Police Investigate Serious Pedestrian Collision in Wheaton

Detectives from the Montgomery County Police Collision Reconstruction Unit (CRU) are investigating a serious pedestrian collision that occurred today at approximately 9:00 a.m. in the area of Veirs Mill Road at Georgia Avenue in Wheaton.

The preliminary investigation revealed that a white 1998 Honda Accord and a white 2012 Nissan van (NV 2500) were traveling southbound on Veirs Mill Road before it intersects with Georgia Avenue. The driver of the Honda made an unsafe lane change from the middle lane to the left lane and struck the Nissan which was traveling in the left lane. The impact of the collision propelled the Nissan up onto the curb of the roadway where it struck a pedestrian who was walking on the median.

The pedestrian was transported to Suburban Hospital where she is being treated for potentially life-threatening injuries. She has been identified as Mary Josephine Fish, age 52, of the 11500 block of Cordwall Drive in Beltsville.

The driver of the Honda was identified as Felicitas Cayo Carpio, age 37, of the 1000 block of University Boulevard East, in Silver Spring. The driver of the Nissan was identified as Eric Seeling, age 26, of the 4500 block of N. Woods Trail in Hampstead, Maryland. Neither driver was injured in the collision.

Detectives Investigate Office Burglaries in Silver Spring

Detectives from the 3rd District Investigative Section are investigating several burglaries that occurred in an office building in Silver Spring between April 29 and May 8.

On April 30, May 2, and May 8, 3rd District officers responded to an office building located at 817 Silver Spring Avenue for reports of office burglaries at the following locations:

Detectives believe that the burglaries reported on April 30 and May 2 occurred overnight from April 29 to April 30 and that the burglary reported on May 8 occurred overnight from May 7 to May 8.

At this time, detectives are unsure as to how the suspects entered the building, but once inside, the suspects forced entry into the individual suites and removed property. Based on a review of the building�s video surveillance, detectives currently believe that nine suspects were involved in the burglaries.

Today, detectives are releasing video surveillance of the burglaries that occurred overnight from April 29 to April 30 and are asking for the public�s assistance in identifying the suspects involved. Suspect Arrested and Charged with 10 Office Burglaries

Detectives from the 2nd District Investigative Section have arrested and charged a suspect with multiple office suite burglaries. On May 9, Andre Antonio Henry, age 29, of the 400 block of 50th Street NE in Washington, DC, was arrested and charged with: ten, second degree burglaries, two, attempted second degree burglaries, three counts of theft: $1,000 to under $10,000, two counts of theft: less $1,000 value, three counts of attempted theft: $1,000 to under $10,000, one count of theft under $100, and eleven criminal charges pertaining to the use of a stolen credit card. These burglaries were committed between January 28 and April 15 of this year.

During the investigation of office building burglaries in Rockville and Bethesda, 2nd District investigators obtained surveillance video from several of the burglaries. From the video, investigators determined that the burglaries had been committed by the same suspect. Various witnesses also had observed the suspect in many of these incidents and were able to provide a description that matched the individual seen in video surveillance.

Based on examination of the burglary scenes, officers believed that forced entry into these offices was made using a flathead screwdriver. The suspect would steal electronics and other property. During one burglary he stole a credit card and used it to purchase items.

Detectives developed Henry as a suspect and he was arrested on May 9 without incident in Prince George�s County. Henry is currently being held on a $50,000 bond. He has been charged with the following burglaries:

Results of Nightime Seat Belt Enforcement

Last Friday night, (May 10), Montgomery County police officers teamed up with Gaithersburg police officers and Rockville City policeofficers in a campaign to aggressively enforce the nighttime use of seatbelts. From approximately 7:30 p.m. to 11:00 p.m., officers were stationed at entrance and exit ramps of I-270 and I-495. (Heavy rain came into the area, which ended the operation early). The officers were observing vehicles for seatbelt non-compliance and other safety violations.

Results of Montgomery County Regional Gun Turn-In Event

The organizers of the Montgomery County Regional Gun Turn-In event, held in cooperation with the Maryland Attorney General�s First Annual Statewide Gun Turn-In Day, are pleased to announce the results of today�s effort.

Press Conference and Tour of New Facility to be Held

Rockville, Md., May 10 - U.S. Senator Ben Cardin plans to visit the new Rockville City Police Station, 2 W. Montgomery Ave., at 12:45 p.m. on Monday, May 13.

Sen. Cardin will receive a tour of the new facility and hold a brief press conference on legislation the Senator introduced entitled the "National Blue Alert Act of 2013."

This legislation is designed to expand communication by creating a National Blue Alert for when a law enforcement officer is seriously injured or killed in the line of duty and the perpetrator has not been apprehended, similar to the way an amber alert is issued for a missing child.

Maryland is part of the more than 18 states included in the Blue Alert system. The legislation would set up a national Blue Alert communications network within the Department of Justice to disseminate information in coordination with federal, state, and local Blue Alert plans.

Sen. Cardin's tour of the new police station will highlight the facility's state-of-the-art technology and dispatch center, along with the building's sustainable elements such as the creation of a living "green" roof on the new annex building.

Sen. Cardin's visit will coincide with National Police Week, which will be celebrated from May 12 through May 18 this year. In 1962, President John F. Kennedy signed a proclamation which designated May 15 as Peace Officers Memorial Day and the week in which that date falls as Police Week.

Police Investigate Fatal Pedestrian Collision in Wheaton

Detectives from the Montgomery County Police � Collision Reconstruction Unit (CRU) are continuing to investigate a fatal pedestrian collision that occurred this evening in Wheaton.

Today at approximately 4:37 p.m., 4th District officers responded to the intersection of Veirs Mill Road and Ferrara Avenue for the report of a pedestrian struck. Preliminary investigation has revealed that a 1996 Ford Explorer was traveling eastbound on Veirs Mill Road. At the intersection of Ferrara Avenue, the driver of the Explorer made a U-Turn onto westbound Veirs Mill Road. As the vehicle was making the U-Turn, investigators believe the vehicle may have struck the westbound, right-hand curb of Veirs Mill Road. The Explorer then crossed the three westbound lanes of Veirs Mill Road, went over the center median of the road, and then crossed three lanes of eastbound Veirs Mill Road. The vehicle continued to travel over the eastbound, right-hand curb of the road and then traveled through a bus shelter. The vehicle struck a pedestrian who was sitting on a bench in the bus stop shelter.

The pedestrian was transported to a local hospital where she succumbed to her injuries. The pedestrian is being identified as Maria Lusminia Colindres, age 77, of the 3700 block of Delano Street in Silver Spring.

The driver is being identified as Cheryl Denise Green, age 56 , of the 1600 block of Yale Place in Rockville.

Police Conduct Pedestrian Enforcement Sting in Bethesda

Today, as part of a series of pedestrian enforcement �stings�, officers from the Traffic Division conducted pedestrian enforcement in the 6300 block of Democracy Boulevard in Bethesda. From 11:00 a.m. to 3:00 p.m :

77 traffic citations were issued
56 drivers were issued citations for failing to stop for a pedestrian crossing the roadway in a crosswalk
1 person arrested and charged with a drug offense

During this pedestrian enforcement, plain clothes officers dressed in bright clothing cross the street in marked crosswalks. Officers stop vehicles that do not yield to the plain clothes officers or other pedestrians in the crosswalk, and drivers are issued citations. General traffic law is also enforced. Traffic Division officers will continue this type of pedestrian enforcement throughout the month of May.

Montgomery County Police Celebrates National Police Week 2013

National Police Week 2013 � May 12 � May 18

Each year during the national observance of police week, communities across the United States honor those officers that have made the ultimate sacrifice. Tens of thousands of law enforcement officers travel to Washington, DC to participate in commemorative events that honor these fallen officers.

Did you know that seat belts save more than 13,000 lives every year? One of those lives could be you or someone you love. The Maryland-National Capital Park Police, Montgomery County Division, reminds you to Click It every time you get behind the wheel. During the upcoming Memorial Day holiday and between May 13th and 27th, law enforcement throughout the State will be strictly enforcing seat belt laws with the �Click It or Ticket Program.� We will be looking for you and your passengers who aren�t buckling up properly and we will carry out our duty and issue tickets to all!

Here are five things you should know about buckling up:

Buckling up is the single most effective thing you can do to protect yourself in a crash. During a crash, being buckled up helps keep you safe and secure inside your vehicle, whereas being thrown out of a vehicle is almost always deadly.
Air bags are designed to work with seat belts, not replace them. In fact, if you don�t wear your seat belt, you could be thrown into a rapidly opening air bag, causing injury or even death.
There is a correct way to put on a seat belt. The lap and shoulder belts should be secured across the pelvis and rib cage. Place the shoulder belt across the middle of your chest and away from your neck. Never put the shoulder belt behind your back or under an arm.
Fit matters. Before buying a car, make sure its seat belts are a good fit for you. If you drive an older car, check with the vehicle manufacturer on how to retrofit your car with today�s safer lap and shoulder belts.
Seat belts are for everyone. Pregnant women should wear belts and children should be secured in car seats or boosters. To schedule a car seat inspection, call 240-777-2222.

Police Investigate Serious Collision

Detectives from the Montgomery County Police Collision Reconstruction Unit (CRU) continue to investigate a serious collision that occurred yesterday afternoon in Bethesda.

On May 7 at approximately 4:33 p.m., Second District Officers responded to the intersection of Connecticut Avenue and Saul Road for the report of a single vehicle collision. Preliminary investigation revealed that a 2003 GMC Savana van was traveling southbound on Connecticut Avenue. For reasons still unknown, the vehicle left the roadway, struck the center median, and then struck a tree on the median. There were two people in the car at the time of the collision.

Both occupants of the vehicle were transported to a local hospital. The driver sustained non-life-threatening injuries. The passenger was transported with life-threatening injuries and remains in serious condition.

The driver is being identified as Dawa Tamang, age 39, of the 5500 block of Dowgate Court in Rockville. The front seat passenger is being identified as Lok Katwal, age 31, of the same address.

Suspect Arrested for Residential Burglaries in Gaithersburg

Suspect Arrested for Residential Burglaries in Gaithersburg

Gaithersburg, MD (May 8, 2013). Detectives from the Gaithersburg Police Department, with assistance from officers of the Bladensburg Police Department, arrested 63-year-old Larry Francis Jackson of Pennsylvania Avenue in Washington, DC on April 29, 2013. Jackson was charged with two counts of misdemeanor theft and one count of felony theft.

On February 7, 2013, at 5:51 p.m., police from both Gaithersburg and Montgomery County responded to the unit block of Virginia Drive in Gaithersburg (map location 1) for a residential burglary. Unknown suspect(s) entered the residence through the rear window and removed property. On February 14, 2013, at 6:17 p.m., a residential burglary was reported in the unit block of Brighton Drive (map location 2). Unknown suspect(s) entered the residence through the rear door and removed property.

During the investigation, Jackson was identified as a suspect for both residential burglaries and on March 19, 2013 a warrant was issued for his arrest. In conjunction with the Prince George�s County Police, an arrest warrant was also issued for Jackson for one count of misdemeanor theft that occurred in its jurisdiction.

Detectives are continuing to investigate other residential burglaries that have occurred within the City of Gaithersburg that possibly involve Jackson.

Jackson was released on a $15,000 bond.

Police Investigate Attempted ATM Theft in Potomac

At approximately 1:57 a.m. this morning, 911 received a call from bank security personnel for an in-progress theft of an ATM at a Bank of America. Security personnel, via surveillance cameras, were remotely watching the Bank of America located at 10217 Falls Road in Potomac (at the intersection of Falls Road and River Road). Security personnel observed three subjects, wearing gloves and masks, attempting to steal a bank ATM.

Police responded to the location. Officers located a backhoe and pick-up truck in the parking lot. The ATM, which had been removed from the bank wall, was still attached by chains to the backhoe and was suspended over the bed of the pick-up truck. Investigators believe that the backhoe and truck are stolen and continue to investigate their statuses. The subjects had fled the scene and were not located. (It is unknown if the suspects fled on foot or fled in a vehicle.)

At this time, investigators are not releasing surveillance images of the incident for investigative reasons.

Detectives from the Montgomery County Police Department � Collision Reconstruction Unit are investigating a fatal collision that occurred on April 26.

On April 26, at approximately 8:36 p.m., 6th District and Gaithersburg officers responded to the Lakeforest Bus Station located at 9650 Lost Knife Road for a report of a pedestrian that had been struck. Investigation revealed that the pedestrian was attempting to cross Lost Knife Road near Odendhal Avenue. The pedestrian was crossing Lost Knife Road from the median to the curb when he was struck by a black 2005 Lexus 300 that was traveling southbound on Lost Knife Road.

