and keeps Maryland smart, green and growing by removing potential contaminants through proper disposal. It also provides a source of recycled material for vendors. As word has spread about the benefits of the program, participation has consistently increased.�

The pesticide container recycling program is free and open to all agricultural producers and pesticide applicators. The Agricultural Container Recycling Council (ACRC) provides a chipper to grind the plastic containers into flakes, which are then transported to a contractor for recycling. The containers collected in Maryland have yielded nearly 280 tons of recyclable plastic flakes.
Thanks to a cooperative effort among the Ag Container Recycling Council and USAg Recycling, Inc., the program can also pick up large quantities of special local recycling, which provides a convenient and much cheaper alternative to landfill disposal.

Maryland�s container recycling program is a combined effort of state, county and federal agencies, as well as private industry, working together to protect the environment. MDA�s partners include: the Mid-Shore Regional Solid Waste Facility, Kent County Public Works, Wicomico Public Works, Frederick County Bureau of Solid Waste Management, Harford County Public Works, Crop Production Services Centreville, Crop Production Services Pocomoke, Southern States Centreville Cooperative, Southern States Kennedyville Cooperative, Martin�s Elevator, Angelica Nurseries, Inc., The Mill of Black Horse, Willard Agri Service Inc., Chesapeake Ag Air, Tim�s Aerial Applications, Allen Chorman and Son, Delmarva Aerial Crop Service, Lippy Brothers, Inc., Eddie Mercer, Inc., Hobbits Glen Golf Course, USDA, ARS, Maryland Environmental Service, and Maryland farmers and applicators.

The cutting heads on the TBM can be seen from the Tuckerman Road shaft as they break through the shaft wall 135 feet underground.

LAUREL - (April 30, 2013): Hitting a target 4.5 miles away when boring a tunnel 200 feet underground is quite a feat. Last Friday, the Tunnel Boring Machine (TBM) hit the target just a few feet off dead center, breaking through the wall of a shaft near Tuckerman Lane and I-270. Miners call it, �holing through.�

This was the last leg of the 5.3-mile tunnel and completes the mining portion of the Bi-County Water Tunnel Project. Pipe installation will begin after the TBM is lifted out of the shaft.

The tunnel, which runs approximately 200 feet underground along I-270 and I-495, will house an 84-inch diameter water main. When completed in 2014, the transmission main will connect two existing 96-inch mains and have a capacity of 100 million gallons of water per day.

The new line is being constructed to respond to increasing demands for water in Prince George�s and Montgomery counties, as well as increase reserves in case of emergency.

Established in 1918, today WSSC is among the largest water and wastewater utilities in the nation, with a network of nearly 5,600 miles of fresh water pipeline and more than 5,400 miles of sewer pipeline. Serving 1.8 million residents in Prince George�s and Montgomery counties, WSSC drinking water has always met or exceeded federal standards.

Free Cued Speech for Beginners and Beyond
to be Held at Rockville Memorial Library

A free three-session �Cued Speech for Beginners and Beyond� series will be held at the Rockville Memorial Library on Sunday, May 19, June 2 and 9, from 1 to 4 p.m. No program will take place on May 26 due to the Memorial Day holiday. The library is located at 21 Maryland Ave. with free garage parking available during the first two hours.

The series is designed for individuals ages 16 and older who wish to learn Cued Speech, a visual communication system that makes spoken language visible. Created for deaf and hard of hearing individuals, it can also be used with a variety of populations to facilitate speech and language development. This class is appropriate for parents, professionals, family members and caregivers. Those who already have knowledge of Cued Speech are welcome.

Co-sponsored by Montgomery County Public Libraries, the series is funded by the Montgomery County Association of Hearing Impaired Children.

Registration is limited to 30 participants, includes all three sessions and is available online.

Finalists will Prepare Dishes Featuring Local Products
at Government House During Buy Local Challenge Week

ANNAPOLIS, MD (April 30, 2013) � Chefs using local Maryland ingredients have until May 6 � just about one week -- to submit original recipes for the Sixth Annual �Buy Local Cookout,� which will be held at Government House in Annapolis on Thursday, July 25, from 7 p.m. to 9 p.m. Recipes must include products from at least one Maryland farmer, waterman, or other producer. This year, chefs are being asked to submit simple but creative recipes that showcase ways the average Maryland family can prepare delicious, nutritious meals with locally produced food at home.

The cookout promotes the statewide Buy Local Challenge Week (July 20-28), during which all Marylanders are encouraged to eat at least one local product each day of the week.

�The Buy Local Cookout and Buy Local Challenge have become an annual celebration of Maryland agriculture and Maryland cuisine,� said Governor O�Malley. �Again this year, we look forward to encouraging Marylanders to buy local products from Maryland farmers as we highlight the benefits of preserving our family farms and open space, protecting the environment and supporting local economies."

Recipes will be chosen in each of the following categories: appetizer, main dish, side dish or salad, dessert and beverage.

Selected teams will be invited to provide, prepare, and share their dish at the Governor's Cookout. Chefs should note that recipes may be published in the Maryland Department of Agriculture�s 2013 Maryland Buy Local Cookout Recipes cookbook. May brings a beautiful bounty of flowers and produce to the area, but here at Manna spring can be quite a down time for us. Many remember that there are hungry people in their community during the holidays, but by spring, the food supplies at food banks like Manna begin to run low while the need for our services never stops.

So how can you help? Hold a food drive in your community, or donate directly to Manna! We can turn $1 donated into $5 of purchased food, or 6 meals for a client. Your funds go a long way here - $0.94 of every dollar goes directly to our services.

Join us in May to volunteer your time or donate food & funds to allow us to keep up with the rush of Spring, and the increase in clients. We rely on your support to feed Montgomery County!

Give & Ride with Ride On

Ride On bus passengers can help needy families and ride free by donating canned or nonperishable food during MCDOT's annual "Give and Ride" food drive. Ride On will collect donations from Sunday, April 28 through Saturday, May 4. Food collection bags will be placed near the fare boxes on all Ride On buses. In addition to non-perishable food, children's items are also needed. Disposable diapers, formula, baby or toddler food and juice are especially useful to families in need. Plastic containers are preferred.

Residents who do not ride the bus but wish to donate food can participate by giving their donations to a bus operator at any Ride On bus stop. Your tax deductible contributions can be made out to Manna Food Center. Please indicate "Ride On" on the "For" or "Memo" line in the lower left corner of a check so that we can track the success of the program.

Farmers' Markets Open

It's farmers' market season again, and Manna representatives will be at Rockville and Olney farmers' markets collecting food and funds to support our growing client list.

While you're at the farmers' market, put aside some fresh, local produce for Manna, or grow a row at home to help us make sure every client has access to local nutritious produce. Drop off anytime Monday through Friday, 8am -4pm.

New Montgomery County Equestian Park Grand Opening

ANNAPOLIS, MD (April 29, 2013) � Jim Steele, Chairman of the Maryland Horse Industry Board (MHIB), a program within the Maryland Department of Agriculture, and MHIB board member Ron MacNab, presented the agency�s April Touch of Class Award to Tracey Morgan and her pony, Fuego 88, yesterday at the Grand Opening of the Woodstock Equestrian Park in Beallsville in Montgomery County.

Two weeks ago, Morgan drove Fuego 88 to victory in the U.S. Equestrian Federation�s National Combined Driving Single Pony Championships in Southern Pines, N.C. The pair will now represent the United States in October in the World Combined Driving Championships in Pau, France.

�It is really appropriate that we present Tracey with this award at Woodstock�s Grand Opening,� said Steele. �Her farm is adjacent to Woodstock. She trains her pony over the park�s 16-miles of trails and also helped build and design many of these trails. The Woodstock facility has now produced its first national champion.�

Combined driving is an internationally recognized discipline where a single horse or pony, or pairs and four-in-hands of horses and ponies, pull a carriage and participate in three different events to prove the versatility, training and talents of both horse and driver. One of the tests is a demanding, timed course of more than 10 miles which includes water crossings, bridges and intricately designed gates.

Montgomery County Chief Executive Ike Leggett and Director of Montgomery County Parks Mary Bradford officiated at the Woodstock Grand Opening.

MHIB established the Touch of Class Awards in 2011 to honor Maryland horses and people who achieve national and international recognition. The award is made each month and is named after the Maryland-bred mare, Touch of Class, who won two show jumping gold medals at the 1984 Olympics in Los Angeles. Winners this year have included Maryland horses and people who have won national/international championships in North American Mounted Police Competition, the Hunter/Jumper Show Ring at the National Horse Show, the Modern Penthalon Event at the London Olympics, the World Mounted Games Competition in Wales, steeplechase racing, Welsh pony breeding, Tennessee Walking Horse competitions and now carriage driving.

WSSC Backs Safe Disposal of Prescription Drugs

DEA�s National Take-Back Initiative Benefits Waterways Too

(Laurel, MD) � April 26, 2013: The Washington Suburban Sanitary Commission (WSSC) urges its customers and the general public to take part in the Sixth Annual Drug Enforcement Administration�s (DEA) Prescription Drug Take-Back Day this Saturday, April 27, from 10 a.m. to 2 p.m. at local police stations in Prince George�s and Montgomery counties.

Check out the DEA�s website for more information and a list of �Take-Back� locations in our area. In the five previous Take-Back events, more than 2 million pounds (1,018 tons) of prescription medications were removed from circulation thanks to the DEA in conjunction with our state, local, and tribal law enforcement partners,

Unwanted prescription drugs can be dangerous if left in the medicine cabinet expired, or unused. Drugs can end up in our waterways if disposed of improperly by flushing them down the toilet or washing them down the drain. This program is an opportunity to safely dispose of potentially dangerous prescription drugs, protecting families from potential misuse and abuse and also protecting the sources of our drinking water.

Although water treatment practices used by WSSC eliminate or reduce these pollutants to safe levels, the risks posed by disposed prescription medications and over-the-counter drugs are continuously studied by state and federal regulatory agencies.