The pedestrian, identified as Silvano Celedonio Alvarado, age 60, of the 12900 block of Walnut View Court in Germantown, was transported to the hospital with serious injuries. On April 29, Alvarado succumbed to his injuries at the hospital.

The driver of the vehicle involved in this collision has been identified as Song Hee Lee, age 71, of the 200 block of Shadow Glen Court in Gaithersburg. Lee stayed on the scene of the collision and assisted in the investigation.

The circumstances surrounding this collision remain under investigation. Anyone with information regarding this collision is asked to contact the Collision Reconstruction Unit at 240.773.6620. Callers may remain anonymous.

Police Investigate Sexual Assault in Silver Spring

Detectives from the Montgomery County Police Major Crimes Division � Homicide/Sex Section are investigating a sexual assault that occurred yesterday in Silver Spring.

Yesterday, at approximately 2:37 p.m., 3rd District officers responded to the U.S. Post Office located at 110 University Boulevard W. for a report of a sexual assault that had just occurred. Investigation revealed that the victim, a 21-year-old postal employee, was walking in the neighborhood behind the Post Office during her lunch break when she was approached by a male subject. The male produced a knife and forced the victim into the backyard of a nearby residence. He then sexually assaulted the victim and fled from the area.

Suspect Still at Large

The suspect is described a black male, 5�6″ tall, with a medium build. He had gray and black facial hair and had several missing or broken teeth. No further description is available at this time.

Pedestrian Safety Initiatives Conducted in Gaithersburg

Gaithersburg, MD (May 2, 2013). During the month of April, the Gaithersburg Police Department conducted five Street Smart initiatives to increase awareness of driver and pedestrian safety through education and enforcement efforts. The initiatives were supported by a grant from the Maryland Motor Vehicle Administration Highway Safety Office.

Due to high pedestrian traffic and recent events, the locations chosen for education and enforcement activities included Clopper Road at Firstfield Road, Route 355 at Odend Hal Avenue and Great Seneca Highway at Orchard Ridge Drive. The focus was on pedestrians not properly using crosswalks, drivers failing to stop at clearly marked stop lines and drivers failing to yield to pedestrians. Drivers and pedestrians observed in violation received either a citation or a pre-printed warning.

Officers issued 113 traffic citations and 282 warnings to both pedestrians and drivers and handed out 318 educational brochures to pedestrians during the initiative. Two traffic stops resulted in individuals being charged with driving with suspended licenses.

The Gaithersburg Police Department reminds pedestrians and drivers of the following:
Drivers

Stop for pedestrians at crosswalks.
Slow down and obey the posted speed limit.
Use caution when passing stopped vehicles.
Look for pedestrians stepping out from between parked cars.

Pedestrians

Cross the street only at marked crosswalks and intersections.
Before crossing, look left, right, and then left again.
Use pedestrian pushbuttons.
Wait for the �Walk� signal to begin crossing the street.
Wear clothing that makes you as visible as possible, especially after dark and in inclement weather.

Suspect Arrested for Commercial Burglaries in Gaithersburg

Gaithersburg, MD (May 2, 2013). Detectives from the Gaithersburg Police Department arrested 26-year-old Joshua Richards of no fixed address on April 30, 2013. Richards was charged with two counts of second degree burglary and theft less than $1,000.

On April 28, 2013, at 3:57 a.m., police from both Gaithersburg and Montgomery County responded to Negola's Ark Veterinary Hospital located at 9401 Fields Road for the report of a commercial burglar alarm. An unknown suspect had entered the business through a sliding door and ransacked the office but removed no property. On April 30, 2013, at 2:17 a.m., police responded to Negola's Ark Veterinary Hospital for the report of another commercial burglar alarm. Upon arriving, officers discovered the front door open and observed an unknown black male fleeing on foot to the rear of the building. The unknown male, later identified as Richards, was located within the wooded area behind Bugaboo Creek Steakhouse and placed under arrest.

During the investigation, Richards was identified as a suspect for both commercial burglaries. Richards is also believed to be involved in other commercial burglaries within Montgomery County and two other burglaries within the City of Gaithersburg. Detectives from both police departments continue to investigate those incidents.

Richards is currently being held at the Montgomery County Detention Center without bond.

Police Investigate Robbery of Cartier Jewelry Store in Chevy Chase

Detectives from the Montgomery County Police Major Crimes Division – Robbery Section are investigating the robbery of a jewelry store that occurred this morning in Chevy Chase.

Today, at approximately 11:08 a.m., 2nd District officers responded to the Cartier jewelry store located at 5471 Wisconsin Avenue for the report of a robbery that had just occurred. Investigation revealed that multiple suspects entered and took control of the store for a short time. During that time, the suspects broke a display case and removed property. The suspects then fled from the store.

Upon arriving at the jewelry store, officers observed the suspects leaving the scene in a vehicle. A short pursuit ensued, but the pursuit was ended at the Washington, D.C. line per protocol.

This is an ongoing investigation, and no further details are available at this time. A Public Information Officer will be on-scene of the robbery with an update at approximately 2:30 p.m.

4th District Officer Receives Public Safety Award

A 4th District officer received the Wheaton & Kensington Chamber of Commerce Public Safety Award at the Community Awards Banquet held last night at the Hollywood East Cafe in Wheaton.

Officer Andrew Suh, a three-year veteran of the Montgomery County Police Department, received the Public Safety Award in recognition of his involvement in several complex investigations and quality arrests for serious crimes. Most recently, Officer Suh was involved in arrests related to three major felony events in the Wheaton-Glenmont area.

In January 2013, the Capitol One Bank on Georgia Avenue was robbed by a suspect with a handgun. This was the second commerical robbery of the day committed by the suspect. The suspect had fled from the bank in a taxi cab. Officer Suh circulated in the area of the bank robbery and observed a taxi cab parked in front of a nearby barber shop. Officer Suh went inside the barber shop and located the robbery suspect sitting in a barber chair covered in red paint from the dye pack that had exploded on him as he fled from the bank. Officer Suh arrested the suspect, thereby closing both armed robberies from that day. Of special note, this was Officer Suh’s second arrest of an armed bank robbery suspect in his three years as a police officer.

In February 2013, Officer Suh responded to a report of suspicious subjects walking through backyards. He located two men in the yards, and investigation revealed that they had just committed a residential burglary. The two men were arrested.

Seven days following the burglary arrest, Officer Suh responded to a burglary in which the victim’s credit cards were stolen and several fraudulent purchases were subsequently made. Officer Suh developed two suspects in this burglary and confirmed their identity by viewing video surveillance from establishments where the purchases were made. Officer Suh arrested both suspects and subsequently identified and arrested a third.

These cases are a sampling of the cases that portray Officer Suh’s commitment to the residents and businesses in the 4th District. Officer Suh is a highly motivated officer and an accomplished investigator who regularly goes above and beyond what is required of him in his effort to prevent and detect crime.

Gaithersburg Man Arrested for
Sexual Abuse of Children at Home Day Care

Detectives from the Montgomery County Police Family Crimes Division � Child Abuse/Sexual Assault Section have arrested a Gaithersburg man for the sexual abuse of two children that occurred at a day care located in Montgomery Village.

On March 13, detectives from the Family Crimes Division received information that a 3-year-old female and a 7-year-old female had been sexually abused during time spent at their day car provider. The children had provided the information to their mother who then contacted police.

Investigation revealed that the children attended the Playing and Learning Family Child Care located in the basement of a residence in the 18000 block of Royal Bonnett Circle in Montgomery Village. While at the day care, both were sexually abused by the husband of their day care provider, identified as David Fernando Javier Zaraysi, age 66, of the same address.

On March 14, Zaraysi was arrested and charged with two counts of sexual abuse of a minor, two counts of committing a second degree sex offense, and two counts of committing a third degree sex offense. Zaraysi is currently being held on a $500,000 bond.

The investigation is continuing into whether other children who attended the day care were sexually abused by Zaraysi. Detectives are asking that anyone who has knowledge of inappropriate contact between Zaraysi and a child contact the Family Crimes Division at 240-773-5400. Also, any parent that has a child that attended or is attending the Playing and Learning Family Child Care should take this opportunity to speak to the child about any inappropriate behavior that may have occurred. Anyone who believes that their child may have been a victim of Zaraysi is also asked to contact the Family Crimes Division.

Suspect Charged With Attempted First Degree Murder in Wheaton Stabbing

Suspect Charged With Attempted
First Degree Murder in Wheaton Stabbing

On April 16 at approximately 10:00 p.m., 4th District officers responded to the area of Georgia Avenue and Reedie Drive in Wheaton for the report of a possible pedestrian struck by a vehicle.

Officers located the 18-year-old male victim and determined that he had been stabbed all over his body. Montgomery County Fire&Rescue responded to the scene and transported the victim, with life-threatening injuries, to a local trauma center. It was later determined that the victim had been stabbed approximately 16 times.

Investigation by 4th District Detectives have determined that the suspect, Devante Ryan McNeil, had stated to a friend earlier that day that he was angry with the victim regarding a prior incident involving himself and the victim; McNeil also stated he wanted to fight the victim. That evening, McNeil located the victim in the lobby of an apartment building in the 11100 block of Georgia Avenue. McNeil punched the victim in the face and then began to stab him. The victim was able to grab the knife from McNeil and flee out of the building to Georgia Avenue. McNeil also fled the scene. A passerby saw the victim and called police.

Investigators have confirmed that McNeil and the victim knew each other prior to this incident and this was not a stranger based event. Video surveillance obtained by detectives show McNeil and the victim leaving the building after the assault. Officers also located the knife used in the stabbing.

On April 17, detectives obtained an arrest warrant for Devante Ryan McNeil, age 20, of an unconfirmed address, charging him with attempted first degree murder, first degree assault, and reckless endangerment. McNeil was arrested without incident on April 18 in Silver Spring. The victim has been released from the hospital and is recovering at home.

Rockville Police Seek Public's Help in Finding Stolen Puppy

Rockville, MD, April 25 - Rockville City Police are seeking information that could lead to an arrest in a case of a stolen puppy from a local pet store.

Police responded to a report of a stolen puppy from the Just Puppies store in the Twinbrook Shopping Center, 2004 Viers Mill Road in Rockville, at 5:30 p.m. on April 12. Store employees told police that a woman came into the store asking to see a Maltese puppy. The woman played with the puppy for about 15 to 20 minutes. While employees were distracted, the woman put the puppy in her purse and left the store with the dog. The Maltese puppy is valued at more than $1,000.

Employees described the woman as a white female of 25 to 30 years old, between 110 and 120 lbs. and between 5'6 and 5'8 in height. She has a tattoo of an outlined Chesire cat on the back of her neck and spoke with an eastern European accent.

Maryland-National Capital Park Police Holds Awards Ceremony

Members from the Montgomery County Division of the Maryland-National Capital Park Police will be honored during an Awards Ceremony to be held at Woodlawn Manor on April 29, 2013. Ms. Wendy Rieger of NBC4 News will emcee the event. Dignitaries including Senator Karen Montgomery will be present to honor the recipients. Francoise Carrier, Chair of the Montgomery Planning Board; Patti Colihan Barney, Executive Director of the Park and Planning Commission; and Mary Bradford, Director of Montgomery Parks, will also be in attendance.

Two officers will receive Bronze Stars for performing acts of valor intended to save a human life. On September 11, 2012, Officers Jeffrey Adcock and John Stuehmeier, acting in concert, located a suicidal man driving through Black Hill Regional Park, stopped him, and safely took him into custody. Earlier, the man had tried to commit suicide in another park by hooking up a hose to his exhaust system and leaving the car idling. When he realized he had been noticed by a passerby, the man moved on to Black Hills where he consumed a mixture of pain medications just moments before being stopped. For playing a significant role in saving this man�s life, Officers Adcock and Stuehmeier are being awarded a Bronze Star.

Officer Justin Andrews, his K-9 Partner Shadow, and Officer Thomas Harrington will be recognized for their police work which led to the apprehension of a suspect charged with attempted murder. On June 6, 2012, Officer Andrews, his K-9 partner Shadow, and Officer Harrington responded to Spencerville Local Park for a report of a stabbing that had just occurred there. Working with Montgomery County Police K-9 team K946, the Officers were able to track down the suspect who was hiding underneath a tree in a streambed. Confronted with the dogs, the suspect surrendered on the spot.