Spectacular Sights and Sounds for Bird and Tree Lovers

(Laurel, MD) � April 25, 2013: Bright spring sounds and colors will be on full display at a pair of unique nature tours sponsored by the Washington Suburban Sanitary Commission (WSSC) on Saturday, May 4. In the morning, highly skilled bird watchers will be on hand to host a special tour featuring a range of warbler species who visit Maryland this time of year at the Pig Tail Recreation Area. In the afternoon, WSSC�s certified arborist will conduct a tour at the Triadelphia Recreation Area, focusing on trees unique to our region.

Bird lovers are in for a rare treat when WSSC and the Howard County Bird Club host the fourth annual warbler tour at Pig Tail Recreation Area. Visitors will have a chance to see Black-throated Green Warblers, Palm Warblers and Kentucky Warblers showing off their bright colors while trying to attract a mate. Warblers are attracted to open water, making Pig Tail a favorite destination for these active birds. White violets and other spring flowers make Pig Tail a favorite with bird lovers.

WSSC also will host its fourth annual Native Tree tour on Saturday. This year, the tour will highlight the Maryland State Champion Franklinia, a rare species that has not been found in the wild since the early 1800�s. The tour will be led by WSSC certified arborist Doug Sievers at the Triadelphia Recreation Area.

WSSC Azalea Garden Now Open

Buds and Blossoms in Wide Range of Colors

Laurel - April 22, 2013: You�ll find a feast of color at WSSC�s Azalea Garden at Brighton Dam. The Garden recently opened after a cool March and features 20,000 gorgeous azaleas in various stages of growth. About 10 percent of the plants are flowering and beginning to present a variety of dazzling colors.

You can celebrate Earth Month and spring by taking in all the beauty of five acres of azaleas.

Admission to the Azalea Garden is FREE and open to the public daily from 6:30 a.m. to 8 p.m. Elderly or disabled visitors can drive through the garden Monday through Friday from 6:30 a.m. to 8 p.m.

Maryland Teens Get Back to Nature to Prepare for
First Round of Environmental Education Competitions

ANNAPOLIS, MD (April 16, 2013) Hundreds of Maryland�s brightest high school students are leaving the classroom and heading for the hills, streams, woods and fields of Maryland�s countryside to compete in the first round of qualifying heats leading up to the 2013 North American Envirothon, North America�s largest high school environmental education competition.

�Teens competing in the Envirothon represent the future of Maryland agriculture and our natural resources protection efforts,� said Maryland Agriculture Secretary Buddy Hance. �The program provides teens with an exceptional opportunity to work with environmental experts in the field to learn about Maryland�s natural resources.�

Students participating in the Envirothon have been studying the state�s natural resources since September. As part of their extracurricular training, teenagers identify and categorize living resources, perform soil surveys, estimate wood yield from trees, and solve other complex natural resource issues. They receive hands-on instruction from soil scientists, wildlife specialists, foresters and environmental engineers from local, state and federal agencies as well as private environmental organizations. The program also focuses on a special environmental issue that changes from year to year. This year�s environmental issue is sustainable rangeland management.

Teams compete by applying their knowledge and problem-solving skills in these natural resource areas. The county team with the highest cumulative total wins the local or regional competition and advances to the Maryland Envirothon scheduled for June 19 and 20, at the Western Maryland 4-H Education Center in Garrett County. The winner of the Maryland Envirothon will represent the state later this summer at the 2013 North American Envirothon scheduled for August 4-9 at Montana State University where more than 250 teenagers from the United States and Canada will compete for $100,000 in scholarships and prizes.

The Envirothon is sponsored by Maryland�s soil conservation districts and the State Soil Conservation Committee and supported by other state and federal programs. Below are the dates and contacts for upcoming county Envirothon competitions.

Maryland Public Service Commission to Hold Hearings on Pepco Retail Rate Increase Application

Gaithersburg, Md . (April 16, 2013). The Maryland Public Service Commission (PSC) has announced it will hold evening hearings to receive public comments in connection with Potomac Electric Power Company's (PEPCO) application for an increase in its Maryland retail rates for the distribution of electric energy.

On November 30, 2012, PEPCO filed an application with the PSC for an increase to its rates of $60,827,000, alleging that its revenue growth has not kept pace with the growth in its operating costs. This increase, if approved, would result in an estimated increase to an average residential bill of $7.13 per month. In addition, PEPCO is proposing a new Grid Resiliency Charge to accelerate investment in infrastructure improvements such as priority feeders and tree trimming. This charge is proposed for the average residential customer as $0.96 per month in 2014, $1.70 per month in 2014 and $1.93 per month in 2016.

The Selective Service System wants to hear from men and women in the community who might be willing to serve as members of local draft boards. Local Board Members are uncompensated volunteers who play an important community role closely connected with our Nation's defense. If a military draft becomes necessary, approximately 2,000 Local and Appeal Boards throughout America would decide which young men in each community receive deferments, postponements or exemptions from military service, based on Federal guidelines.

A position is currently open for a resident of Montgomery County.

Prospective Board Members must be citizens of the United States, at least 18 years old, registered with Selective Service (if men), not be an employee of any law enforcement occupation, not be an active or retired member of the Armed Forces and not have been convicted for any criminal offense. Once identified as qualified candidates for appointment, they are recommended by the Governor and appointed by the Director of Selective Service, who acts on behalf of the President in making the appointments. Each new member receives 5 hours of initial training after appointment, followed by 2 hours of annual training for as long as he or she remains in the position. They may serve in Board Member positions up to a total of 20 years, if desired.

are Committed to Cooperation on Many Economic Issues

At a forum today organized by the DC Chamber of Commerce and Washington Business Journal, several top elected officials discussed regional cooperation, specifically in regards to economic development.

Not surprisingly, the panel of D.C. Mayor Vince Gray, U.S. Congressman Gerry Connolly, Alexandria Mayor Bill Euille, Montgomery County Executive Isiah (Ike) Leggett, and Prince George�s County Executive Rushern Baker did not reach consensus on the appropriate location of the new FBI headquarters. Their friendly ribbing on the topic surely made for good tweets and sound bites.

The larger takeaway from the forum�especially for those of us that want the Region Forward vision to succeed�is that officials are open to greater cooperation on a number of issues that will strengthen our region�s economic competitiveness, such as transportation planning and affordable housing.

It helped that the panel featured leaders very experienced with regional organizations like the Council of Governments�Gray and Connolly are past COG Chairmen, and Euille is the current Vice Chairman. Euille noted that while local jurisdictions compete to attract new businesses and residents, there�s also an understanding that our real rivals aren�t our neighboring cities and counties, but other regions like Los Angeles and London.

Euille referenced COG�s recent Economy Forward initiative, which calls on leaders to prioritize projects like the upcoming Regional Transportation Priorities Plan, which will identify 10 to 15 top transportation strategies as well as sustainable funding sources.

All of the forum participants stressed that investment in the region�s transportation system is critical to the region�s economy. They said new growth and businesses must be located around public transit as much as possible, and expressed strong support for dedicated funding for Metro through a commitment by the federal government and a regional sales tax or other new funding strategy.

Gray highlighted affordable housing as a serious challenge for the city and region as a whole. He mentioned his recently announced $100 million initiative, and said he would love to participate in a region-wide effort. Connolly and Leggett also discussed local efforts they�ve led to preserve affordable housing in their communities. Connolly alluded to the benefits to businesses and workers when people live closer to where they work�less traffic, less pollution, and more productive workers.

Even on the traditionally local issue of land use, the panelists revealed they are thinking more regionally while they continue to act locally�a popular mantra at the Council of Governments.

Baker pointed out that he and his staff members are working with their regional colleagues to coordinate development in Prince George�s County to better align with nearby projects in the District, such as the H Street and the Rhode Island Avenue corridors, as well as Langley Park, which borders Montgomery County.

Leggett was candid about a missed opportunity at cooperation during past zoning and land use plan updates in Friendship Heights, a neighborhood that straddles the County and District line on Western Avenue. Despite being �across the street� from each other, County and District officials did not coordinate with one another.

The timing couldn�t be better, however, for leaders interested in better coordinating transportation and land use decisions�which have a tremendous impact on the economy.

This January, the Council of Governments approved an Activity Centers map identifying the urban centers, traditional towns, transit hubs, and transforming areas (like Tysons) that will be critical to accommodating future growth. The map was designed to help local governments support land use planning and analyze growth.

Later this year, the Council will unveil an Activity Center Investment Plan to help local governments, developers, transit agencies, philanthropists, and other groups guide planning and investment decisions in these centers. Activity centers are increasingly becoming magnets for both businesses and workers since people want to spend their time and money in walkable downtowns, instead of on long drives to traditional office parks.

As we�ve said many times, our region is a national leader in mixed-use and transit-oriented development, and we need to make sure we continue to work together to maintain our competitive advantage in this area.

On the micro level, our local governments will continue to compete over individual businesses like the FBI. But on big picture issues, like transportation, affordable housing, and even land use coordination, the Council of Governments and its Region Forward partners are ready to help local governments, businesses, and other stakeholders make decisions that will ensure a prosperous, accessible, livable and sustainable region for all area residents.

WASHINGTON, D.C. � Spring means many people will be outside doing yard work or engaging in recreational activities, which underscores the need to be safe around overhead and underground utility lines, warn Pepco officials.
As a reminder, April has been designated as National Safe Digging Month; the nationwide number to call before you dig is 811. When 811 is called from anywhere in the District of Columbia or Maryland, the call is routed to an operator who will ask for the location of the digging job. Within a few days, a locator is sent to mark the approximate location of underground utility lines so you'll know what's below - and be able to dig safely. This is a free service.

For anyone working outdoors, Pepco urges they avoid power lines when carrying long or tall items, such as ladders, scaffolding, tree saws and pool cleaning equipment by holding them parallel to the ground. They should remember to look up before raising any items to be sure they are clear of any overhead wires. Touching a power line with any part of the body or most objects can result in serious injury or death.

Electricity can move through conductive materials such as water, metal, wood, aluminum, string and plastics. Certain critical clearances are required by law and a minimum of 10 feet must be maintained when working near power lines.

COG Board Adopts Resolution Ending
Controversy on Gun Control Issue

Washington, D.C. � The Board of the Metropolitan Washington Council of Governments today approved by a wide margin a resolution that resolved a controversy over an earlier vote addressing the gun control issue.

The resolution, which passed 26 � 2 with one abstention, encourages member jurisdictions to individually or collectively share their opinions on gun violence with state and federal legislators. It also directed a COG committee to examine issues related to gun violence, including mental health and school safety. The measure replaces the Board�s action last month when it endorsed the views of the International Association of Chiefs of Police (IACP) on the issue.

�Today�s action by the Board is an example of how leaders on all sides of a controversial issue can work together to resolve their differences,� said Sharon Bulova, Chairman of the Fairfax County Board of Supervisors, who led the discussions among her colleagues on the Board that resulted in an agreement. �We are a large and diverse region and over the 56 years of the Council�s existence, we have done outstanding work. We are best when we devote ample time and a full discussion before formally addressing issues.�

As part of the discussions that led to today�s agreement, a core group of 12 Board members wrote to their colleagues saying they had developed �a greater understanding and appreciation for our varied perspectives and the communities we represent.� At the end of last month, agreement emerged after a meeting between Ms. Bulova, Alexandria Mayor William Euille and the Chairman of the Loudoun County Board of Supervisors, Scott York.

Today�s resolution also says the Council�s executive director should begin the development of a consensus process that will allow the Board to address legislative issues in a more coordinated manner. During a detailed and wide-ranging discussion, Board members focused on the value of their accomplishments as a regional body and agreed to collaborate to handle divisive issues that could threaten success related to COG�s core work program involving transportation, land-use, economic development, the environment and coordination of homeland security planning.

�Over its long history, the Council of Governments has achieved results for the region by focusing on the greater good for metropolitan Washington,� said Chuck Bean, the Council�s executive director. �That is the key to our success.�

WSSC Reminds You to Call 811 Before You Dig

Laurel � April 10, 2013: Planning on planting a tree? Building a deck? ANY kind of job that requires digging? The Washington Suburban Sanitary Commission (WSSC) is partnering with Miss Utility to encourage all residents and commercial customers to call �811� before you begin any job or project that requires digging.

April is �National Safe Digging Month,� highlighting 811, the new national, federally mandated �Call Before You Dig� number. The goal of �811� is to protect homeowners and professional excavators from unintentionally cutting underground utility lines in the course of their work. Hitting an underground utility line while digging can:

Harm the environment
Cause serious personal injuries
Disrupt service to an entire neighborhood
Potentially incur fines and repair costs.

Those planning a digging project should call 811 at least 2 business days ahead of the start date. Once the specific location is determined, Miss Utility will coordinate with affected utilities that will send out a professional locator to mark the location of the lines. This service is totally free of charge.

Every year, approximately 170,000 underground utility lines are damaged by digging projects. In Maryland, there is specific legislation in place to enforce the Miss Utility Law. Failing to call �811� prior to a digging job could result in fines and additional costs related to repairing the utility lines. Takes place every SATURDAY from 9am - 1pm beginning May 11th through November 23rd. Volunteers will pick up materials at Manna, collect food and funds at the market, and assist our Manna team member in loading the truck upon the conclusion of the market.

Olney Farmers Market

Takes place every SUNDAY from 9am - 1pm beginning May 12th through Sunday, November 3rd. Volunteers will host a table and assist in the collection of food & monetary donations to benefit Manna Food Center. The food collected is bagged & prepared for pick up by a Manna Food Center truck that arrives at the close of the market.

Volunteer requirements: Volunteers under the age of 18 must be accompanied by an adult (21 or older). SSL hours offered.

Manna distributes food from the back of our refrigerated trucks at six mobile food pantry locations every week. We are in need of adult volunteers (ages 18+) who can help with food distribution. Bilingual volunteers are encouraged to apply.

You will meet the Manna team at our truck at the assigned location. You will help us to sign in the clients as well as distribute food orders. This is an activity that is physical in nature. Volunteers must be at least 18 years old.

As the weather (hopefully) continues to warm, we know the seasonal change is upon us and with it: spring cleaning! Consider your neighbors in need as you tidy your own home, and rid your closets of those pants that don’t fit or the extra set of guest towels you never really use.

The Interfaith Clothing Center accepts gently used items for the whole family: from shirts and shoes to blankets and dishtowels. These items help the families who need it most! When our clients can fill their bags with clothing and household items at the Interfaith Clothing Center, they are able to put their limited financial resources towards paying their bills or purchasing groceries.

In addition, donations of disinfectant wipes, laundry detergent, and other cleaning supplies help keep the families we serve healthy and safe throughout the year. These are items that food stamps cannot buy; therefore soaps, paper products, and household supplies must come from somewhere else.

The Interfaith Clothing Center is open for donations Tuesday-Friday from 9am-4:30pm and Saturday from 8:30am-2:30pm. Donations are also accepted every day in the bin outside of the front door.

A Night at the Circus

This spring, several Friends In Action families were in attendance for the Ringling Brothers and Barnum Bailey Circus at the Verizon Center. Everyone had a wonderful time and was very appreciative of the free tickets provided by our partners in the community.

The circus started off with a pre-show which included two rings with activities and two huge bounces. Kids were sitting on the edge of their seats eating popcorn, cotton candy and various other goodies, while adorned with tiaras, hats and tiger ears. For some children, it was their first trip to the circus. One excited child asked, “Ms. Ariana, is that elephant real?” The show consisted of clowns, horse performances, elephants, lions, tigers, and dog performances. There were also acrobatics and interactive dance activity during intermission. A great time was had by all and it was great to see the families enjoying themselves with their children.

Sara received a new Barbie for her 5th birthday at the Interfaith Clothing Center. Thank you to HMS Host for donating the doll and making Sara's birthday special!

Meet Betsy Cheakalos

Betsy is the Program Assistant Manager for Friends In Action and Interfaith Housing Coalition. Friends In Action pairs families with a mentoring team of 5-10 people in a yearlong supportive relationship. Throughout their time together, the teams work with the families to achieve their goals while showing them they are part of a community and there are people who care. Interfaith Housing Coalition provides housing for families in 26 units throughout Montgomery County. Each of the families living in Interfaith Housing Coalition units also participates in the Friends In Action program.

In the office, Betsy is responsible for the paperwork and materials behind the programs, from leases to assembling training packets for prospective mentor teams. She supports Monica Barberis-Young, Director of the two programs, with trainings and presentations and helps the case managers in whatever way she can. Betsy has been with Interfaith Works since 1999. During her time here, she has watched the programs and families change as Friends In Action grew and Interfaith Housing Coalition was acquired. Betsy looks forward to continuing her work at IW and helping more families reach their full potential.

ANNAPOLIS, MD (April 05, 2013) � The 2013 Maryland Farmers� Market listings of locations and hours for each of the state�s markets is now available through the Maryland Department of Agriculture (MDA) website. This year, some 131 markets will be open with at least one in every county and Baltimore City. This weekend marks the opening for some of the early markets in the state, including the Baltimore Farmers Market and Bazaar and the Anne Arundel County Market at Riva Road.

A searchable database of farmers� market locations, hours, and producer/vendor and product listings is available on the Maryland�s Best website at www.marylandsbest.net.

�The best sign that spring is really here is the opening of Farmer�s Market and they begin opening this weekend,� said Agriculture Secretary Buddy Hance. �Customers can enjoy some of the freshest and best tasting local products at Farmers Markets while directly supporting our family farmers. Every dollar spent on local agricultural products contributes to the economic health of the community, keeps our land in farming, and helps to support a smart, green and growing future for Maryland agriculture.�

Farmers� markets have become increasingly popular as interest in purchasing fresh, local food and connecting directly with farmers who grow the food has risen. In 1991, there were only 20 markets; there were 88 in 2008; 128 last year; and there will be 131 this year. In its 2009 Policy Choices Survey, the University of Baltimore Schaefer Center for Public Policy found that 77 percent of Marylanders want to buy produce that is identified as having been grown by a Maryland farmer.

About 400 Maryland farmers will also participate in the farmers� market nutrition program (FMNP) initiative which provides an additional source of income to farmers. More than $400,000 in checks will be available for eligible women, infants, and children (WIC � FMNP) through the Maryland Department of Health and Mental Hygiene�s local WIC offices and seniors (SFMNP) through the Maryland Department of Aging�s local senior centers to purchase fresh fruits, vegetables, cut herbs and honey (for seniors only) at authorized farmers� markets from June through November for the 2013 season. The program is made possible by a grant from the U.S. Department of Agriculture and is administered by MDA in partnership with the Maryland Departments of Aging and Health and Mental Hygiene.

Things You Can Help Us Do And Go Green Is a Winner & Money Saver

LAUREL, MD - (April 1, 2013): At WSSC, Earth Month is a year-round commitment. But during April we like to give folks the opportunity to give us a hand planting trees and doing work to keep the rivers clean. It's also a good time to remind our customers to Go Green and sign up for paperless billing.

The Potomac and two reservoirs on the Patuxent are the sources of drinking water for WSSC�s customers, and WSSC puts the majority of clean wastewater into the Anacostia. All three rivers are important to us because the work we do to help these watersheds is good for the environment and also means less treatment required to produce the safe, clean water that comes out of the tap.

Our Community Outreach folks are holding a series of cleanups this April on the Patuxent, Anacostia and Potomac Rivers. If you�re looking for something to do to honor Earth Month � join us. Call 301-206-8100 for details on locations and service learning hours.

Go Green

WSSC is helping the environment year-round by the way we do business and how we communicate with our customers. We�re saving a lot of trees by our �Go Green� program � email notification that a bill is ready as well as paying online with no fee - and, of course, no stamps. You save, WSSC saves, and the environment wins. That's lots of green.

Also new to our long term commitment is the annual 2012 Water Quality Report. This year, the U.S. EPA is letting us deliver this important report on your drinking water electronically. In past years, we�ve had to print and distribute about 430,000 copies to our customers. We hope to save a lot of trees while reaching more people. The Water Quality Report is like a report card on our water quality. WSSC has never had a drinking water violation and that record was maintained in 2012.