Acting Sergeant Jeffrey Coe will receive a Commander�s Award for assisting in the arrest of two robbery suspects. The suspects had knocked the victim down, ripped her purse from her, scaled a fence and ran into Manor Country Golf Course. Responding to the call, Acting Sergeant Coe, along with officers from Montgomery County Police, chased the suspects and eventually took them into custody. Both suspects had the victim�s property on them and ended up confessing to the crime.

These are just a few of the awards that will be handed out at the Annual Awards Ceremony for 2012. Chief Antonio DeVaul said, �We are honored to have Ms. Wendy Rieger emcee our Awards Ceremony. I am very proud of the achievements of our Division this past year and especially the members of our team who will be recognized with awards.�

Metro Transit Police today arrested and charged Ezra Porter, Jr., 50, of Upper Marlboro, Md. with First Degree Sexual Assault in connection with an incident that allegedly occurred aboard a MetroAccess vehicle on Friday, April 19. Porter is a driver employed by MV Transportation, which provides MetroAccess service under a contract that ends June 30, 2013.

During a scheduled trip Friday afternoon, Porter is alleged to have stopped the vehicle and had inappropriate sexual contact with the adult female victim prior to transporting her to her residence.

Metro Transit Police were contacted Friday afternoon by a family member and immediately launched an investigation. Porter has not been permitted to operate MetroAccess service since the alleged incident.

Metro requires MV Transportation to screen all employees used to provide MetroAccess service for criminal history prior to employment. Porter has been employed by MV Transportation since November 2009.

Police Investigate Rockville Pike Pedestrian Hit and Run

On Friday, April 19 at approximately 9:33 p.m., 2nd district officers responded to a pedestrian struck on Rockville Pike at Cedar Lane. A resident, who was driving on Rockville Pike, located the unconscious victim in the roadway. Officers determined that a vehicle had struck the pedestrian and had left the scene.

The female pedestrian has been identified as Michelle Eyre De Sam, age 35, of the 9200 block of Cedar Lane in Bethesda.

Investigating officers have not located a striking vehicle and it is unknown if anyone witnessed this collision. Preliminary investigation indicates that De Sam was crossing Rockville Pike (Route 355) from east to west and it is believed that she was in the crosswalk. De Sam was struck in the northbound lanes as she crossed Route 355. It was raining at the time of the collision.

De Sam was transported to a local hospital with serious, non-life-threatening injuries. She continues to recover in the hospital.

Husband and Wife Charged with Housing Assistance Fraud

Husband and Wife Charged with Housing Assistance Fraud

In March of 2013, the 4th District Community Services Officer received information that husband, Isaiah Ben� Israel and wife, Chiquita Anita Ben� Israel, appeared to be committing fraud in order to qualify for housing assistance.

Investigation revealed that in April of 2012, Isaiah Ben� Israel, a recipient of low income housing subsidies from the Housing Opportunities Commission (HOC) of Montgomery County, submitted paperwork with the Housing Opportunities Commission that indicated an aid now lived in his residence. Further investigation by the officer revealed that Isaiah Ben� Israel had actually married the woman he stated was his live-in aid in October of 2012. In Housing Opportunities Commission paperwork, his wife, Chiquita Anita Ben� Israel, stated that she was a live-in aid and used her maiden name. Payroll records obtained by the investigating officer indicate that Chiquita Anita Ben� Israel works for the Nuclear Regulatory Commission and earns an annual salary in an amount that makes the couple ineligible for assistance. (Participation in the program requires that all household income be calculated to determine eligibility for financial assistance). The investigator also determined that Chiquita Anita Ben� Israel owns two properties outside of Montgomery County and receives rental income from one of the properties. Isaiah Ben� Israel has had employment since his last certification with the Housing Opportunities Commission and failed to disclose that information.

Isaiah Ben� Israel also provided false information to the Montgomery County Health and Human Services in order to qualify for food subsidies.

Isiah Ben� Israel, age 48, of the 2800 block of Clear Shot Drive in Silver Spring and Chiquita Anita Ben� Israel, age 53, of the same address, have both been charged with theft scheme: $1,000 to under $10,000, theft $1,000 to under $10,000, making a false statement for the purpose of influencing a housing agency, welfare fraud, and making a false application to receive public assistance.

County Police Participates in National
DEA Prescription Drug Take-Back Day

The 6th National DEA Prescription Drug Take-Back Day will be held this Saturday, April 27, from 10:00 am to 2:00 p.m. The Montgomery County Police will host drop-off locations at the six district police stations. These locations will accept expired, unused, or unwanted prescription drugs. Illicit drugs and needles cannot be accepted as a part of this take back program.

The police department drop-off locations are as follows :*

2nd District Station: 7359 Wisconsin Avenue, Bethesda
3rd District Station: 801 Sligo Avenue, Silver Spring
4th District Station: 2300 Randolph Road, Wheaton

6th District Station: 45 West Watkins Mill Road, Gaithersburg

*A collection box will be available for parking lot drop-off. If there is inclement weather, a drop-off box will be located in the lobby of each station.

Also, please note that special disposal of medicine as household hazardous waste is not necessary. The County�s Division of Solid Waste Services makes the following suggestions when disposing of medicine in household trash:

Place unwanted or expired medication into a plastic bag (with a seal) or other empty container to prevent liquid medications from leaking out.
Mix with kitty litter, coffee grounds or sawdust. (Liquid medications can be solidified using kitty litter or sawdust.)
Seal the bag and/or container.
Crush pills or tablets.
Put the bag and/or container containing the medication into your regular household trash.
Remove the label with the patient�s name from the original medicine vial or bottle.
Place the empty plastic vial or bottle into your blue recycling bin. Empty aerosol inhalers can be recycled in our blue recycling bin, too.

Gaithersburg Detectives Investigate Attempted Kidnapping

Gaithersburg, MD (April 23, 2013). Detectives from the Gaithersburg Police Investigations Section are investigating an attempted kidnapping incident that occurred in the 500 block of Midsummer Drive.

On April 22, 2013, at approximately 6:54 p.m., the victim, a 14-year-old male, stated that he was running along the sidewalk of Midsummer Drive when an unknown Hispanic male exited a van and grabbed him by the arm. The victim pushed the male away and ran in the opposite direction away from the suspect. The suspect then got back into the van and drove away towards Muddy Branch Road.

Suspect Still at Large

The suspect has been described as a Hispanic male, with a medium complexion, muscular build, with short black hair, 6'0"- 6’01”, 190-210 lbs, with a goatee, brown eyes, a round face and sideburns that go to the middle of his ears. He was last seen wearing a white crew neck style t-shirt, � length sleeves, white pants and tan boots, possibly work style. The van has been described as a square style, similar to a delivery or painter van, possibly a Ford or Chevy model, white in color with the passenger and rear having a red trim along the top. The license plate is located to the right rear of the bumper and has round shaped brake lights and square shaped blinkers. It has a passenger side sliding door and the wheels are solid black with no hubcaps. The front passenger side window is extremely tinted.

Police Investigate Death of Gaithersburg Man

Detectives from the Major Crimes Division are investigating the death of a Gaithersburg man.

On Friday, April 19, at approximately 6:11 p.m., 6th District officers responded to the 8800 block of Cross Country Place in Gaithersburg for a report of a male subject acting strangely. The caller stated to the 9-1-1 center call-taker that an African American male, possibly in his 30’s, was standing in a parked pick-up truck, yelling profanities, striking the truck with rocks, and crawling on other vehicles.

When the first officer arrived, he found the subject, as described, in the bed of the pick-up truck. The subject left the pick-up truck and jumped to the roof of an SUV next to the truck. The officer ordered the man down from the SUV and he jumped from the SUV but continued to act aggressively and strangely. After the subject failed to comply with the officer’s instructions, the officer administered his pepper spray and the subject ran a short distance away to the sidewalk adjacent to the lot.

The subject continued to act aggressively and picked up and dropped in succession a larger potted plant and a landscaping rock. After dropping the rock, the subject approached the front door of 8830 Cross Country Place. At one point he picked up a child’s scooter and used that to strike the front door of the residence. Additional officers arrived at the scene and ordered the subject from the front porch of the residence. He refused their commands and two officers deployed their tasers, causing the subject to drop to the ground. Additional officers then restrained him with handcuffs.

Officers quickly noticed that the subject was not breathing. They requested Fire/Rescue personnel and began administering CPR to the subject. The subject was transported to Shady Grove Hospital where he was pronounced dead after a short time.

The identity of the 51-year-old male will be released after family members have been notified.

Following protocol, the five officers directly involved in this event have been placed on Administrative Leave.

Detectives have been interviewing approximately 12 witnesses, including the original complainant to this event. However, anyone who witnessed this event and has not spoken to police is asked to call the Major Crimes Division at 240.773.5070.

The Montgomery County Police Department extends its deepest sympathies to those people affected by yesterday�s events at the Boston Marathon. While there is no information that a direct security threat to Montgomery County exists, our officers remain vigilant. The department encourages residents to report suspicious behavior to police � �See Something Say Something.�

The Department of Homeland Security has developed seven signs of suspicious behavior associated with terrorism (listed below). It is important to call 911 if any of the following behavior is observed :

Surveillance: Recording or monitoring activities. May include drawing diagrams, note taking, use of cameras, binoculars or other vision-enhancing devices or possessing floor plans or blueprints of key facilities.
Elicitation: Attempts to obtain operation, security and/or personnel-related information about a facility. Attempts may be made by mail, fax, e-mail, telephone or in person.
Tests of Security: Attempts to measure reaction times to security breaches or to penetrate physical security barriers or procedures in order to assess strengths and weaknesses.
Acquiring Supplies: Attempts to improperly acquire items that could be used in a terrorist act. May include the acquisition of explosives, weapons, harmful chemicals, flight manuals, law enforcement or military equipment, uniforms, identification badges or the equipment to manufacture false identification.
Suspicious Persons: Someone who does not appear to belong in a workplace, neighborhood or business establishment due to their behavior. May ask unusual questions.
Dry Runs/Trial Runs: Behavior that appears to be preparation for a terrorist act without actually committing the act. Activity could include mapping out routes and determining the timing of traffic lights and flow.
Deploying Assets: Placing people, equipment and supplies into position to commit the act. This is the last opportunity to alert authorities before the terrorist act occurs.

MCP Celebrates National Telecommunicators Week; Recognizes Personnel

Each year, the second full week of April is dedicated to the men and women who serve as public safety telecommunicators in our 9-1-1 centers and is recognized as National Public Safety Telecommunications Week. This year, the week of April 14 to April 20 is National Public Safety Telecommunicators Week.

Before police officers, firefighters, or EMS arrive to a call, the initial call is received and handled by one of the behind-the-scenes heroes in the 9-1-1 Public Safety Answering Point (PSAP). In most cases, these people are the unknown faces that you rarely see, but you can take comfort in knowing that they are always there.

PSAP�s across the country process thousands of 9-1-1 calls every day. The people who work behind the scenes are the first connection to emergency services and are the first link in the public safety chain, truly the �First of the First Responders�.

In addition to being the first link to our residents, our PSAP workers provide a vital link to our first responders as well. The safety of police officers, firefighters, and EMS personnel is always forefront in the mind of the 9-1-1 call taker and dispatcher. This is because the safety of our first responders is fundamental to their ability to provide services to our residents.

Locally, our Emergency Communications Center (ECC) will be celebrating National Telecommunicators Week by recognizing the following personnel who will be awarded for their achievements at regional awards ceremonies:

Public Safety Communications Specialist 3 Danielle Prince will be recognized for her nomination as �Communications Training Officer of the Year� at the Mid-Eastern Chapter of the Associations of Public Safety Communications Officials (APCO) Telecommunications Awards to be held on April 18, 2013 at the Kent Island Volunteer Fire Department. Danielle was also recently recognized internally at ECC as the �Communications Training Officer of the Year.�
Public Safety Communications Specialist 3 Chanel Gary will be recognized for her nomination as �Telecommunicator of the Year� at the APCO Telecommunications Awards.

Dogfish Head Alehouse will donate 15% of that day�s proceeds to the Gaithersburg Police Foundation. Police Arrest Carjacking Suspect

Last night at approximately 10:00 p.m., Police Community Action Team (PCAT) officers were patrolling the area of New Hampshire Avenue and Colesville Road (Route 29) and performed a registration check on a Honda Accord. The check revealed that the registration tags had been reported stolen. Officers observed the Honda travel north on Route 29, crossing the solid double line and crossing the shoulder line numerous times. As the vehicle exited onto Randolph Road, officers initiated a traffic stop. The Honda failed to stop, drove on the lower part of the jersey wall, and continued westbound on Randolph Road. Officers believed that the driver was driving under the influence of drugs and/or alcohol. There was also a passenger in the vehicle.