Water Quality Report Available Online

Laurel, Maryland � (April 1, 2013): The WSSC 2012 Water Quality Report keeps the record going. WSSC drinking water has always met or exceeded the standards for safety and quality as set by the U.S. Environmental Protection Agency (EPA). With the release today of WSSC's 2012 Water Quality Report, that record is intact.

�The Water Quality Report is our report card for the year and we're very proud of our record of consistent quality," said WSSC General Manager/CEO Jerry N. Johnson. "It is proof once again of our continuing commitment of everyone at WSSC to provide safe and reliable water to the residents of Prince George�s and Montgomery counties.�

Water quality is guaranteed by rigorous year-round laboratory tests that analyze water for almost 200 substances before it leaves our treatment plants and at more than 100 locations in our distribution system in communities throughout Prince George�s and Montgomery counties.

The high quality water is the same, but what�s different is that, for the first time, we�re using electronic delivery as our primary method of distribution instead of printing more than 430,000 copies of the report to send to our customers. New regulations issued earlier this year allow for electronic distribution of the Water Quality Report and WSSC is among the first utilities to do so.

As part of WSSC's e-delivery, the Water Quality Report is now accompanied by videos as part of the online publication to help explain the report's contents. Said Johnson, "This is another example of our continuing effort to use the latest technology in all aspects of WSSC, whether for e-delivery of bills to customers, use of renewable energy sources such as wind and solar or for Ultra-Violet technology to disinfect water. This is the only way to go."

While most customers should be able to receive the report electronically, WSSC will provide a paper copy to those who request one by calling 301-206-8100.

Ride On Food Drive April 28 - May 4

Ride On Montgomery County is holding its annual food drive for Manna this April 28 - May 4. Donate non-perishable items on your ride to work and ride free!

Food collection bags will be placed near the fare boxes on all Ride On buses. In addition to non-perishable food, children's items are also needed. Disposable diapers, formula, baby or toddler food and juice are especially useful to families in need. Plastic containers are preferred.

Food collected through the drive goes to the Manna Food Center, which feeds 3,600 hungry families a month. Residents who do not ride the bus but wish to donate food can participate by giving their donations to a bus operator at any Ride On bus stop.

Farmers' Market Season Opens!

It's farmer's market season in Mongtomery County! Check out the county site listing of all the markets in MoCo and find the one near you.

Starting this summer, Manna will be at many of the farmers' markets in the county to collect unsold food and purchase fresh, local produce for our clients. Look for us at the Olney Artists and Farmers market,

Rockville Town Center, and the Bethesda Central Farm Market. If you're interested in volunteering at Olney or Rockville, contact volunteer@mannafood.org.

Last year we were able to collect over 125,000 pounds of great local food from the markets. Just think what you can do in your kitchen!

April is Invasive Plant, Pest and Disease Awareness Month

Public Urged to Help Prevent Spread of Invasive
Pests that Feed on Agricultural Crops

ANNAPOLIS, MD (April 1, 2013) � April is Invasive Plant, Pest and Disease Awareness Month, a time when the Maryland Department of Agriculture (MDA) urges residents to help stop the threat that invasive plant pests and diseases pose to America�s agricultural and natural resources.

�Invasive pests are among the most dangerous risks to agricultural commodities anywhere,� said Agriculture Secretary Buddy Hance. �MDA entomologist and invasive species experts expend a great deal of energy tracking and monitoring these pests that regularly cost the U.S. billions of dollars and wreak havoc on the environment. Invasive Species Month is not only a good time to help the public understand the threats these organisms pose to our economy and lifestyle, but also a time to recognize the very important work MDA staff performs every day on behalf of all Marylanders.�

Invasive pests often arrive in the county on international cargo ships or with people returning from foreign travel. Once here, they can grow and spread rapidly, disrupting the areas they invade by pushing out native species, reducing biological diversity, damaging and destroying crops, killing forest trees, placing other species at increased risk of extinction, altering wildfire intensity and frequency, closing foreign markets to U.S. products from infested areas, and costing industry and governments millions of dollars in treatments and other response and control efforts.

Maryland�s greenhouse and nursery industry is the second largest agricultural sector in Maryland. It accounts for 15 percent of farm cash receipts and uses more than 20,000 acres of open space. Invasive pests continually threaten this critical industry.

MDA�s Plant Protection and Weed Management Program and Forest Pest Management Program work together to combat these invaders.

During April, MDA will highlight these pests on the agency�s blog (http://news.maryland.gov/mda/category/mda-blog/) and Facebook page (www.facebook.com/MdAgDept) to better educate Marylanders about these pests and what MDA is doing about them. You don�t need to sign in or have an account. Simply visit and bookmark those sites. On the MDA blog over the next month, you can find information about some of Maryland�s Most Unwanted Pests, such as:

The Gypsy Moth -- by far the most destructive pest of forest and shade trees in Maryland. Large outbreaks have affected hundreds of thousands of acres statewide. For more information: http://mda.maryland.gov/plants-pests...h_program.aspx
The Emerald Ash Borer (EAB), an invasive beetle that can fit on a penny, has killed thousands of ash trees across the state since it was discovered in 2003. Losses from the EAB could exceed $227.5 million in the Baltimore metro area alone if it goes unchecked, according to the USDA. For more information: www.mda.maryland.gov/plants-pests/eab
Hemlock Woolly Adelgid (HWA), an insect the size of a dot, threatens to wipe out Maryland�s 42,000 acres of Hemlock forests, most of them from Baltimore County west to Garrett County. Several hemlock stands which have been infested for more than 10 years have extensive decline and some mortality. For more information: http://mda.maryland.gov/plants-pests...y_adelgid.aspx

Two highly destructive invasive species are not established in Maryland, but the MDA remains on the look out for them and urges residents to watch for them as well.

Sudden Oak Death (ramorum blight) is a fungus-like organism found in the Pacific Northwest and poses a serious threat to a wide range of host plant species found in Maryland. In California, Oregon, and Washington, thousands of Oak and tanoaks have been killed. It also affects rhododendron, viburnum, camellia and other plants found in nurseries and natural landscapes. USDA rates the environmental impact of sudden oak death as �huge� because of restrictions in international and domestic trade and direct costs of prevention, eradication or suppression, and ecological impact.
Asian Longhorned Beetle (ALB) is a very large invasive beetle with a long list of host trees it can kill, and is a serious threat in Maryland. It is currently devastating trees in Ohio, New York and Massachusetts where millions have been spent on eradicating this nuisance pest.

If you suspect you have an invasive pest in your area, report it to the University of Maryland Home and Garden Information Center at 800-342-2507 or visit www.hgic.umd.edu.

What Can Citizens Do to Help Prevent the Spread of Invasive Pests

To help reduce the spread of invasive pests, there are several easy steps you can take to help reduce the spread of invasive pests and plants. If you do anything outdoors, from camping to hunting to farming:

Learn where infested areas are and avoid passing through them.
Remove all seeds and other plant parts from your equipment, boots, gear, truck bed, tires, animals, and harvesting equipment before leaving an infested area or after working a site to make sure you are not spreading seeds, insects, or spores to a new location.
Remove or eliminate from your property any junk piles or other places bees can nest.
Don�t move firewood. Buy or use firewood that is close to your campsite.
If hunting, don�t use invasive plants for food plots.
Farmers and ranchers -- be sure to control invasive plants along fencerows, ditches, and other areas adjacent to fields.
Always use weed-free hay and feed for your animals.
Report any invasive pest sightings to the local land manager, MDA or local APHIS office (www.aphis.usda.gov).

Tips for Gardeners:

Always declare any plant material brought in from travel abroad.
Buy Local! There is a wide variety of beautiful, easy-to-care-for plants available at local nurseries and garden centers.
Avoid using invasive plant species at all costs and remove invasive plants from your garden.
until you are able to rid your garden of invasive plants, remove and destroy seed heads before they can spread.
Don�t share invasives with other gardeners.
Talk to other gardeners about invasives and how you plan to help in the fight against them.
If you are worried that your garden will lose its luster after removing invasives, talk to your local nursery about suitable replacements.
Clean your boots, gear, truck bed, tires, and harvesting equipment after working a site to make sure you are not spreading seeds, insects, or spores to a new location.
Report any sightings to your county extension agent or local APHIS office (click on the �Report a pest or disease� link at www.aphis.usda.gov). The sooner invasive species are detected, the easier and cheaper it is to control them.

New Report Available April 1, 2013

Laurel, Maryland � (March 28, 2013): The Washington Suburban Sanitary Commission (WSSC) will be using �e-delivery� as the primary means of distributing its annual Water Quality Report this year. The U.S. Environmental Protection Agency (USEPA) has given utilities the electronic option this year, and WSSC will be one of the �early adopters� among the large water utilities. We have been reaching out to customers to let them know the report will be available online beginning April 1. Customers are being notified in their quarterly bills, through ads in local newspapers, and online at wsscwater.com, Facebook and Twitter.

"Our Water Quality Report is how we validate and confirm our mission and our commitment to our customers to provide them with safe and reliable water, which is life's most precious resource," said WSSC General Manager/CEO Jerry N. Johnson. "And when the 2012 report is released next week, it will once again show we have fulfilled that commitment and maintained our record of never having a drinking water violation. We applaud the EPA for allowing the water industry to modernize and keep step with communication technology of our times. And WSSC is proud to be among the first to act on the new EPA option ."

This is the �official� notification people will see on their paper bills, as well as those who pay their bills electronically.

Your 2012 WSSC Water Quality Report is now available and can be viewed below to learn more about the source and quality of your WSSC drinking water. If you would like a paper copy of this report mailed toyour home, please call 301-206-8100.

In addition to the report, WSSC will provide short videos explaining more about the report and what consumers need to understand about the substances and numbers in it.

While most customers should be able to receive the report electronically, WSSC will provide a paper copy to those that request one by calling 301-206-8100.

E-delivery will make it easier for more people to read the report and we won�t have to print more than 400,000 copies for distribution. That will save a lot of trees.

Continuing with our old English proverb theme, we hear that April showers bring May flowers. Here at Manna, the showers begin this month with the generous donations from many community food drives!

Thank you to everyone who heard our call for food drives in March, and planned, coordinated, and delivered their food to Manna. We thank you all by name in the list at the end of this email. We are especially grateful to the Montgomery County Muslim Foundation who will hold their two weekend food drive in April. Last year, the MCMF raised over 10,000 pounds for Manna! With your help in donating to their collection at Giant Stores on April 6 & 7, and 13 & 14, we hope to collect even more this year.

Volunteer Spotlight: Sugarloaf

Join us April 12-14 at the Montgomery County Fairgrounds for the Sugarloaf Crafts Festival. We'll be there collecting food, funds, and passing out discount tickets to the next craft festival in October.

The Sugarloaf Mountain Works group, which coordinates these craft festivals, invites Manna down three times a year to participate. Our volunteers work the booth all weekend collecting food and funds.

to Maryland and DC Customers

Third Year of Partnership with the Arbor Day Foundation

Washington, D.C. – In its third year as an Arbor Day Foundation partner, Pepco is providing 2,000 free trees to customers in Maryland and the District of Columbia through the Energy-Saving Trees program. Launched as a pilot initiative in 2011, the Energy-Saving Trees program conserves energy and reduces household electricity bills through strategic tree planting. Pepco customers can reserve their free trees today at
www.arborday.org/pepco.

Within seconds of accessing the website, an online tool helps Pepco customers find the most strategic location for planting and estimates the annual savings that will result from the tree. The Arbor Day Foundation calculates that the 2,000 trees are estimated to produce more than $380,000 in energy savings within 20 years. Customers can reserve up two trees per household and the program will continue until all 2,000 trees are reserved. In exchange for the free trees, customers are expected to care for the trees and plant them in the location provided by the online tool. The two-to-four-foot trees will be delivered directly to the customer at an ideal time for planting.

“The Energy-Saving Trees program saves money and the environment,” said Thomas H. Graham, president, Pepco Region. “More than $380,000 in energy savings within 20 years is a substantial benefit to our customers and the region.”

The Energy-Saving Trees online tool was created by the Arbor Day Foundation and the Davey Institute, a division of the Davey Tree Expert Co., and uses peer-reviewed scientific research from the USDA Forest Service’s i-Tree Software to calculate estimated benefits.

GLEN BURNIE, MD (March 25. 2013) � The Maryland Motor Vehicle Administration (MVA) has increased its size and services in the Walnut Hill Shopping Center. The MVA branch office, now located at 16520 Westland Drive, Gaithersburg, MD, has moved next door from its old location, doubling in size and increasing the number of counters available to serve customers from 7 to 12 to better accommodate the citizens of Montgomery County.

�Customer service is a top priority at the MVA. We serve over 100,000 customers each year at Walnut Hill and expect that number to increase each year,� said MVA Administrator John T. Kuo. �This state-of-the-art branch office is able to handle the expected 10 percent increase in transactions while maintaining a high level of customer satisfaction. Walnut Hill branch office is the first to transition from the MVA Express name with limited service to a branch office with expanded driver�s licensing and vehicle registration services.�

The Walnut Hill branch office now offers the ability to take the Maryland law tests for new drivers to obtain a learner�s permit, conversions for out-of-state driver�s licenses, in addition to the following driver�s services:

The MVA�s Walnut Hill office in the Walnut Hill Shopping Center was opened as an express in 1989, offering limited services. It was originally intended to relieve the wait times and overflow of customers at the MVA Gaithersburg branch office, one of the State�s busiest.

Prestigious Engineering Scholarship Program

Laurel � March 25, 2013: The Washington Suburban Sanitary Commission is now accepting applications for the annual Joyce Starks/Gene Counihan Engineering Scholarship. To be eligible for the $1000 scholarship, students must reside in the WSSC service district that includes Prince George�s and Montgomery counties. Eligible students must be enrolled in a program that leads to a Bachelor of Science in Engineering or an advanced degree in engineering. Past winners are also eligible to compete. WSSC will select one winner each from Montgomery County and Prince George�s County.

Applicants should send a copy of their official transcript along with a cover letter, proof of permanent residency, two letters of reference and a 400- to1000-word essay that answers the following question:

"Consider the water/sewer system of the future: Describe it and detail how engineering will impact the evolution from today�s water systems to the water system of the future.�

�We are asking applicants to address not only what a future system might be like, but also to ponder how a transition from what we have now might occur,� explained Gary Gumm, WSSC�s Chief Engineer. �The challenge of detailing not just the future system, but how it will evolve over the years makes the question much more difficult. I am interested in reading what our next generation of engineers thinks about this complex issue.�

The reference letters must be submitted separately or in a sealed envelope if sent with the application materials. The scholarship winner may also be offered a paid internship at WSSC in the summer of 2014. The scholarship will be awarded at the August 21, 2013 Commission meeting. The scholarship is named after former WSSC Commissioner Joyce Starks and current Commissioner Gene Counihan.

ANNAPOLIS, MD (March 25, 2013) � The Maryland Department of Agriculture (MDA) Weights and Measures Section inspects and regulates devices used to determine the quantity of commodities as diverse as fuel oil, food products, livestock, grain, and precious metals. The Weights and Measures Section reported enforcement activity between January 1 and March 13, 2013, which is shown below. This announcement is part of MDA�s efforts to make the public aware of the agency�s regulatory activities on a routine basis.

Safeway #945 of Potomac � On January 17, MDA received $1,000 for a civil penalty assessed for short weight.
Weis #129 of Damascus � On January 23, MDA received $2,000 for a civil penalty assessed for short weight.
Roots Market of Olney � On January 28, MDA received $500 for a civil penalty assessed for short weight.
Safeway #2848 of Bethesda � On January 31, MDA received $500 for a civil penalty assessed for short weight.
Whole Foods #52 of Gaithersburg � On February 13, MDA received $500 for a civil penalty assessed for short weight.
Grand Mart of Gaithersburg � On February 19, 2013 MDA received $750 for a civil penalty assessed for short weight.

During FY 2012, MDA issued 93 civil penalties that amounted to $94,250, most for packaging short weight violations and price misrepresentation. MDA completed field inspections of 8,261 package lots with 19.4 percent in violation; 16,002 price scanning and method of sale was inspected with 3.4 percent in violation. MDA field inspectors conducted 1,067 large scale inspections, with 16.1 percent in violation; 743 medium scale inspections, with 16 percent in violation; and 8,385 small scale inspections, with 21.5 percent in violation. MDA also inspected 28,970 retail gasoline meters, with 19.6 percent in violation; 481 LP gas meters, with 27.8 percent in violation; and 1,104 vehicle tank and rack meters, with 12 percent in violation. Inspectors tested 134 grain moisture meters, with 24.6 percent in violation. Other inspections include 2,072 tare inspections, with 11.9 percent in violation; and 1,294 inspections of delivery tickets, with 0.7 percent in violation. The state metrology lab conducted tests on 1,726 weights, with 13.3 percent rejected; 34 volumetric measures, with 41.2 percent rejected; 31 temperature devices, 2 timing devices and 405 grain samples. The lab completed National Voluntary Laboratory Accreditation Program (NVLAP) re-accreditation in November 2011.

MDA also investigated 584 consumer complaints during FY 2012, most related to complaints about the accuracy of retail motor fuel dispensers. That is an average of 2.4 complaints investigated every work day.

400,000 U.S. Airways & American Airlines Passengers in April 2013

The Montgomery County Department of Economic Development (DED) and the Conference & Visitors Bureau of Montgomery County (CVB) partnered on a strategic marketing and advertising opportunity to promote the many business and tourism assets found in Montgomery County. DED and CVB shared the cost and production of a 3-minute in-flight video aboard more than 1,700 U.S. Airways and American Airlines Business First Class national and international flights during the entire month of April 2013.

“The Department’s marketing and communications team is always on the lookout for new and creative ways to market the many advantages Montgomery County offers those looking to start, grow or locate a business here,” said Steve Silverman, DED director. “Partnering with the CVB made sense from both a cost and production standpoint; by blending our business, education, tourism, entertainment and recreational offerings, this video has a much broader appeal that showcases the full complement of attributes the County offers and we believe they are the ones entrepreneurs and business executives are seeking.”

DED and CVB split the $29,500 investment for the In-Flight Media Associates (IMA) advertising buy, which includes:

a 30-second boarding video to air on all main screen flights prior to departure to approximately 320,000 passengers;
full page, four color joint CVB/DED ad in US Airways Magazine, with exposure to more than 3 million passengers;
full month placement of DED-CVB 3-minute video on international and transcontinental American Airlines Business First Class on 767 and select 757 flights; @ 75,000 passengers, 57% male, median age 45 and average household income of $170,000-plus;
social media outreach on YouTube, Twitter and Facebook managed on client’s behalf by IMA;
script, voice over and video production creative services by IMA, including 10 hours of on-location filming services;
DED-CVB retains rights to both completed videos for use in any future marketing initiatives.

The timing of the video also coincides with an increase in travel during the spring and summer months, including the National Cherry Blossom Festival. The CVB launched this video as an early celebration of National Travel and Tourism Week, held annually the first week of May.

“The CVB plans to use the video to promote Montgomery County at upcoming travel tradeshows targeting the meetings and group leisure markets,” said Kelly Groff, Executive Director of the CVB. “Visitors and businesses choose Montgomery County as their base because of its strategic location and great quality of life. This video profiles all the wonderful assets that we have here in our county.”

DED secured the April 2013 slot for the video to coincide with attendees traveling from within the U.S. and around the globe to the 2013 BIO International Convention in Chicago April 22-25, 2013. The video will be shown at the Department’s booth during the Convention and is already posted on the County’s YouTube site, with access via the Department’s new website – www.choosemontgomerymd.com.

DED is also planning to air the video on the monitors at the Montgomery County Conference Center and will continue to pursue other avenues for additional exposure.