At the intersection of Randolph Road and Veirs Mill Road, the Honda struck the curb. The car continued slowly towards Rockville with two flat tires. When the Honda reached Loehmann�s Plaza Shopping Center (located in the 5200 block of Randolph Rd), it traveled over the curb and continued through the parking lot. At the end of the lot, the Honda jumped the curb and started to travel east on Randolph Road. The driver, later identified as Glenn Vincent Rhodes, age 34, of an unconfirmed address, then bailed out of the vehicle and approached a Mazda Protege stopped in traffic on Randolph Road at Parklawn Drive. Rhodes then entered the open, driver�s side window of the vehicle and attempted to push the driver of the Mazda out of the car. Officers removed Rhodes from the vehicle and placed him in custody. Rhodes stated that he was high on crystal methamphetamine.

Two officers received minor injuries while attempting to remove Rhodes from the Mazda. The 22-year-old male driver of the Mazda received minor injuries. No one was transported to the hospital.

Rhodes was transported to the Central Processing Unit and charged with crimes to include attempted carjacking, four counts of first degree assault, resisting arrest, and approximately thirty traffic violations. The front seat passenger of the Honda, Jessica Allen, age 23, of the 3800 block of Twin Oaks Road in Edgewater, was found to be in possession of Oxycodone and was charged with possession of a controlled dangerous substance-not marijuana.

NINJA on the Ramps (Nighttime Seat Belt Enforcement) Results

Last Friday night, (April 5), the Montgomery County Police Department teamed up with the Gaithersburg Police Department, the Rockville City Police Department, the Montgomery County Sheriff�s Office, and the Maryland State Police in a campaign to aggressively enforce the nighttime use of seat belts. From approximately 10:00 p.m. to 3:00 a.m., officers were stationed at entrance and exit ramps of I-270 and I-495. The officers were observing vehicles for seat belt non-compliance and other safety violations. A zero tolerance policy was in effect during this operation. Eight minutes after the start of the enforcement, a traffic stop was initiated for a seat belt violation and drugs were located in the vehicle. Seventeen minutes into the operation, the first driving under the influence of alcohol (DUI) arrest was made by an officer.

Police Investigate Fatal Collision Involving Motorcycle

Detectives from the Montgomery County Police Department � Collision Reconstruction Unit are investigating a fatal collision involving a motorcycle that occurred this afternoon on Route 29 near the Montgomery County and Howard County line.

Today, at approximately 1:13 p.m., 3rd District officers and Fire/Rescue personnel responded to the bridge on Route 29 at the Montgomery County/Howard County line for the report of a personal injury collision. Preliminary investigation revealed that a red 2012 Kawasaki ZX-6 motorcycle was traveling southbound on Route 29 entering Montgomery County. For reasons still under investigation, the motorcycle began to wobble as it crossed over the bridge. As a result, the motorcycle fell to the ground, and the rider was ejected from the motorcycle. The operator of the motorcycle was pronounced deceased on the scene of the collision.

The motorcyclist has been identified as Ryan Andrew Keller, age 26, of the 6300 block of Gray Sea Way in Columbia, Maryland.

Montgomery County Police to Focus Enforcement Efforts on Pedestrian Safety

During the months of April and May, the Montgomery County Police Department (MCPD) will be focusing enforcement efforts on pedestrian safety. MCPD will be conducting a number of operations at locations with marked crosswalks and areas that have been identified as pedestrian High Incidence Areas (HIAs) � areas with more pedestrian collisions. Police will be issuing citations to both drivers and pedestrians who are breaking the law.

Particular attention will be paid to the following HIAs:

Connecticut Avenue between Independence Street and Georgia Avenue (Aspen Hill)
Randolph Road between Selfridge Road and Colie Drive (Wheaton)
Four Corners (Silver Spring)
Rockville Pike between Halpine Drive and Hubbard Road (Rockville)
Piney Branch Road between Flower Avenue and New Hampshire Avenue (Silver Spring)

In addition to these HIAs, MCPD will focus pedestrian enforcement actions on other crosswalk locations around the County where driver compliance with pedestrian safety laws has been an issue, including:

In Montgomery County, more than 400 pedestrians are struck by vehicles each year. Many of these collisions could be avoided if drivers and pedestrians obeyed the law and were more aware.

The Montgomery County Police Department takes a proactive approach to ensuring the safety of pedestrians. The department�s Traffic Unit routinely conducts pedestrian safety operations throughout the County to enforce traffic laws. The SafeSpeed and red light camera programs serve to improve the safety of pedestrians by slowing down traffic and reducing the number of vehicles running red lights.

Drivers and pedestrians have equal responsibilities in reducing pedestrian-involved collisions. Drivers should take extra caution when approaching crosswalks. Look for pedestrians near the crosswalk and prepare to yield when they enter the crosswalk. When driving in a residential area, or near a school zone, scan ahead for pedestrian traffic, especially for children, who may suddenly run out into the roadway. Extra caution should apply in the evening hours. Pedestrians should always use designated crosswalks when crossing a busy roadway. Assume that drivers can�t see you until you have made eye contact. Once in the crosswalk continue to scan for traffic in each lane of traffic. When in doubt, yield to vehicle traffic � pedestrians are the ones who are injured in a collision.

Below are tips for drivers and pedestrians on keeping pedestrians safe:

Safety Tips for Drivers

Stop for pedestrians at crosswalks and intersections- it�s the law.
Don�t block crosswalks when stopping at intersections.
Slow down and obey the posted speed limit.
Take extra care around schools, playgrounds, and neighborhoods.
Always look out for pedestrians, especially before turning at a green light or making a �right turn on red.�
Obey speed limits, signs, signals, and markings � and never run red lights.
Be careful when passing stopped vehicles. They might be stopping for pedestrians.
When passing bicyclists, allow three feet between them and your vehicle.
Share the road. It�s your responsibility to look out for others.

Safety Tips for Pedestrians

Cross the street at marked crosswalks and signalized intersections whenever possible.
Stop and look every time before crossing streets, even when you have the right-of-way, and especially at intersections with �right turn on red.�
Before crossing, look left, right, then left again, and over your shoulder for turning vehicles.
Begin crossing the street on �Walk� signals � never on a solid or flashing �Don�t Walk.�
Use pedestrian push buttons to activate/extend the walk signal.
Use sidewalks. If there are none, walk facing traffic so you see vehicles and drivers see you.
Make eye contact with drivers so they see you. Never assume they do.
Stay visible after dark and in bad weather with bright colored or reflective clothing.

Gaithersburg Police Officers to Charity Basketball Tournament

Officers of the Gaithersburg Police Department will attempt to claim a third victory as they play head to head against staff and students of Gaithersburg High School (GHS) in the fifth annual charity basketball tournament on April 11. The event will benefit both the Ken Logan Memorial Scholarship Foundation and the Gaithersburg Police Foundation.

The games will be held in the main gymnasium at Gaithersburg High School, 314 South Frederick Avenue in Gaithersburg. Tip-off for the first game between staff and students of GHS will be at 6 p.m. The second game, which features Gaithersburg Police Officers versus GHS staff and students, tips-off at 7 p.m.

Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section are investigating two suspicious deaths in Germantown.

This morning, at approximately 8:49 a.m., 5th District officers responded to the 12900 block of Pinnacle Drive in Germantown for the report of a critical missing juvenile possibly being at that location.

After being unable to make contact with anyone inside the residence, officers forced entry at approximately 10:05 a.m. Upon entering the residence, officers located two deceased victims, a 31-year-old male and a 17-year-old female. Detectives believe that the two victims knew each other but cannot confirm the nature of the relationship at this time. This is not believed to be a stranger-based event, and police are not looking for any suspects.

The location in which the two deceased victims were located is the adult male’s residence, and detectives do not believe that the female lived at that location.

The investigation is on-going and no additional details are available at this time. The identity of the victims will be released after family members have been notified.

Detectives from the Collision Reconstruction Unit are investigating a fatal collision that occurred in Germantown early this morning.

Today at approximately 2:31 a.m., officers from the 5th District and Fire/Rescue personnel responded to the report of a serious collision on Mateny Road at Clopper Road.

Preliminary investigation revealed that a blue, 2004 Honda Civic was traveling north on Mateny Road. As the Honda entered the intersection of Mateny and Clopper Roads, it collided with a Regency taxicab that was traveling east on Clopper Road. For reasons still under investigation, the Honda spun 180 degrees and traveled south on Mateny Road. It left the right side of the road and struck a tree. The driver succumbed to her injuries on the scene. She has been identified as Colleen Nicole Bell, 20 years old, of the 19100 block of Highstream Drive in Germantown.

The driver of the cab has been identified as Mabeen Basharat, 31 years old, of Steeple Court in Germantown. He reported an injury but was not transported.

This collision remains under investigation. Investigators are asking that anyone with information regarding this collision contact the Collision Reconstruction Unit at 240.773.6620. Callers may remain anonymous.

Nordstrom and Sunglass Hut Fraud Scheme Arrests

In July of 2012, detectives from the 3rd District Investigative Section and the 4th District Petty Crimes Unit received information regarding a fraud scheme occurring in Nordstrom stores in the metro area. Nordstrom loss prevention officers discovered that a group of individuals were fraudulently returning items to their stores.

Detectives began to investigate the fraud and identified four suspects involved in the scheme. Investigators also determined that the suspects were committing the same type of fraud at optical stores owned by Luxottica-Group. The scheme would begin with one of the suspects purchasing an item at the store and obtaining a gift receipt and a standard purchase receipt. One of the suspects would then visit another store location and return the legitimately purchased item without a receipt and would obtain cash. Suspects would then complete two additional transactions by returning identical items to the one purchased using the gift receipt and standard receipt. The suspects would receive cash refunds. Detectives continue to investigate the origin of the credit cards used to initially purchase the items and the origin of the merchandise used to complete the second and third transactions.

On April 3, 2013, three suspects involved in the scheme were arrested on the strength of Montgomery County arrest warrants. The three suspects that have been arrested are identified as :

Charmaine Rogers, age 38, of the 2300 block of North Pulaski Street in Baltimore;
Antwine Finch, age 31, of the 5000 block of Clifton Avenue in Baltimore;
Kenyon Saunders, age 24, of the 5000 block of Clifton Avenue in Baltimore.

Finch used to be employed by Nordstrom.

The fourth suspect, who has an active warrant for his arrest, is identified as : Les Royal Brown, age 24, of an unconfirmed address. Detectives are asking anyone with information about the whereabouts of Brown to please call Detective O�Brien at 301-565-7740.

The suspects have been charged with numerous crimes to include: multiple counts of theft, theft scheme over $1,000, conspiracy to commit theft over $1,000, and multiple counts of trespassing.

On April 3, search warrants were executed at the homes of Finch, Saunders, and Rogers. Approximately $200,000 worth of merchandise believed to be stolen was recovered from the residences. The merchandise is from a number of companies. Detectives have determined that in 2012, these four suspects collectively were responsible for thirty fraudulent transactions at the Nordstrom in Westfield Montgomery Mall in Bethesda.

This fraud scheme is an on-going investigation. Anyone with information about this scheme or the suspects involved is asked to call Detective O�Brien at 301-565-7740. National Autism Awareness Month

April is National Autism Awareness Month. Individuals with medical conditions like Alzheimer�s, Autism, or Down�s Syndrome have a propensity to wander. As police officers, we are often called to a home or area to assist a caregiver with locating a person who has wandered. The department recognizes that caregivers of loved ones with these disorders have a huge responsibility. Below are some measures that a loved one can take to prevent/decrease wandering and steps that can be taken to ensure a quick recovery if the person does leave home.

Make it difficult for your loved one to wander. Install an alarm if possible.
Caregivers can reach out to their neighbors before an incident of wandering occurs and explain the situation. Examples of letters that can be given to neighbors can be found on the Project Lifesaver area of our website.
Make sure the person has identification on them at all times.
Take a full-length photo and head-shot of your loved one. Store the photos electronically. If the person goes missing, the photos can be sent to law enforcement quickly.
Call 911 immediately if your loved one has wandered so that police can respond.
As summer approaches, it is important to emphasize that persons with Autism are often attracted to water sources such as pools, ponds, and lakes, and may gravitate towards bodies of water when they wander. Drowning is the number one cause of premature death for individuals with Autism. For caregivers of children with Autism, teaching your child to swim early could absolutely save their life! Also, knowing where bodies of water (lakes, pools, etc.) are in your neighborhood is important.