“We applaud this targeted marketing initiative by DED in conjunction with the CVB,” said Holly Sears, president, Montgomery Business Development Corporation (MBDC). “It is exactly the type of ‘out of the norm’ advertising the Department should be doing to broaden the reach and vehicles used to promote Montgomery County as THE destination of choice for businesses looking to expand and succeed.”

The 3-minute promotional video was shown last week to the MBDC executive board and this morning to the Montgomery County Council. It was very well received by both entities. It will also be shown tomorrow during a DED-led bus tour for GSA representatives of real estate sites and developments in Montgomery County.

DED and the CVB will explore future joint advertising and marketing opportunities in FY14 and beyond as part of each organization’s ongoing efforts to strategically market Montgomery County as both a business and tourist destination.

Last year, over 80 attended and this year the chamber anticipates a larger attendance.

“The Chamber’s Wine Tasting event was a huge success. People really love the Kentlands Mansion; it is a great asset in the City of Gaithersburg. We also had great food, great wine, and great people. Not only did people have fun, but they also were able to make business connections. That’s what we are all about,” said Marilyn Balcombe, GGCC President with regards to the 2012 wine tasting event.

Break in 54-inch Main in Chevy Chase Triggers Need to Reduce Water Use

LAUREL – March 19, 2013: To ensure continued water supply for all WSSC customers and for fire protection and hospital/medical uses, Washington Suburban Sanitary Commission (WSSC) General Manager Jerry N. Johnson this morning called for mandatory water restrictions for all WSSC customers. The restrictions take effect immediately and could last up to a week.

The mandatory restrictions are necessary following a break in a 54-inch water transmission main in Chevy Chase at the intersection of Connecticut Avenue and Chevy Chase Lake Drive in Montgomery County. The break occurred at approximately 8:00 p.m. Monday evening and resulted in a geyser shooting approximately 30 feet high.

Natural gas and electric lines run alongside the water main. Employees from Washington Gas and PEPCO are at the site securing those lines so work on the water main can begin.

WSSC has been working with fire departments from both counties to make sure there is adequate fire protection. “Please don’t hoard water. We’re not running out,” said Johnson. “But if everyone can cut their water use by ten percent we should be ok. We appreciate everyone's understanding and cooperation."

The mandatory water restrictions are necessary to allow the system to replenish while 54-inch pipe is repaired. An estimated 60-million gallons of water was lost.

The Pre-stressed Concrete Cylinder Pipe (PCCP) went into operation around 1980. WSSC is unable to determine the cause of the break at this time. There are no customers without water service.

Until repairs are complete, it is imperative that all business and residential customers:

Use water only as necessary – i.e., shorter showers and turn off faucets after washing hands and while brushing teeth
Limit flushing toilets (do not flush after every use)
Put off washing clothes if possible
Limit the use of dishwashers and wash only full loads

These mandatory water restrictions apply to all WSSC customers, residential and business, in Prince George’s and Montgomery counties. A violation carries a fine of up to $500 fine.

Project Saving Our Loved Ones (SOLO) Intensifies Patrols
to Catch Impaired Drivers over St. Patrick�s Day weekend

BALTIMORE, MD (March 14, 2013) � On March 16th, the focus of many of the state�s roughly 200 law enforcement agencies will shift to identification and apprehension of impaired drivers. For many Americans, St. Patrick�s Day has become a popular night out to celebrate with friends and family. Unfortunately, due to the large volume of impaired drivers, the night out has also become very dangerous. In response, Maryland�s law enforcement community is significantly expanding standard enforcement efforts over this holiday weekend.

Also known as Project Saving Our Loved Ones (SOLO), a statewide initiative to combat impaired driving and underage drinking, this effort will deploy mass patrols on area roads that are known to have higher instances of impaired driving arrests and alcohol related crashes. These high risk zones, which are identified through impaired driving crash and arrest data collection, will be targeted by law enforcement between now and the end of the year.

�Impaired driving is a grave issue that results in the death of someone in Maryland every 57 hours,� said John Kuo, Administrator, Maryland Motor Vehicle Administration and the Governor�s Highway Safety Representative.

Last year during the St. Patrick�s Day weekend, there were 68 alcohol-related motor vehicle crashes, resulting in two fatalities. The National Highway Traffic Safety Administration (NHTSA) reports over 700 people were killed nationwide in crashes involving a drunk driver during the St. Patrick�s Day holiday from 2006 to 2010. Last year, to help combat this problem, Maryland law enforcement stopped over 3,500 vehicles and arrested 176 people for DUI during the St. Patrick�s Day weekend.

A unique enforcement project will make driving drunk a near impossibility in Southern Maryland this weekend. An initiative spearheaded by the Calvert County Sheriffs Office will be placing over fifty patrol units from eight law enforcement agencies on the roads with the specific mission of apprehending impaired drivers.

�Luck will be a scarce commodity in Maryland when it comes to deciding to drive drunk this weekend,� said Calvert County Sheriff Mike Evans.

The intense enforcement effort begins March 16th at 9:00 p.m. when these patrol units and dozens of Maryland County and State law enforcement and highway safety officials throughout Maryland will saturate specific stretches of roadway until early Sunday morning to identify and arrest drunk drivers. Participating agencies include:

�This enforcement effort is not about writing tickets. Project SOLO is about taking impaired drivers off the road, saving lives and raising awareness of the importance of safe driving,� said Ofc. Frank Enko, Drug Recognition Expert Agency Coordinator, Baltimore County Police Department. �Every law enforcement and highway safety official involved in this initiative has been thoroughly trained and briefed to effectively target all signals of impaired driving. Drunk drivers will be caught.�

Project SOLO will emphasize enforcement of Maryland�s impaired driving laws most prominently at night. In 2010, alcohol impairment among drivers involved in fatal crashes nationwide was four times higher at night than during the day. Fifty five percent of alcohol-impaired drivers were involved in fatal crashes between midnight and 3:00 a.m., and 42 percent between 3:00 a.m. and 6:00 a.m.

To prevent these tragedies from occurring, the Maryland Motor Vehicle Administration recommends the following steps to have a safe and happy St. Patrick�s Day:

Plan a safe way home before the festivities begin.
Before drinking, designate a sober driver and leave your car keys at home.
If you�re impaired, use a taxi, call a sober friend or family member, or use public transportation to get home safely.
If you are celebrating in or around the Washington DC area, please use SoberRide to get home safely
If you see a drunk driver on the road, contact local police.
And remember, if you know people who are about to drive or ride while impaired, take their keys and help them make other arrangements to get to where they are going safely.

New Rules and Fees in Effect

Laurel, Maryland � (March 14, 2013): New Watershed Use Regulations and fees go into effect when WSSC�s watershed opens tomorrow, March 15. The regulations and fees have been posted on our website at wsscwater.com. A hotline (301-206-4FUN) has been set up so users can check the open/closed status of the watershed or inquire about Boarding Stable Owner and Adjacent Landowner Direct Access permits. Other important phone numbers include 301-206-8888 to reach security, or 301-206-7485 for maintenance issues.

Permits can be purchased through the WSSC website. For those wishing to purchase permits in person, we will have extra staff at the Brighton Dam Cabin on Friday, Saturday and Sunday starting at 7 a.m.

This is still a work in progress. Much of the preparatory work, including the marking and clearing of trails, was hampered by bad weather. WSSC will have temporary signs in place while we work on new signs in English and Spanish. Trail maps will be posted on the website and will be updated as work on the watershed progresses.

Some of the changes include:

We expanded the season by 30 days, opening the watershed 15 days earlier in the spring, and keeping it open 15 days later in the fall.
The watershed will open 30 minutes before sunrise, but we will keep the current closing time at sunset for safety reasons.
We have added hiking and bird watching to permitted watershed activities.
People picnicking will now need a Watershed Use Permit for their group.
No animal waste can be left on the WSSC parking lots and roadways.
Smoking has been banned.
Fees for single day and seasonal Watershed Use Permits have gone up slightly, and we have instituted fees for Boarding Stable Owner and Adjacent Landowner Direct Access permits.

The new regulations reflect the key findings and recommendations of the EA Engineering study of WSSC�s portion of the Patuxent watershed, and the input from dozens of groups and hundreds of individuals over the last eight months. That input came from stakeholder meetings, as well as from written comments.

�We want to thank everyone who has taken part in the process to help us draft our new Watershed Use Regulations,� said General Manager/CEO Jerry N. Johnson. �The new regulations represent an effort to allow reasonable recreational use of the watershed while maintaining our responsibility and commitment to WSSC customers to protect water quality. We will continue to work with the many stakeholders to improve the watershed as we move forward to establish a long-range watershed management plan.�

Ensure Reliable and Uninterrupted 9-1-1 Service

WASHINGTON – The Metropolitan Washington Council of Governments (COG) Board of Directors approved a report calling on Verizon to take actions to prevent outages to 9-1-1, the vital emergency public safety service, such as the one that occurred during and after the June 29, 2012 Derecho storm.

The report recommended Verizon conduct a comprehensive audit of its entire 9-1-1 infrastructure, provide subject matter experts to 9-1-1 agencies to ensure network reliability, and review communications plans to keep the public informed of any service issues and outages. The report also urged Verizon’s regulators, the Federal Communications Commission and state commissions, to establish service level agreements to ensure 9-1-1 reliability and continuity.

“The report of our steering group helped spur investigations into 9-1-1 outages at the state and federal levels,” said Fairfax County Chairman Sharon Bulova, who first called on COG to examine the outages soon after the Derecho. To ensure reliable and uninterrupted 9-1-1 service, she said regulators must have the force of law to make sure Verizon implements best practices rather than rely on voluntary compliance.

Representatives from the Federal Communications Commission (FCC) and Virginia State Corporation Commission (SCC) addressed the Board noting that COG’s report helped inform their efforts. On March 20, the FCC will consider a notice of proposed rulemaking to improve the reliability of 9-1-1 service nationwide. The SCC said Verizon should provide quarterly reports to Commission staff and an annual status report to the Commission.

The report found that the Derecho outage was caused by the loss of commercial power and the subsequent failure of one of the two backup generators in each of Verizon’s Arlington and Fairfax Central Offices It also noted improper maintenance and incident response contributed to the outage.

Steve Souder, Director of the Fairfax County Department of Public Safety Communications, who led the COG group that prepared the report, said the Verizon 9-1-1 outages after the Derecho and the ensuing public and industry reaction has been “one of the most significant events in the history of enhanced 9-1-1 services in the United States.”

Following the storm, the 9-1-1 centers in Fairfax County, Prince William County, and the Cities of Manassas and Manassas Park experienced a complete failure of Verizon’s 9-1-1 and telephone services, while additional jurisdictions experienced partial failure of these services.

Souder also noted Verizon has taken steps to address issues and has worked closely with the 9-1-1 directors following the Derecho. In addition to approving the report, the COG Board agreed to establish a permanent committee of 9-1-1 directors to continue working with Verizon and the regulatory bodies.

Saves Local Governments, Taxpayers $2 Million Annually

Expansion to include Baltimore region will increase program�s purchasing power

Washington, D.C. � The Metropolitan Washington Council of Governments Board of Directors voted today to approve an expansion of its Cooperative Purchasing Program to include the Baltimore region.

The Cooperative Purchasing Program brings together Washington area local governments, school districts, water departments, and transit agencies like WMATA, to purchase goods and commodities at reduced costs through volume buying. It was launched by the Council of Governments in 1971 and saves local governments and their taxpayers an average of $2 million a year.

The Council of Governments currently works with its counterpart at the Baltimore Metropolitan Council to plan and create cooperative contracts for various goods and commodities.

The two groups agreed to officially merge efforts to become the Mid-Atlantic Purchasing Team (MAPT). The Board of Directors voted unanimously to approve the merger, which will increase the purchasing power of the group and provide consistent identification in the market place.

COG Board Chairwoman and Frederick City Alderman Karen Young noted that the Cooperative Purchasing Program is one of the most direct representations of the Council of Governments� benefits for its member jurisdictions. For example, last year Frederick County saved $235,000 on the costs of Electricity, Fuels, Heating Oil and Natural Gas alone, more than double the total cost of the county�s membership dues to the organization.

Agency reminds citizens that apostrophes are now allowed on licenses and ID cards

(Glen Burnie, MD) March 13, 2013 � The Maryland Motor Vehicle Administration (MVA) wants to remind the O�Connors, O�Briens, O�Neills and all other Marylanders proud of their Irish descent that your apostrophes are important to us as well� O�yea! After many decades of not allowing apostrophes or hyphens on MVA-issued driver licenses or identification cards due to computer compatibility issues, MVA modified their computer systems in 2010 to allow customers to have their names corrected and spelled with an apostrophe or hyphen.

�We are pleased that technology has caught up with the times and can allow us to make this simple, yet important, change for our customers,� said MVA Administrator John Kuo. �When we heard that many of our customers were not aware that we can make this correction, we wanted to get the word out just in time for St. Patrick�s Day.�

The long-standing practice of not printing apostrophes on a driver�s license or identification card had been in place since the driver license process became computerized back in the late 1970s. Because MVA computers had to interface with external computer systems, apostrophes and hyphenated names created verification issues with other computer systems across the country. In mid-2010, MVA began allowing the apostrophes when computers became more sophisticated and allowed the use of non-letters.

For customers who wish to have their names corrected and spelled with an apostrophe or hyphen at the time of their next renewal, MVA will make the correction with the proper documentation, such as a birth certificate, Social Security Card or valid passport.

While we can�t promise you a pot of gold at the end of the rainbow, the MVA can promise you a driver�s license that will proudly display your Irish Heritage. Erin Go Bragh!

Launch Joint Youth Documentary & Video Training Programs

Montgomery Community Media and Docs In Progress are pleased to announce a new joint initiative toward encouraging tomorrow's local 'media makers' and inspiring prospective young film makers and video creators of both the short and long lengths.

Montgomery Community Media and Docs In Progress are offering two innovative summer programs for young creative talent.

Running weekdays from July 1, 2013, until July 12th (excluding the national holiday of July 4th - Independence Day), the "Youth Documentary Summer Camp" will provide youth in grades 7-12 hands-on skills and coaching in shooting, editing short documentary videos.

Between July 15th and July 26th their second program, the "Music Video Summer Camp," will train and coach youth to shoot, edit and produce music videos.

These programs will be available in the "Documentary House" at 8700 First Avenue in downtown Silver Spring.

The finished works will be broadcast on The Montgomery Channel (Ch. 21) and Access.19 (Ch. 19), which are available to Montgomery County subscribers of Comcast, Verizon and RCN's cable services. These works will also be available on-demand to all internet users on myMCmedia.org.

The collaborating Executive Directors, Erica Ginsberg and Merlyn Reineke, of Docs In Progress and Montgomery Community Media respectively, are thrilled to offer this fun-filled, educational resource to local young talent at a time when Montgomery County is becoming a film center in its own right.

Montgomery County is a tremendous incubator for documentary films. It is the home of Discovery Communications, the American Film Institute Silver Theatre and Culture Center and the annual Silverdocs Documentary Film Festival. It is where Academy Award-winning film maker Martin Scorsese, BET's (Black Entertainment Television) co-founder Sheila Johnson, Barbara Kopple, LeBron James, and former Vice President Al Gore have come for networking events, workshops, and seminars to explore the business of documentary film making with business leaders, film makers, broadcasters, distributors and funders. Montgomery County's documentary community draws support from the BBC, Discovery Channel, TLC, Animal Planet, HBO, Latino Public Broadcasting, Miramax, National Black Programming Consortium, National Geographic, PBS, the Sundance Institute, and The Weinstein Company. Montgomery County is the East Coast "Docuwood," the independent filmmaking global capital located in metropolitan Washington, DC!

The County is also becoming a spot for fictional filmmaking. "Director Stephen Frears recently filmed the Academy Award winning, British actress, Dame Judi Dench, in Poolesville for the BBC documentary, "Philomena." "'Life in a War Zone: Montgomery County during the Civil War' and 'Sandy Spring: Unity In The Time Of Segregation' are locally produced nonfictional documentaries focused in Montgomery County.

"At a time when so many big name filmmakers like Stephen Frears and Martin Scorsese are coming to Montgomery County, it is important to strengthen the talents and skills of the next generation of local filmmakers," said Merlyn Reineke. "It is also important to connect these filmmakers to the local community," adds Erica Ginsberg, "which is why we have the documentary video camp focus on stories from local businesses and nonprofits in Silver Spring and Takoma Park."

Additionally, Erica and Merlyn are excited to announce that some of the short films and documentaries produced by Docs in Progress' students will soon be broadcast on The Montgomery Channel (Ch. 21) and Access.19 (Ch. 19), and made available on-demand at myMCmedia.org. Details on those films and documentaries will be announced in the coming weeks.

In this two-week daycamp, campers work in small teams to plan, shoot, and edit a short documentary video filmed in downtown Silver Spring, Maryland.

Campers will be provided access to video cameras and editing equipment.

Final projects will be shown in a mini-festival for family and friends and uploaded to YouTube and may also be featured at the Silver Spring Stories Film Festival to be held in Fall 2013.

This camp is open to youth from age 12-18 (We will do our best to team up participants with others in their age group range).

The camp takes place from 9:00 am - 4:00 pm each weekday from July 1-12 (except for July 4 which is a holiday).

The camp has a maximum of nine participants.

The cost of the Documentary Filmmaking Summer Camp is $850 per participant.

A $350 deposit is due upon registration with the remaining balance due by June 1).

Registration and payment must be received to guarantee a spot.

Pepco Seeks Recovery of District Reliability Investments

WASHINGTON, D.C. � Pepco, a subsidiary of Pepco Holdings Inc., has been making significant investments in the District of Columbia to improve reliability and plans to continue to make infrastructure investments to serve our customers. Pepco today asked the District of Columbia Public Service Commission (PSC) to authorize a $52.1 million increase in base distribution rates to help pay for the reliability investments it has made.

If approved, this would mean a $5. 89, or 6.23 percent, increase per month for a typical District residential customer using an average of 750 kilowatt hours per month. This equates to less than 20 cents a day in increased electric rates and a new bill of about $100 a month for the typical residential customer. Pepco has requested a PSC decision within nine months from today�s filing.

�Since we started our reliability work more than two years ago to upgrade and modernize our system, reliability has improved for our customers,� said Thomas H. Graham, president, Pepco Region. �Customers are experiencing fewer outages, and the outages that do occur have shorter durations.�

Pepco�s reliability investments are paying off for customers. In 2012, Pepco�s performance in the District of Columbia exceeded the reliability performance standards levels established for 2013 for both the frequency and duration of outages. This means Pepco met these performance requirements a year ahead of schedule.

From 2010, when Pepco began our Reliability Enhancement Program, through 2012, customers in the District of Columbia saw a 17 percent reduction in the number of outages that occurred and a 21 percent reduction in the duration of those outages for day-to-day service. From 2011 to 2012, customers on improved feeders saw a 28 percent reduction in the number of day-to-day outages and a 42 percent reduction in the duration of the outages that did occur.

Pepco expects further improvements in 2013 and beyond as the company continues this reliability work and estimates our five-year transmission and distribution construction budget in the District of Columbia at
$1.47 billion.

�We must file again to recover the reliability investments we�re making for our customers,� Graham said. �We�re spending money to continue to improve reliability and modernize the grid that our customers use every day.�

The filing includes recovery for infrastructure investments, depreciation expenses, increased operations and maintenance costs and an increase in our return on equity.

WASHINGTON, D.C. � Pepco employees Donny Pfeifer and Sean Cecil, lead line mechanics, and Ryan Callahan, line mechanic, will receive Prince George�s County Fire/Emergency Medical Services (EMS) Department Fire Chief�s Awards for their actions at the scene of an Upper Marlboro house fire last October.