The police department runs a Project Lifesaver Program to address the problem of wandering. Eligible individuals with Autism, Alzheimer�s Disease, and related disorders are outfitted with a personalized bracelet. The bracelet emits a unique automatic tracking signal every second, 24 hours a day. If the participant wanders, loved ones call 911. Officers who have been trained in the Project Lifesaver System then use radio frequency tracking equipment to locate the participant. Project Lifesaver officers are also specially trained in the methods necessary to communicate with a person who has these disorders.

Caregivers, community members, and officers can all work together to prevent wandering and ensure that individuals are quickly located if they do wander. Gaithersburg Police Department Celebrates 50 Years of Service

Gaithersburg, MD (April 1, 2013). It was 50 years ago today that the Gaithersburg Police Department was established. On April 1, 1963, a resolution was signed by then Mayor Merton F. Duvall. Chief David Marstiller was the first Chief of Police, although there are references to a �Town Marshall� in the minutes of Town Council Meetings prior to 1963. The town budget for Fiscal Year 1964 included �police protection� salaries for the solitary officer amounting to $4,000, and equipment purchases of $500.

The Department grew from an authorized strength of three sworn officers and one civilian clerk in the early 1970s, when the City�s population was 7,000, to its current authorized strength of 57 sworn officers and 15 civilians. Gaithersburg�s population now stands at just over 64,000, and the proposed operating budget for the Police Department in Fiscal Year 2014 is approximately $9.2 million.

�Over the last half century, the department has seen many changes, including increased strength of officers, technological advancement and training, and redesigns of the police cruisers and uniforms; however, our mission has not changed. We remain committed to our core values of Service, Integrity and Respect, continuing to enhance public safety and add to the quality of life for all Gaithersburg residents,� said Chief Mark P. Sroka.

To commemorate this occasion, the department created an anniversary badge to serve as a visual reminder of our commitment to public safety. Wearing the anniversary badge is voluntary this year. All officers will resume wearing their regular duty badges in 2014.

MCP to Particpate in 3rd Annual Litter Enforcement Month

April is recognized as Litter Enforcement Month in and around the Washington, D.C. region, and the Montgomery County Police Department is once again participating in the Alice Ferguson Foundation and Metropolitan Washington Council of Government�s 3rd Annual Litter Enforcement initiative which begins today, April 1, and continues through April 30.

During this time MCP officers, along with many other local law enforcement agencies, will be particularly vigilant in
identifying litter violations and enforcing the applicable criminal, traffic, and civil statutes. Citations will be issued when violations of littering and dumping laws are observed.

Anti-littering and dumping laws can be found in Maryland State law, Maryland Motor Vehicle law, and the Montgomery County Code.

Maryland State law CR 10-110 provides the stipulations against disposing or dumping of items under 100 pounds, over 100 pounds, and over 500 pounds. Littering or dumping of items under 100 pounds is a misdemeanor and carries a penalty of up to 30 days in jail and/or up to a $1,500 fine. Items weighing 100 to 500 pounds carry a penalty of up to one year and/or up to a $12,500 fine. Items over 500 pounds carry a penalty of up to five years and/or up to a $30,000 fine.
Maryland Motor Vehicle Law 21-1111 states that it is illegal to drop or place an injurious substance on a roadway. It is also illegal to throw, deposit, or discharge refuse from a vehicle onto the roadway. A citation for throwing any type of trash can result in a fine of up to $140 and two points. If the littered substance contributes to a traffic collision, it may result in a fine of up to $180 and three points.
Montgomery County Code, Chapter 48, Section 11 provides both criminal and civil violations against dumping or littering on property and roadways. A criminal violation carries a penalty of up to six months in jail and/or a $1,000 fine. A civil violation carries a fine up to $500 and a fine up to $750 for a repeat offense.

The Montgomery County Police Department encourages the public to report violations of anti-littering and dumping laws by contacting the police non-emergency number at 301-279-8000. The Department welcomes the assistance of the community in helping to achieve the goal of a trash-free Montgomery County.

Rabies Clinics Offered in Montgomery County

The Montgomery County Police Department�s Animal Services Division will be sponsoring five rabies vaccination clinics during 2013. The clinics will be held at the Montgomery County Animal Shelter located at 14645 Rothgeb Drive in Rockville. Each clinic will begin at 10:00 a.m. and will end at 12:00 p.m. (noon) on the following dates:

Sunday, April 21
Sunday, May 19
Sunday, June 16
Sunday, July 21
Sunday, August 18

Maryland law requires that all dogs, cats, and ferrets over the age of four months be vaccinated against rabies. Failure to vaccinate an animal as required may subject the owner to a $500 fine. When brought in for vaccination, all dogs must be leashed. Cats and ferrets must be in carriers or otherwise contained.

At the clinics, the rabies vaccinations will be administered by a participating veterinarian at no charge for dogs and cats owned by residents of Montgomery County. There will be a minimal $4.00 charge for ferrets and out of county pets. County residents, as well as residents of the City of Rockville and the City of Gaithersburg, will be required to purchase a pet license if their pet is not currently licensed.

In previous years, rabies cases have been reported in 49 states as well as Puerto Rico. Wild animals traditionally account for 95% of the reported cases in the United States and raccoon rabies is now prevalent in all of the eastern coastal states, including Maryland. The most common carriers of rabies in Maryland include raccoons, foxes, bats, and skunks.

Public health activities, including the vaccination of companion animals, protect pets from the deadly rabies virus and also contribute to a reduction in the transmission of the virus from wild animals to humans. Exposure to rabies can be prevented:

Have your dogs, cats, and ferrets vaccinated against rabies and keep the vaccinations up to date.

Avoid sick animals and those acting in an unusual manner.
Do not approach, touch or feed wild or stray animals.
Do not allow pets to roam free.
Teach children to stay away from wild animals or animals they do not know.
Prevent bats and other wildlife from entering your home by using appropriate window screens and chimney caps.

Pedestrian Safety Initiative Conducted in Gaithersburg

Gaithersburg, MD (March 28, 2013). On March 26, 2013 from 4 to 9 p.m., the Gaithersburg Police Department conducted an initiative to increase awareness of pedestrian safety through education and enforcement efforts. The campaign was made possible through a grant from the Maryland Motor Vehicle Administration Highway Safety Office.

Locations were chosen for education and enforcement actions due to high pedestrian traffic and recent events. They included Clopper Road at Firstfield Road, Route 355 at Odend Hal Avenue and Great Seneca Highway at Orchard Ridge Drive. The focus was on pedestrians not properly using crosswalks, drivers failing to stop at clearly marked stop lines and drivers failing to yield to pedestrians. Drivers and pedestrians observed in violation received either a citation or a pre-printed warning.

Officers issued 131 warnings and nine traffic citations to both pedestrians and drivers and handed out 65 educational brochures to pedestrians during the initiative. One traffic stop resulted in an individual being charged with possession of a controlled dangerous substance.

“Pedestrian safety remains a concern, especially in areas where citizens often cross against the pedestrian signal, putting themselves at risk of being struck by a vehicle,” said Police Chief Mark P. Sroka. “We will do all we can to encourage awareness and compliance of the rules of the road for both pedestrians and drivers.”

The Gaithersburg Police Department reminds pedestrians and drivers of the following:

Drivers

Stop for pedestrians at crosswalks.
Slow down and obey the posted speed limit.
Use caution when passing stopped vehicles.
Look for pedestrians stepping out from between parked cars.

Cross the street only at marked crosswalks and intersections.
Before crossing, look left, right, then left again.
Use pedestrian pushbuttons.
Wait for the “Walk” signal to begin crossing the street.

Suspect Arrested for Burglary on Tralee Terrace

Officers from the 5th District have arrested a suspect responsible for a burglary that occurred on Tralee Terrace in Damascus on March 24.

On March 24, at approximately 7:01 p.m., officers responded to the 10500 block of Tralee Terrace for a report of a suspicious situation. Neighbors informed police dispatch that a male subject had gained access to an apartment through a back window and had removed a TV from the apartment. A suspect description was provided to officers.

Officers arrived on-scene and located a male subject matching the description of the suspect. Officers detained the subject, and further investigation lead to the discovery of evidence linking the detained subject to the burglary. The suspect was placed under arrest. Following his arrest, the suspect lead officers to where he had hidden the TV that had been stolen from the apartment.

The suspect has been identified as Jesse Fleming, age 33, of the 24200 block of Preakness Drive in Damascus. Fleming was charged with first degree burglary and theft under $1,000. Fleming was released on bond on March 26.

Detectives Arrest Suspect for Multiple Burglaries in Damascus Area

Detectives from the 5th District Investigative Section have arrested a suspect believed to be responsible for a series of burglaries that has been occurring on Mountain View Road in Damascus since December 2012.

The following burglaries were reported:

December 9, 2012 – Pleasant Grove Church at 11225 Mountain View Road.
February 2, 2013 – (Attempted burglary) at the Pleasant Grove Church.
February 10, 2013 – 11400 block of Mountain View Road.
February 19, 2013 – Pleasant Grove Church.

Through the course of investigation, Steven Tyler Haines, age 19, of the 11400 block of Mountain View Drive in Damascus was developed as a suspect. An arrest warrant was issued for Haines on February 28, 2013, but Haines’ whereabouts were unknown.

On March 23, 2013, a burglary was reported in the 11300 block of Mountain View Road, and on March 24, 2013, a theft was reported in the 11300 block of Mountain View Road.

Following the theft on March 24, 5th District officers received information that Haines may be at an address on Mountain View Road. Officers located and arrested Haines following a foot pursuit. Upon arresting Haines, officers discovered property on him that had been stolen in the March 23 burglary.

The arrest warrant from February 28 was served on Haines following his arrest charging him with three counts of second degree burglary and theft-related charges. Haines was also charged with an additional count of second degree burglary and theft following the March 23 burglary and the March 24 theft. Haines is currently being held on two $100,000 bonds.

Police Investigate Pedestrian Collision on Westport Road

Detectives from the Montgomery County Police Collision Reconstruction Unit are investigating a collision involving a pedestrian and a vehicle that occurred on Westport Road in Chevy Chase.

On Tuesday March 26th, at approximately 7:57 a.m., 2nd District officers and Fire/Rescue personnel responded to the area of Westport Road and Saratoga Avenue for the report of a personal injury collision. Preliminary investigation revealed that a pedestrian was walking on Westport Road just east of Saratoga Avenue and was struck by a 2012 Toyota Sienna that was turning from northbound Saratoga Avenue onto eastbound Westport Road.

The pedestrian has been identified as Alice Ann Winkler, age 50, of the 5200 block of Saratoga Avenue in Chevy Chase. She was transported to the Cowley Shock Trauma Center with serious injuries. She remains there in serious condition.

The driver of the Toyota was identified as Pablo Martinez Varela, age 51, also of the 5200 block of Saratoga Avenue in Chevy Chase. Varela remained on scene of the collision and provided information to investigators.

The circumstances surrounding this collision remain under investigation. Detectives are asking anyone who witnessed or may have information about this collision to contact the Collision Reconstruction Unit at 240-773-6620. Callers may remain anonymous.

Police Investigate Child Falling from
Fourth Floor Apartment in Aspen Hill

On March 25, at about 9:11 a.m., Montgomery County Police and Fire/Rescue responded to the 3800 block of Bel Pre Road for the report of a three-year-old girl that had fallen out of an apartment window.

Preliminary investigation revealed that the 3 year-old-girl had fallen out of a fourth story window to the ground below. She was transported to Holy Cross Hospital for initial treatment and then to Children’s Hospital where she remains in serious but stable condition. Police have determined that two adult family members were home at the time.

As is protocol, detectives from the Family Crimes Division are investigating the circumstances surrounding this event.

Fatal Single Vehicle Collision in Gaithersburg Investigated

Detectives from the Collision Reconstruction Unit are investigating a fatal collision that occurred early this morning in Gaithersburg.

At approximately 1:02 a.m., an off-duty police employee called 9-1-1 to report a gray pick-up truck being driven erratically. Police started to respond to the area and a lookout was placed for the vehicle. One officer arrived to the area of Route 108 and Hawkins Creamery Road but before he could get the driver to stop, the vehicle left the eastbound lane of Route 108 and struck a tree. The driver succumbed to his injuries on the scene.

The driver has been identified as Jose Antonio Ayala, 49 years old, of Fullview Court in Gaithersburg. Family members stated that Mr. Ayala was a diabetic and insulin dependent. He was last scene by family at approximately 6:00 p.m. on Saturday, March 23, when he left the house for groceries.

Police Investigate Fatal Collision in Derwood

Detectives from the Montgomery County Police Collision Reconstruction Unit (CRU) are investigating a fatal vehicle collision that occurred this afternoon in Derwood.

At approximately 12:20 p.m., officers from the 6th District and Fire Rescue personnel responded to the area of Shady Grove Road just west of Muncaster Mill Road for the report of a single vehicle collision. Preliminary investigation revealed that a black 2003 BMW X5 was traveling westbound on Shady Grove Road. For reasons still unknown, the vehicle left the roadway between Muncaster Mill Road and Mill Run Drive and struck several trees and a fence. The driver, identified as Standford Wilson, Jr, age 61, of the 20000 block of Mattingly Terrace in Gaithersburg, was transported to a local hospital where he died from his injuries.

Rockville Police Charge Two in Robbery, Assault and Theft

Rockville, Md., March 22 - The Rockville City Police Department has arrested two men in connection with an assault and robbery that occurred March 18, 2013 in the 700 block of Hungerford Drive.

Jose M. Lopez, (10/21/83) of the 500 block College Parkway, Rockville, MD was arrested on March 20 and charged with one count of Conspiracy to Commit Robbery. Jugo A. Rivera, (3/21/85), no fixed address, was arrested on March 21 and charged with Robbery, Second Degree Assault and Misdemeanor Theft.

Rockville City Police were called at approximately 12:30 p.m. March 18, after it was reported that a female had been robbed while loading groceries into her car. When police arrived, the victim reported that a suspect approached her asking for money. As she reached into her purse, the suspect grabbed her purse, and began to run away dragging her to the ground. The suspect was able to take control of the purse and flee the area.

A police investigation yielded video footage depicting two suspects in the robbery and the physical descriptions of those individuals were passed on to patrol officers. On March 20, a member of the Rockville Police Department's Street Crimes Unit recognized an individual matching the description of one of the suspects. The subject, Jose Lopez, was interviewed by investigators and admitted involvement in the robbery. On March 21, the second suspect, Jugo Rivera, was arrested by Rockville officers.

Both suspects were taken to the Montgomery County Central Processing Unit. Lopez was released on personal bond and Rivera is being held on $100,000 bond.

Turn in Unused or Expired Medication on April 27

Rockville, Md., March 21 - The Rockville City Police Department in cooperation with the Drug Enforcement Administration (DEA) has scheduled another National Prescription Drug Take-Back Day for Saturday, April 27, 2013, from 10 a.m. to 2 p.m.

This is a great opportunity for those who missed the previous events, or who have subsequently accumulated unwanted, unused prescription drugs, to safely dispose of those medications.

From 10 a.m. to 2 p.m., Rockville City Police will collect expired, unused or unwanted prescription drugs for disposal. The medications will be collected at the Rockville City Police Station Lobby at 2 West Montgomery Avenue. The service is free and anonymous.

In the four previous Take-Back events, the DEA in conjunction with state, local and tribal law enforcement partners have collected more than 2 million pounds (1,018 tons) of prescription medications.

The National Prescription Drug Take-Back Day aims to provide a safe, convenient, and responsible means of disposal, while also educating the general public about the potential for abuse of these medications.

Detectives from the Montgomery County Police Collision Reconstruction Unit are investigating a fatal collision involving a pedestrian and a school bus that occurred this morning on Clopper Road.

This morning, at approximately 6:26 a.m., 6th District officers and Fire/Rescue personnel responded to the area of Clopper Road and Metropolitan Grove Road for the report of a personal injury collision. Preliminary investigation revealed that a pedestrian was crossing Clopper Road just east of Metropolitan Grove Road. The pedestrian was struck by a Montgomery County school bus that was traveling westbound on Clopper Road.

The pedestrian has been identified as George Pezdirtz III, age 55, of the 900 block of Clopper Road in Gaithersburg. Pezdirtz succumbed to his injuries at the scene of the collision.

The driver of the school bus has been identified as Telma Elizabeth Ramirez, age 57, of the 19200 block of Hempstone Avenue in Poolesville. Ramirez remained on scene of the collision and provided information to investigators. There were no students on board the school bus at the time of the collision.

Police Investigate Home Invasion Shooting in Aspen Hill

This morning at approximately 12:46 am, 4th District officers responded to a residence in the 13000 block of Freeland Road in the Aspen Hill area for the report of a shooting that had just occurred. At the home, police located a 14-year-old female who had been shot in the ankle and a 55-year-old male who had been shot in the upper body.

Preliminary investigation by Robbery detectives has revealed that just before 12:46 a.m., two suspects forced entry through a door into the home on Freeland Road. The armed suspects demanded money from the house residents. During the interaction between the suspects and residents, a 14-year-old female and a 55-year old male were shot. After the shooting, the suspects fled from the home. The suspects are described as white males who are both between the ages of 20 and 25.

Both victims were transported to local hospitals with non-life-threatening injuries.

At this time, detectives believe there is some association between the suspects and residents.

Felony Lane Identity Theft

Detectives from the 5th District Investigative Section are investigating a series of daytime thefts from vehicles that have been occurring in the Damascus and Germantown areas since mid-December. In all of the incidents, the victims have left a purse in plain view within the vehicle while the vehicle was parked at a park, dog park, community center, or similar establishment. The suspect(s) have smashed a window to enter the vehicle and stolen the purse which oftentimes contains bank cards, checks, and/or credit cards. Most of the victims have then had their identity used to cash stolen checks throughout several Maryland counties.

Ongoing investigation into these thefts has revealed that these incidents are part of a larger crime scheme, known as Felony Lane Identity Theft. Felony Lane Identity Theft describes theft crimes that are initiated when a purse containing a victim’s identification, credit cards, and personal checks is stolen from a vehicle parked at a park, community center, etc. After the purse is stolen, the suspect uses the stolen credit cards and checks before the victim is able to cancel them.

Characteristics of “Felony Lane Identity Theft”:

Suspect(s) are often part of a well-organized group that travels throughout the United States committing this type of theft.
Suspect(s) oftentimes go to the victim’s bank or credit union and use the victim’s photo identification and personal checks to make withdrawals from the victim’s bank account.
Suspect(s) often cross county and state lines in order to cash the checks.
Suspect(s) may use a disguise in order to resemble the photo on the victim’s identification.
Suspect(s) will use the farthest lane of the drive-through at the bank in order to cash the checks. The term “Felony Lane” is derived from the suspects’ tendency to use these far lanes of the drive-through.
Suspect(s) will oftentimes use rented vehicles to complete the transactions in order to prevent tracking by vehicle license plate number.

In addition to the incidents that have occurred in the 5th District, detectives are aware that these incidents have been occurring throughout Montgomery County as well as throughout the DC Metro area.

With this in mind, police are reminding residents to:

Refrain from leaving valuables in plain sight inside of their vehicle.
Cancel their bank cards and credit cards immediately in the event that they are stolen.
Contact police if any suspicious activity is observed in areas such as parks, dog parks, community centers, etc.

Gaithersburg Police Accreditation Team Invites Public Comment

Gaithersburg, MD (March 19, 2013). A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) will arrive in Gaithersburg on April 14, 2013 to examine all aspects of the Gaithersburg Police Department’s policies, procedures, management, operations and support services.

Since the inception of CALEA’s Accreditation process, this voluntary program has become the primary method for law enforcement agencies to demonstrate their commitment to excellence. The standards upon which the Law Enforcement Accreditation Program is based reflect the current thinking and experience of law enforcement practitioners and researchers. Major law enforcement associations, leading educational and training institutions, government agencies, as well as law enforcement executives internationally, acknowledge CALEA’s standards and its accreditation program as the benchmark for professional law enforcement agencies.

As part of the on-site assessment, City employees and members of the community are invited to offer comments at a public information session to be held on Sunday, April 14 at 4 p.m. in the City Hall Council Chambers, 31 South Summit Avenue. Public comment will also be accepted via telephone between the hours of Noon and 2 p.m. on Sunday, April 14 and between 1 and 3 p.m. on Monday April 15. Rockville, MD, March 19 -- A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), will arrive Sunday, April 7, 2013, to examine all aspects of the Rockville City Police Department's policy and procedures, management, operations, and support services, Chief T. N. Verification by the team that the Rockville City Police Department meets the Commission's state-of-the-art standards is part of a voluntary process to gain reaccreditation--a highly prized recognition of law enforcement professional excellence. The Rockville City Police Department has to comply with 480 standards in order to maintain accredited status, Chief Treschuk said.

Connection with Two Recent Sexual Assault Incidents

Metro Transit Police today charged Michael Levaughn Williams, 19 of Washington, D.C., with Misdemeanor Sexual Abuse for an incident at L�Enfant Plaza on January 29, 2013. Williams is alleged to have approached a female victim on the New Carrollton/Largo Town Center platform and grabbed her inappropriately from behind. She was able to break away and board the waiting train.

Subsequently, on February 2 at approximately 9:45 a.m., the same victim alleges that Williams approached her again, this time through the emergency doors of a Vienna-bound Orange Line train. The victim reported that Williams began assaulting her by touching her inappropriately. A bystander intervened, contacted the train operator via the emergency intercom, and requested the help of Metro Transit Police. Williams ran off the train at the next station and left the area prior to police responding.

Transit Police Detectives were able to identify the suspect, and a bulletin was issued to all MTPD officers with Williams� description and photo. He was stopped and arrested yesterday by two MTPD patrol officers.

Williams was charged today in connection with the assault at L�Enfant Plaza. Additional charges for the February 2 incident are pending.

Montgomery County Police would like to remind those celebrating this holiday weekend to make a plan before you party! Be responsible about your alcohol intake. Designate a sober driver or contact a taxi at the end of the night to make sure you arrive home safely.

In 2011, nearly one third of traffic fatalities involved a drunk driver. That�s an average of one drunk driving-related fatality every 53 minutes.

Law enforcement agencies throughout the region will be conducting drunk-driving prevention enforcement this St. Patrick�s Day weekend. MCP, in conjunction with the National Highway Traffic Safety Administration (NHTSA), as part of Checkpoint Strikeforce, will have extra patrols specifically targeting impaired driving.

Enforcement will begin Friday, March 15 through the early morning hours of Monday, March 18. MCP will be using a combination of saturation patrols as well as sobriety checkpoints throughout the County to help get impaired drivers off the road. Be a lucky one this weekend � Don�t Drive Drunk!

Police Warn of Utility Scam

Detectives from the 5th District Investigative Section are investigating an incident involving a utility scam in Gaithersburg.

On March 8, at approximately 2:43 p.m., officers responded to an address in the unit block of Highland Avenue for the report of a burglary. The 93-year-old female victim told police that she saw a male suspect on her front porch wearing a white hard hat and a black jacket with an unknown emblem on the front. The suspect claimed to work for the water company and that there had been a gas leak that had affected the water in the area. The suspect and victim then went to the basement of the residence to check the main valve. While there, the victim was distracted and the suspect, along with a second suspect who had entered while the others were downstairs, removed items of value from the house and left the scene.

Information provided by the victim and her neighbors led to the following descriptions:

Suspect #1 is described as a Hispanic male, 5-08 tall, 145 pounds, approximately 30 years old.
Suspect #2 is described as a Hispanic male, 6-00 tall, 180-200 pounds, approximately 30 years old.

The vehicle involved in this incident is described as an older model small to mid-size sedan with flat black paint and dark tinted windows.

Police warn residents to be aware that all utility workers will carry proper identification. If a worker is unable to provide proper identification, do not allow him or her to enter your residence. Additionally, you may check with your utility companies to determine whether the company has workers in your area before allowing the worker to enter your home.

Officers from the 2nd District Traffic Squad are investigating a serious pedestrian collision that occurred in Bethesda this morning.

At approximately 9:37 a.m., 2nd District officers and Fire/Rescue personnel responded to a call for a pedestrian struck on Old Georgetown Road just north of Alta Vista Road.

Preliminary investigation revealed that a silver 2006 Honda Civic was traveling southbound on Old Georgetown Road. The Honda struck a 59-year-old male pedestrian who was in the southbound lanes of Old Georgetown Road just north of Alta Vista Road. The driver remained on the scene and is cooperating with investigators.