On Oct. 17, 2012, Pfeifer, Cecil, and Callahan, were preparing electric service for a home being renovated on Ritchie Marlboro road in Upper Marlboro, Md. They noticed smoke coming out of the house and upon further investigation saw flames through the windows. Following their safety procedures and assuming their emergency roles, Callahan and Pfeifer grabbed fire extinguishers off their truck and went into the smoke-filled house to put out the fire that had started in the kitchen. Fire officials credited the Pepco workers� quick actions and disregard for their own safety for saving the life of a toddler sleeping in the home.

The Pepco crew will receive Fire Chief�s Awards, at 10 a.m. Friday at the Cranford-Graves Fire Services Building, 6820 Webster St., Landover Hills, Md.
Additionally, Pepco will make its annual donation of smoke alarms to the Fire/EMS Department; it will provide 700 smoke alarms and 30 smoke alarms for the hearing impaired to the Fire/EMS Department.

WASHINGTON, D.C. � Pepco has mobilized more than 1,600 employees and contractors including field crews, call center representatives and support staff prepared to meet Pepco customers� needs during this winter storm. Although weather conditions have not been as severe as some forecasts, Pepco is prepared to respond to outages, and customers should expect the possibility of outages through the night.

Pepco�s parent company, Pepco Holdings Inc., has received commitments for more than 400 mutual assistance personnel from as far away as Alabama, some of whom started arriving Tuesday to assist with the power restoration effort throughout our Mid-Atlantic service territory.

�We are out in our communities addressing outages as they occur and will continue to do so until the storm clears our system,� said Thomas H. Graham, president, Pepco Region. �We aren�t seeing large numbers of customers without service, but we will work around the clock to respond to outages that may occur. Service is important to every customer, and every customer is important to us. �

�Our first priority is the safety of our customers and crews,� said Graham. �We urge customers to stay clear of working crews and any wires hanging loose from poles or lying on the ground. Do not attempt to move them. Customers should call 1-877-PEPCO-62 (1-877-737-2662), and follow the prompts to report downed wires. Trained crews will handle making the area safe. �

After a severe storm, Pepco will restore power by targeting wires serving critical infrastructure, such as hospitals, fire stations, and police stations, as well as those serving the greatest number of customers. It is important that customers report their outage and request a call back to verify their power has been restored.

Sanitary Sewer Overflow into Reddy Branch Creek

LAUREL, MD - (March 5, 2013): Sewage from a Sanitary Sewer Overflow (SSO) is entering Reddy Branch Creek in a wooded area near 19612 Olney Mill Road, in Olney, Maryland. The SSO is the result of a break in a 16-inch force main. A force main is a sewer main under pressure, as opposed to other mains which use gravity. The overflow began today at 11:30 a.m. and is ongoing. Wastewater is overflowing at a rate of 100 gallons per minute.

A WSSC contractor is on the scene and addressing the situation. The Reddy Branch Wastewater Pumping Station was shut down to relieve pressure so the main could be repaired, but pump trucks carrying sewage from the station were unable to keep up and there is some sewage overflowing there as well.

Signs warning citizens to avoid the overflow area are being posted and WSSC crews will be cleaning up any debris.

The cause is still undetermined. We will provide additional information once the break has been repaired and we have more details.

The Maryland Department of the Environment and the Montgomery County Department of the Environmental Protection have been notified of the situation.

WSSC is committed to protecting the health of the public and the environment. With nearly 5,400 miles of sewer mains throughout its service area, WSSC appreciates notification from citizens if a sewer back up is suspected. Citizens can call 301-206-4002 or toll free 1-800-828-6439 at any time to report water or sewer emergencies in Prince George's or Montgomery counties.

Pedestrian safety is critical for our communities to thrive. Always take care while driving, especially near schools and in our urban centers. Make eye contact with pedestrians and always yield to those in crosswalks. It's far better to be a few seconds late than to be involved in a life-changing accident.

Possible snow disruptions tomorrow

Predictions for how much snow we'll get tomorrow vary from two to eight inches, but it's sure that there will be disruptions, closures, delays and cancellations. Keep on top of them by visiting the county's winter storms and emergencies information web page often. It has links not

only to the power companies that serve the DC metro area, but also the latest on county services (including schools), reporting streets the snow plows missed, etc. Very useful site.

All council meetings on County Cable Montgomery

As part of the county's open government initiative to make more aspects of government operations accessible to the public, all committee meetings of the County Council are now being either broadcast live on County Cable Montgomery (CCM) or recorded for later broadcast on the county's cable station. [CCM is cable channel 6 on Comcast and RCN, channel 30 on Verizon.]

When two committees meet simultaneously, viewers have the option of seeing one meeting live on television and the other on the Internet via streaming. All meetings are presented with the closed captioning option.

Meetings, whether broadcast live or recorded, are available on demand within 24 hours of the conclusion of the meeting. Broadcast times of meetings that are recorded are on the schedule listed on the CCM web site.

New job search training classes

Looking for a job but drawing a blank? The Jewish Council for the Aging's Career Gateway (a public-private collaborative) has an innovative, intensive job search training program that has helped more than 140 job-seekers turbo-charge their resumes, hone their interviewing skills, become networking powerhouses, discover the hidden job market, and develop personal job search plans.

The Career Gateway features small classes, long-term mentors, 30 hours of training over two weeks and valuable take-home materials.

National Consumer Protection Week

The Montgomery County Office of Consumer Protection (OCP) is joining government agencies and advocacy organizations nationwide to celebrate National Consumer Protection Week (NCPW), March 3-9, 2013.

From 3 to 6 pm on Thursday, March 7, OCP will host an open house for consumers and merchants to meet experts on common ownership and business licensing, home improvement, automotive repair, auto sales and leasing, towing experts. OCP staff will be on hand to assist consumers in obtaining and reviewing a copy of their free credit reports. Assistance will be available in English and Spanish.

Then, from noon to 2 pm on Friday, March 8, OCP director Eric Friedman will answer questions from consumers in a live discussion. Council members Phil Andrews and Valerie Ervin will join the event to answer questions.

March 7 seminar on separation and divorce

When a couple decides to divorce, there are legal issues they need to consider, such as grounds for divorce, types of divorce, what to expect in court, alternatives to court, alimony, property division and, when there are children, custody, support and visitation.

On Thursday, March 7, from 7-9 pm, there will be a seminar to discuss these and other financial, property and practical divorce-related issues. It will be at the Rockville Memorial Library, Suite 330, 21 Maryland Avenue, Rockville. The cost is $10 for those who pre-register, $15 at the door.

New entertainment venue in Bethesda

The long-anticipated Bethesda Blues and Jazz supper club opened on March 1 on the site of the former Bethesda Cinema and Draft House (and way back when, the 1938 Bethesda movie theater), at 7719 Wisconsin Avenue.

As reported online in The Washington Post, "The club will host performances about five nights a week from a range of artists, including country singers, comedians and pop stars. Tickets for most shows will range between $30 and $40, Brown said, with a $10 cover for Monday performances by the club's 18-piece house jazz band."

Bruce Variety reopens

The owners of much-loved Bruce Variety store on Arlington Road in Bethesda, which closed in January over a rent dispute, reopened over the weekend at 8011 Woodmont Avenue. The site was recently vacated by Creative Parties, which moved across the street.

Pepco Reports Mutual Assistance Crews Arriving Ahead of Storm

Utility Monitoring and Preparing for Worst Case Scenario

WASHINGTON, D.C. � Pepco is closely monitoring the changing forecasts and preparing for the worst of the predictions. Mutual assistance crews from Alabama and Georgia have begun to arrive. Pepco has requested over 300 mutual assistance crews for the storm restoration effort.

Pepco has more than 450 overhead line contractors already working on the system and available, along with over 300 tree contractor crews actively performing reliability enhancement tree trimming work, in addition to preparing for restoration work.

The National Weather Service has issued a Winter Storm Watch for the Washington Metropolitan Area from Tuesday evening to Wednesday evening. Weather forecasts are still changing, but some predict snow accumulations of about a foot through the Pepco region with wind gusts of up to 35 mph. A Winter Storm Watch means there is also a potential for significant sleet and/or ice.

�We are preparing for the possibility of widespread outages, and we ask our customers to prepare now as well,� said Thomas H. Graham, president, Pepco Region.

Heavy, wet snow, ice, and high winds can bring tree limbs into contact with power lines to cause power outages. Heavy rain and oversaturated soil can cause trees already weakened by previous storms to fall onto power lines and equipment to cause power outages. Outages can also occur due to drivers skidding into utility poles along wet roads.

Customers are asked to please report any outages and stay away from any down wires.? To report outages and/or downed wires, please call 1-877-PEPCO-62 (1-877-737-2662), follow the prompts, and please ask for a call back to confirm that power has been restored. Pepco Call Centers are staffed and operational 24 hours a day through this event. Outages also may be reported through pepco.com or through our mobile app.

Submit Recipes for �Buy Local� Cookout

Finalists Will Prepare Dishes Featuring Local Products
at Government House During Buy Local Challenge Week

ANNAPOLIS, MD (March 5, 2013) � Governor Martin O�Malley invites chefs using local Maryland ingredients to submit original recipes for the Sixth Annual �Buy Local Cookout,� which will be held at Government House in Annapolis on Thursday, July 25, from 7 p.m. to 9 p.m. Recipes must be submitted by May 6 and include products from at least one Maryland farmer, waterman, or other producer. This year, chefs are being asked to submit simple but creative recipes that showcase ways the average Maryland family can prepare delicious, nutritious meals with locally produced food at home.

The cookout promotes the statewide Buy Local Challenge Week (July 20-28), during which all Marylanders are encouraged to eat at least one local product each day of the week.

�The Buy Local Cookout and Buy Local Challenge have become an annual celebration of Maryland agriculture and Maryland cuisine,� said Governor O�Malley. �Again this year, we look forward to encouraging Marylanders to buy local products from Maryland farmers as we highlight the benefits of preserving our family farms and open space, protecting the environment and supporting local economies."

Recipes will be chosen in each of the following categories: appetizer, main dish, side dish or salad, dessert and beverage.

Selected teams will be invited to provide, prepare, and share their dish at the Governor's Cookout. Chefs should note that recipes may be published in the Maryland Department of Agriculture�s 2013 Maryland Buy Local Cookout Recipes cookbook.