The pedestrian was transported to Suburban Hospital where he remains in serious condition and is undergoing treatment. He has been identified as William George Cole of an unconfirmed address. The driver of the Honda has been identified as Remy Jean Pascal Bosselut, age 52, of the 6000 block of Chatsworth Lane in Bethesda.

The circumstances surrounding this collision remain under investigation.

On March 12, 2013, at approximately 3:22 p.m., Takoma Park Police responded to a bank alarm at the Sun Trust Bank on Laurel Avenue, Takoma Park, Maryland, for a bank robbery in progress.

Investigation revealed that the suspect gave a bank teller a note demanding money. The bank teller complied and the suspect fled the bank on foot on Laurel Avenue going towards the District of Columbia.

A weapon was not seen during the bank robbery. A perimeter was established and all surrounding jurisdictions notified. Montgomery County Police K9 responded and conducted a track with negative results. Takoma Park Police's Criminal Investigation investigators and Federal Bureau of Investigation (FBI) agents responded to the bank and assisted in the investigation.

Suspect Still at Large

The suspect is described as a black male, 5’1-5’3, 120-130 lbs., last seen wearing black pants, a red shirt, a black military style sweater, black tactical vest, black ski hat and black reading glasses.

Police Remind Pedestrians to be Careful

On March 12, three separate incidents involving motor vehicles striking pedestrians occurred in Montgomery County.

At 7:19 a.m., a Watkins Mill High School student was struck while in a crosswalk in the 10300 block of Apple Ridge Road.
At 7:47 a.m., a pedestrian was struck crossing Wisconsin Avenue at Chelsea Lane.
At 8:55 a.m., a mother with two elementary school aged children were struck while on the sidewalk crossing the driveway access to a parking lot in the 100 block of North Summit Avenue.

All the incidents remain under investigation at this time. All pedestrians involved were transported to local emergency rooms with non-life threatening injuries.

As a friendly reminder, the Montgomery County Police are offering a few tips that will help make the roads a safer place.

Drivers

Look for pedestrians before you enter or exit a driveway. This is when you cross the sidewalk where pedestrians walk. Since they are on the sidewalk, they might be less alert than when crossing streets.
Look all around your vehicle, all the time. Keep your eyes moving.
With the spring coming, be on the look out for increased pedestrian traffic, increased bicycle traffic, and an increase in children playing at parks, in school yards, and in residential areas. Look for pedestrians stepping out from between parked cars. Where there are a lot of parked cars, there will likely be pedestrians

Pedestrians

Stay alert while crossing roadways. Refrain from phone use, texting, and wearing ear buds.
Be seen. Wear clothing with bright visible colors or even reflective cloth. If your clothing is dark, it is more difficult to be seen in any adverse light conditions.
Be proactive by watching traffic when crossing. Always cross at a controlled intersection. At the signal, cross only when the “walk” signal is displayed.
Before crossing, first look left, then right, then left again to check for any traffic.
Parents are the most important models of proper pedestrian behavior for children.
Remember, be an engaged pedestrian. It may save your life.

Division Director Now Confirmed as Assistant Chiefs

Earlier this year, County Executive Isiah Leggett nominated Captain Darryl McSwain and Commander Luther Reynolds for appointments to the rank of Assistant Chief of Police. Today, the appointments were approved by the Montgomery County Council, and Captain McSwain and Commander Reynolds have been promoted to the rank of Assistant Chief. Chief McSwain will be assigned to head the newly-created Patrol Bureau, and Chief Reynolds will be assigned to head the Management Services Bureau.

Captain Darryl McSwain

Assistant Chief McSwain is a 24-year veteran of the Montgomery County Police Department. He joined the police department in September of 1988, and his first assignment was as a patrol officer in the 4th District (Wheaton) where he remained for 8 years. In 1994, he was promoted to the rank of Sergeant and was selected as the Community Outreach Section Supervisor in 1997. Chief McSwain later served as the Administrative Assistant to the Investigative Services Bureau Chief. Upon promotion to the rank of Lieutenant in 2000, Chief McSwain worked as a Deputy District Commander in the 3rd District (Silver Spring). In April of 2002, he was promoted to the rank of Captain and assumed command of the Internal Affairs Division for 3 years. Chief McSwain then served as the 1st District (Rockville) Commander from May of 2005 until August of 2010. His most recent assignment was as Director of the Special Operations Division.

Chief McSwain received his Bachelor of Arts Degree in Criminal Justice from the University of Maryland. He later earned a Master of Arts Degree in Administrative Management from Bowie State University. Chief McSwain is a graduate of the 240th Session of the F.B.I. National Academy.

Cmdr. Luther Reynolds

Assistant Chief Reynolds began his career with Montgomery County as a civilian in the Office of Budget Management in 1988. In 1989, Chief Reynolds attended the police academy, and his first assignment was as a patrol officer in the 5th District (Germantown) where he remained until his promotion to Sergeant in 1996. While holding the rank of Sergeant, Chief Reynolds was assigned as the Administrative Assistant to the Field Services Bureau and as a patrol supervisor in the Germantown District. In 1998, Chief Reynolds was promoted to Lieutenant and assigned as the Deputy Commander of the 4th District (Wheaton) station. In February 2000, Chief Reynolds was promoted to Captain and became the Commander of the 2nd District Station (Bethesda). Following his command assignment, Chief Reynolds held the position of Personnel Division Director and Training and Education Division Director. Chief Reynolds� most recent position was Commander of the 5th District (Germantown) station where he had been assigned since August 2010.

Chief Reynolds received his Bachelor of Science Degree in Criminology from Florida State University. He later earned a Master of Science Degree in Business from Johns Hopkins University. Chief Reynolds is a graduate of the 224th Session of the F.B.I. National Academy.

Chevy Chase Village Police Seek Re-Accreditation

Chevy Chase Village Police Chief John M. Fitzgerald announced today that a team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA or ‘Commission’) will arrive on April 7, 2013, to examine all aspects of the Chevy Chase Village Police Department’s policy and procedures, administration, operations, and support services. The assessors are: Team Leader, Retired Chief Neil Ferdelman from the Hamilton, Ohio Police Department and Deputy Chief Daniel Mills from the Portage, Michigan Police Department.

The Chevy Chase Village Police Department was accredited in August 1998 and reaccredited in August 2001, 2004, 2007, and 2010. Accreditation covers a three-year period during which the Department is required to submit annual reports and other documentary evidence of continued compliance with 480 written standards. The 3-day on-site assessment process requires the assessment team to review written materials,interview individuals, and visit offices and other locations where compliance can be witnessed and validated. Once the CALEA assessors complete their in-depth review of the Chevy Chase Village Police Department, they will report back to the full Commission, which will then decide if the agency is to be granted accredited status.

“Verification by the team that the Chevy Chase Village meets the Commission’s best practice standards is part of a voluntary process to gain accreditation – a highly prized recognition of public safety and professional excellence,” Chief Fitzgerald said.

Police Investigate Fatal Bicycle Collision in Silver Spring

Detectives from the Montgomery County Police–Collision Reconstruction Unit (CRU) are investigating a fatal collision that occurred last evening in Silver Spring.

Last night (March 10) at approximately 9:08 p.m., 3rd District officers and Fire & Rescue responded to the intersection of Silver Spring Avenue and Fenton Street for the report of a collision. Preliminary investigation by patrol units indicated that the bicyclist was northbound on the sidewalk of the southbound side of Fenton Street and was approaching Silver Spring Avenue. A 2004 Toyota Corolla was traveling westbound on Silver Spring Avenue and was approaching Fenton Street on a green light. The bicyclist entered the intersection on a red light and collided with the Corolla. The bicyclist, who was not wearing a helmet, was transported to a local hospital where he succumbed to his injuries. The driver of the vehicle was transported to a local hospital with non-life-threatening injuries.

The bicyclist is identified as Jesus Antonia Hernandez, age 23, of the 100 block of E. Wayne Avenue in Silver Spring. The driver of the Corolla is identified as Maria Inciong, age 79, of the 18000 block of Branchwood Lane in Sandy Spring.

Police Department Reorganization Plan Approved

County Executive Isiah Leggett and the County Council have approved a plan for a police department reorganization. The reorganization will create a Patrol Services Bureau and will allow for the movement of some Divisions from one Bureau to another. The plan will also create a fourth Assistant Chief position. Through the creation of a fourth Bureau and a reassignment of some Divisions, a more equitable allotment of personnel and responsibilities will exist for each Assistant Chief. Identifying Mail and Identity Theft Suspect

Detectives from the Montgomery County Police-4th District Petty Crimes Unit are currently investigating theft of checks from a mailbox in Silver Spring. The suspect has used those checks and information contained on those checks to commit various forms of fraud and identity theft.

On February 7, officers responded to a residence in the 15400 block of Tierra Drive in Silver Spring for the report of fraud. The two victims (husband and wife) had received a telephone call from their bank and were asked to verify a check. The male victim realized that although the check was valid, his signature had been forged on the check. The victims also determined that another check was fraudulently passed and that the suspect(s) attempted to open a credit card in one of the victim�s names.

Detectives believe that the suspects stole the checks from the victims� mailbox. The victims had ordered new checks from their bank to be delivered to their home. The victims went on vacation and the checks were never received.

Investigators have obtained surveillance photographs of the suspect fraudulently passing these stolen checks at banks. The following are tips to help prevent identity theft and fraud originating from the mail in your mailbox :

Install a locked mailbox at your residence to deter mail theft.
Use a post office box or a commercial mailbox service.
When you are away from home for an extended time, have your mail held at the Post Office or ask a neighbor or friend to collect it.
When ordering new checks, pick them up at the bank or request that the checks be sent with a signature requirement.
Suspects often steal mail, remove mail, and look for outgoing checks. The suspects then alter and cash the checks at area banks. (See recent press release: �Police Warn Residents of Mail Thefts.�) Drop important outgoing mail at local post offices or in a U.S. Postal Service mailbox. Detectives from the Collision Reconstruction Unit are investigating a serious pedestrian collision that occurred in the Silver Spring area this morning.

At approximately 9:31 A.M., 3rd District officers and Fire/Rescue personnel responded to a call for a pedestrian struck on Colesville Road near Noyes Drive.

Preliminary investigation revealed that a silver 2005 Honda Accord was traveling northbound on Colesville Road. The Honda struck a 75-year-old male pedestrian who was crossing Colesville Road from east to west just north of Noyes Drive.

The pedestrian was transported to Suburban Hospital with life-threatening injuries. He has been identified as John Skelton Williams of the 9000 block of Sligo Creek Parkway in Silver Spring. The driver of the Honda has been identified as Dennis Stewart, age 49, of the 9000 block of Belwart Way in Columbia.

Detectives from the 3rd District Investigative Section continue to investigate two strong-armed robberies that they believe were committed by the same three suspects. Today, detectives are releasing photographs of the three suspects and are asking for the public�s help in identifying them.

On January 16 at approximately 9:44 p.m., 3rd District officers responded to the area of Colesville Road and East-West Highway for the report of a robbery that had just occurred. Investigation has revealed that the 31-year-old male victim was walking in the 8300 block of Colesville Road when a subject grabbed him from behind and pulled him to the ground. Two other suspects then searched the victim�s person and stole property. The three suspects were last seen running into a parking garage on Colesville Road.

On January 17 at approximately 1:46 a.m., 3rd District officers responded to the area of Colesville Road and East-West Highway for the report of a robbery that had just occurred. Investigation revealed that two friends were walking together on Colesville Road when they were approached by three suspects. At the intersection of East-West Highway and Colesville Road, one of the suspects grabbed a 25-year-old victim�s cellular phone and punched him in the face. The other victim (also age 25) attempted to assist his friend and was also punched in his face. The three suspects fled on foot.

The three suspects are described by victims as black males and approximately 25 to 30 years of age. One suspect was wearing a black hoodie jacket and another suspect was wearing a tan jacket and had a mustache. Detectives obtained surveillance photographs of the suspects entering a building located in the area of the two robberies.

Arrest Made in Series of Commerical Robberies

Detectives from the Montgomery County Police Major Crimes Division � Robbery Section have arrested a suspect believed to be responsible for 10 commercial robberies and two street robberies that occurred throughout the county between December 27, 2012 and February 17, 2013.

On February 17, 6th District officers responded to two reports of armed robberies that occurred within a short time in the same area. At 9:23 p.m., officers responded to the Chinese Express located at 849 Russell Avenue in Gaithersburg (map location 1), and at 9:27 p.m., officers responded to the Exxon gas station located at 24A Montgomery Village Avenue in Gaithersburg (map location 2). At the Chinese Express, a suspect entered the restaurant, displayed a handgun, and demanded money. The suspect did not obtain any money and fled. At the Exxon, the suspect entered the store, displayed a handgun, and demanded money. The suspect obtained money and cigarettes and fled. In both incidents, the suspect was described as a black male wearing a black ski mask and a black and gray jacket.

A short time later, a 6th District officer observed a vehicle fail to stop at a stop sign at the intersection of Christopher Avenue and Hellingly Place. The officer conducted a traffic stop on the vehicle and recognized the driver as matching the suspect description for the robberies. Based on surveillance video obtained from the robbery locations and evidence located in the vehicle, including a handgun, the suspect was placed under arrest for the earlier robberies.

The suspect was identified as Duane James, age 52, of the 18600 block of Mustard Seed Court in Germantown. Further investigation by detectives determined that James was also responsible for the following commercial robberies:

On February 18, James was charged with two counts of armed robbery for the Chinese Express and the Exxon robberies as well as having a handgun in a vehicle and the use of a firearm in the commission of a felony. Following his arrest, robbery detectives obtained a warrant charging James with an additional nine armed robbery charges and three first-degree assault charges for the above listed robberies.

Detectives from the 4th District and the 5th District also obtained warrants for James charging him with an armed street robbery that occurred on January 13 at the Glenmont Metro station and an armed street robbery that occurred on February 10 in the Gaithersburg Square shopping center.

Detectives Investigate Armed Robbery
of Verizon Wireless Store in Plaza del Mercado

Detectives from the Montgomery County Police Major Crimes Division – Robbery Section are investigating the armed robbery of a Verizon Wireless store that occurred last night in Plaza del Mercado.

On February 26, at approximately 8:07 p.m., officers from the 4th District responded to the Verizon Wireless store located at 2221 Bel Pre Road for a report of an armed robbery. Investigation revealed that two store employees had been closing the business when two suspects entered the store. One of the suspects displayed a handgun, forced the employees to the back of the store, and restrained them. The suspects obtained an undisclosed number of cell phones and then fled from the store.

Suspects Still at Large

The suspects involved in this incident are described only as black males, both approximately 5’11″. One weighed approximately 160-165 pounds, the other approximately 175 pounds. Both were wearing jackets and dark-colored pants. A third male suspect may also be involved, but no description of that suspect is available at this time.

Police Investigate Fatal Pedestrian Hit and Run Collision in Wheaton

Detectives from the Collision Reconstruction Unit are investigating a fatal hit and run collision that occurred last night.

On Tuesday, at approximately 8:15 p.m., officers from the 4th District and Fire/Rescue personnel responded to the area of Connecticut Avenue and Randolph Road for a report of a pedestrian struck. Responding units located the female victim just off southbound Connecticut Avenue at Everton Street. She was in the grassy area between the curb lane and the service road. The victim was transported to Suburban Hospital where she later succumbed to her injuries Tuesday evening. The driver involved in the collision fled the scene.

Preliminary investigation revealed that the victim was crossing from east to west on Connecticut Avenue at Everton Street. She was on the south side of the intersection. The victim had crossed the northbound lanes safely but was struck by a vehicle in the southbound lanes. The victim is identified as Marlyn Eres Ali, 53 years old, of the 3800 block of nearby Elby Street.

At this time, investigators are not confirming the type of vehicle involved in this collision, but believe that it may have front-end damage.

The circumstances of this hit and run collision remain under investigation. Detectives are requesting that anyone with information concerning this collision or the vehicle and driver involved in it, contact the the Collision Reconstruction Unit at 240.773.6620. Callers may remain anonymous.

Montgomery County Police Warn of Active Telephone Scam

The Montgomery County Police Department – Financial Crimes Section wants to again warn residents of telephone scams following the report of three incidents since February 20. The department believes that these three most recent cases are related.

Summaries of the three most recent cases reported to the department are as follows:

February 20 – A Rockville resident received a call asking if she had a son. When she replied, “Yes”, the caller stated that her son was in a car accident and had been kidnapped. The suspect told the victim that her son would be killed unless the victim wired money. The suspect told the victim not to call police. The victim transferred money via wire transfer to Florida and Puerto Rico.
February 21 – An Aspen Hill resident received a call that his brother had been shot. The resident did not believe the caller and began to ask probing questions. The suspect hung up the phone after realizing the resident did not believe the story.
February 23 – A Montgomery Village resident received a call that his son and brother had been in a car accident. The caller stated that the son and brother were being held hostage until the resident paid for damages to the other person’s vehicle. The resident told the suspect he was calling police and ended the call. The resident was able to verify that his brother was safe.

The suspect (caller) in all three incidents has called from the same phone number. Although the number appears to be a local number, Financial Crimes detectives have determined that these calls have originated from outside of the country. Telephone scammers often use a technique called “spoofing” to manipulate and provide a fictitious number to a Caller ID display.

These types of phone scams are not unique to Montgomery County and have been reported in neighboring jurisdictions and around the country. Generally speaking, the scammer tells the victim that a family member or friend of the victim is in trouble or needs help. Scammers present a variety of emergency situations in these calls, to include a loved one who is in jail, has been in an accident, or has been physically hurt. The suspect often states that the event has occurred in another area and that the loved one is unable to talk. To assist in helping the family or friend, the victim is required to send money via wire transfer or other fund transfer (ie: pre-paid cards, internet transaction). In November of 2012, the Financial Crimes Section received reports of scammers posing as victims’ grandchildren. What you can do to protect yourself from telephone scams:

Do not provide information over the phone. Scammers often ask leading questions to retrieve information from you. Often, you do not realize that you are giving them valuable information.
Scammers create a sense of urgency. Slow down and ask the caller for detailed information and a contact number. Tell the caller you will call them back. Then, attempt to verify the caller’s story by calling family and/or friends.
Remember that scammers often use a technique called “spoofing.” Spoofing provides a fictitious number to a Caller ID display.
Do not send money.
Most importantly, contact police immediately if you believe you are a victim of a telephone scam.

At approximately 1:42 a.m., Takoma Park Police received a call for shots fired in the area of Flower Avenue.

Shortly after, they received another call for the report of two white males lying in a driveway in the 7300 block of Flower Avenue.

Officers responded out and confirmed both males deceased suffering from gunshot wounds. The males have not been identified at this time. There is no other information at this time.

Police Investigate Serious Collision in Gaithersburg

Detectives from the Montgomery County Police � Collision Reconstruction Unit (CRU) continue to investigate a serious collision involving four vehicles that occurred at approximately 1:15 p.m. today on Clopper Road just north of Game Preserve Road.

Preliminary investigation revealed that a 2012 black Chevrolet Equinox, driven by Kent Behzad Karimi, age 37, of the unit block of Polk Court in North Potomac, was stopped in the northbound lanes of Clopper Road waiting to make a left-hand turn into the driveway of Seneca Creek State Park. For reasons still under investigation, a white 2011 Chevrolet Express van, driven by Jose J. Marez, age 39, of the 2200 block of Regina Drive in Clarksburg, also traveling northbound on Clopper Road, struck the rear of the Equinox, pushing the Equinox into the southbound lanes of Clopper Road.

A county school bus, driven by Margaret Karen Hoyte, age 53, of the 5700 block of Trailview Court in Frederick, was traveling southbound on Clopper Road when the Equinox entered the travel lane. The bus was unable to stop and struck the passenger�s side of the Equinox. Six special needs students and a driver�s aid were on the bus.

A fourth vehicle, a silver 2001 Volvo S40, driven by Denise C. Pareja, age 26, of the 13000 block of Open Hearth Way in Germantown, was also traveling northbound on Clopper Road. The driver attempted to avoid striking the rear of the Chevrolet van, lost control of the Volvo, and struck a concrete bus stop area on the side of the road.

The students, bus driver, and driver�s aid were all transported to a local hospital for a check-up but did not report any serious injuries. The driver of the Chevrolet van was not injured and remained on the scene to speak with investigators. The driver of the Equinox was transported with life-threatening injuries to a local hospital and remains in critical condition. The driver of the Volvo was also transported to a local hospital for a check-up.

The circumstances surrounding this collision remain under investigation. Investigators are asking anyone who witnessed this collision to contact the Collision Reconstruction Unit at 240-773-6620. Callers may remain anonymous.

Police Ask for Public�s Assistance
in Vandalism/Hate Crimes in Bethesda

Detectives from the 2nd District have been investigating a series of vandalisms that occurred during the overnight hours from February 16 to February 17 in the Woodhaven neighborhood of Bethesda.

On February 17 at approximately 3:15 a.m., officers responded to the 6700 block of Melody Lane (map location 1) for the report of a vandalism. Officers located property and a vehicle that were painted with black spray paint. Profanity and images of male genitalia were painted on the vehicle. Also in the area, officers located a marked MCP K-9 vehicle that had been vandalized. All sides of the police vehicle were painted with black spray paint. In addition to profanity and explicit images, the suspects painted a swastika and anti-gay comments on the vehicle.

Later that morning, officers responded to two other incidents of vandalism in the 8200 block of Wahly Drive (map location 2) where suspects spray painted a light post and a large landscaping rock. The rock was painted with a swastika.

Meadow Hall Elementary School Teacher
Arrested for Sex Offenses with Students

Detectives from the Montgomery County Police – Family Crimes Division have arrested a Frederick man for several sex offenses that occurred at Meadow Hall Elementary School in Rockville.

On February 20, detectives from the Family Crimes Division received information from two 11-year-old female victims that they had been sexually abused by their teacher, later identified as Timothy Vincent Krupica, age 30, of the 6900 block of Rooks Court in Frederick. Krupica was their teacher at Meadow Hall Elementary School.

Investigation revealed that on several occasions between September 2012 and February 2013, Krupica inappropriately touched both victims as well as forced or attempted to force both victims to inappropriately touch him.

This morning, Krupica was arrested on the strength of a warrant and charged with 2 counts of sexual abuse of a minor and several additional sexual offense charges.

Krupica is currently being held at the central processing unit and will have a bond review hearing tomorrow at 1:00 p.m.

At approximately 8:54 a.m. today (Wednesday, Feb. 20), a female passenger was robbed of her purse aboard a W6 bus at the intersection of Stanton Road and Elvans Road, SE, by a male who brandished a handgun.

Police information: 4420 South Park Avenue (map location 1). On Tuesday 2/19 at approximately 4:00 p.m., the 13 year old female was walking when she noted a small maroon SUV drive by several times. The driver eventually pulled alongside the victim and began asking her questions (how are you, whats your name etc.). The victim was able to run to a store on Wisconsin Avenue and contact a parent.
Suspect: H/M, late 30searly 40s, short black hair
Vehicle: Small maroon SUV, black trim on bottom of doors.

Police information: 2442 Ross Road (map location 2). On Friday 2/15 at approximately 4:30 p.m., the H/M suspect in his 40s approached a group of young girls playing outside and began making inappropriate comments about their bodies. He asked at least one if she wanted to go with him, however that girl was able to run to her friends. One victim stated that she had seen the suspect in the area on more than one occasion.

Suspicious Hispanic Male in the 5500 Block of Kirkside Drive (map location 3)

On Tuesday evening (Feb. 19) at 7:00 p.m., a young woman who works in the Village reported to police that, as she walked south on Kirkside Drive near the intersection with Grove Street, she noticed that a light blue or grey minivan was driving very slowly behind her. The minivan was also southbound on Kirkside, but the van crept slowly as it kept pace with her. At one point, the driver shone a flashlight at the woman. As the woman pulled out her cell phone to take a photo of the vehicle, the driver got out of the minivan and walked briskly directly toward the woman. Instinctively, she ran to a nearby friends house and went inside. The friend also saw the man, and he soon returned to the van and drove off. Village police were on the scene very quickly, but the van had already driven off. The vehicle is possibly a light blue or gray older Honda minivan described as beat up.

The suspect is described as follows:
Hispanic male, 25-30 years old
Short buzzedhaircut, no facial hair
Wearing blue jeans and a T-shirt (unknown color shirt)

The victim also reported that over the preceding couple of weeks, she had noticed a white panel van driving slowly behind her in that same section of Kirkside, however yesterdays event was the only one in which she was approached.

Village police have alerted both County and DC police, and Village officers will be working diligently to locate and identify the suspect. Residents are advised to stay alert especially when walking in the evening hours. Village police urge residents to call 301-654-7300 immediately whenever they see something suspicious.
